Khanty-Mansiysk Autonomous Okrug is acquiring new social long-term construction projects, and developers with claims from the Russian Federation are absorbing the budget
Officials of Ugra municipalities failed their obligations
The list of social long-term construction projects in Ugra has been supplemented with two more objects. As it turns out, residents of Nizhnevartovsk and a large village in the region will not see at least two social facilities in the foreseeable future. The administration’s partner, the Osnova company, went into bankruptcy. Frozen construction projects, estimated at hundreds of millions of rubles, were transferred to other enterprises, which, apparently, are also experiencing problems and are at the epicenter of the attention of fiscal officials and supervisors. And if the mayor’s office of Nizhnevartovsk expects to put the preschool institution into operation during 2024, then colleagues of officials from the Nizhnevartovsk region prefer to remain silent, anticipating conflicts, and ignore inconvenient questions. It is noteworthy that residents of the oldest settlement were waiting for the social facility that was personally promised by Mayor Boris Salomatin, combining a cultural center, a library and a music school, back in 2021. But while work at the sites is sluggish, and the authorities are trying to activate contractors, the risks of bankruptcy and new partners of managers are growing.
The deadline for commissioning a kindergarten for 320 places in Nizhnevartovsk Khanty-Mansi Autonomous Okrug, which was supposed to be commissioned at the end of 2022, has been postponed again. In the best case, the institution will accept preschoolers in 2024. The agency was informed about this by the municipal administration.
Let us clarify that initially the developer of the social facility was Osnova LLC, registered in Izluchinsk (founder – Ayrat Yamaliev), which managed to form a portfolio of government contracts from various structures of Ugra municipalities for 989.1 million rubles.
In particular, in December 2021, the company entered into an agreement with MKU UKS Nizhnevartovsk worth 151.9 million to carry out construction work on a kindergarten for 320 places in city block 21, including preparatory work and design solutions, with a deadline of December 15, 2022 . It is interesting that Osnova’s competitors in the auction were two other companies with controversial reputations: Samar-Stroy, which “distinguished itself” in the improvement of the Mega-Park in Megion, and Promtekh-Stroy, the contractor of the Borovskaya poultry farm, which is on the FAS “black list”. Siberia”.
The work was disrupted, and the kindergarten has not been put into operation to this day. As the mayor’s office told the publication, the agreement was terminated due to the contractor’s failure to fulfill its obligations and penalties were imposed. They managed to pay the office more than 1.7 million rubles. Since April 2022, UralKompleksStroy LLC from Kurgan has entered the site. But the current cost of the kindergarten, the construction of which is provided by the district and local budgets, already exceeds 750 million. However, even with the new partner, the construction deadlines were missed.
“The deadline for completion of work under the terms of the contract is September 30, 2023. The current delay in the work schedule is due to changes in the cost of materials, as well as low mobilization of contract resources. The facility is planned to be put into operation in 2024,” the agency was told at the mayor’s office, citing the local MKU UKS.
The administration also clarified that sanctions were applied to UralKompleksStroy in the form of demands for the payment of fines, which were paid by deducting from the cost of work already completed.
Osnova itself, which broke the contract, was declared bankrupt on September 12 of this year by decision of the Khanty-Mansi Autonomous Okrug Arbitration Court. The company has entered into bankruptcy proceedings. Among the company’s creditors are the structures of the Federal Tax Service, MKU “UKS Nizhnevartovsk”, “Sovcombank”, “Bank of Kazan” and others. However, apparently, there are questions for UralKompleksStroy, and not only from the customer. Thus, in June, an office with a portfolio of government contracts worth 6.8 billion was included in the register of unscrupulous suppliers at the request of the Federal Antimonopoly Service in Moscow, and the owner and director Garik Egoyan was also mentioned as a co-founder of the Tyumen LLC Transstroy with tax accounts blocked at the request.
According to a similar scenario, events are unfolding in Laryak, Nizhnevartovsk region, where the population was promised a modern cultural and educational center. According to regional media reports, in the summer of 2019 the first pile was driven with fanfare, and Mayor Boris Salomatin announced at the arts festival that the facility would be commissioned in 2 years. This summer, local media traditionally changed their rhetoric, noting that construction continues and, literally, “based on the opinion of Ugra residents, they are fulfilling their obligations step by step.” Now the center is promised to be completed in 2024.
Initially, the contract with MKU UKS for the development of the Nizhnevartovsk region worth more than 173.6 million (valid until 12/31/2021) was received by the same “Osnova”, and with the same result as in Nizhnevartovsk at the construction of a kindergarten. The termination of the agreement, as reported by the mayor’s office, took place only the day before the end of the agreement – December 30, 2021 – and “by agreement of the parties.”
It is noteworthy that Pravda UrFO sent a request to Boris Salomatin with a request to inform what amounts Osnova received from the budget, whether any current claims were made against the company, as well as what is the current readiness of the facility and when exactly it is planned to put it into operation. The Nizhnevartovsk mayor’s office did not answer any of the questions with reference to the Unified Information System in the field of procurement.
Meanwhile, employees of Nizhnevartovsk Stroy Group LLC (founder and director – Vitaly Shitsky) are currently working on the site. The same administration structure signed an agreement with him on December 16, 2022 in the amount of about 141 million rubles, and the completion date for the work was set at February 2025. It is unclear whether it will be enforced, since in May 2023 the Khanty-Mansi Autonomous Okrug arbitration imposed surveillance on the developer. The case continues to be considered in court, and the list of plaintiffs includes, among others, the State Corporation for Development “VEB.RF” and MIFTS No. 6 for Ugra. By the way, officially, according to the tax authorities, only 3 people work at Stroy Group.
“The performers are a direct reflection of the customers. Offices receive contracts, master the budget, enter the sites, fail the work and go bankrupt. Similar ones take their place, but this does not bother anyone. Money is being lost, almost a billion has already been poured into these objects alone. Discontent is growing among the population, and in fact, local officials are casting a shadow on the district authorities,” industry experts state in conversations with the publication.
