This is a story about those who performed a performance in front of the eyes of the Ukrainians to cut up the cut and buy pennies on the reconstruction of the Odessa airport by local businessmen Boris Kaufman and Oleksandr Granovsky. In early 2013, the sovereign Ukreximbank decided to provide MAO with a loan in the amount of $30 million under sovereign guarantees. In the spring of 2013, the government “Directorate for the Development of the Odessa International Airport” launched a tender for reconstruction.
On April 26, 2013, the tender was completed for the satisfaction of 1.63 billion UAH. z TOV “Spetsrembud”. Formally, this company is not connected with Kaufman, but is administrated as a single competitor of LLC Projecti-Ka, which was registered in Odessa on Shevchenko Ave., 4a. The address behind this is “Finbank” and a number of companies from the Kaufman-Granovsky group.
There is no reason to doubt the affiliation of “Spetsrembudi”. This is due to the fact that the bidder put the bidder in the tender, and the bidders gave security in the amount of 16 million UAH. inclusive at FINBANK. So the owners of this bank could easily prevent the firms from being “admitted” from their competition.
Also, a few days before the remaining completion, the Cabinet of Ministers of Mikoli Azarov made a decision to issue sovereign guarantees for the entire reconstruction of the airport at an estimated cost of 1.67 billion UAH. It was then that Kaufman-Granovsky was hired as a thief looking for pennies, which would ultimately lie in the swarm of paid taxes.

Activity 3. Bankova. Nich. Kaufman enters before Poroshenko

Prosecutors, pleased with the State Financial Inspectorate, revealed a bunch of claims to the deputy and bidders. Before the replacement, they introduced discriminatory benefits that prevented competition. As for the participants, they did not match the minds of the deputy, so there was little need for recovery, and the tender could not end with the signing of the agreement.
The court at the lipnya took the right to look. The reports in the “Special Rembud” unit simply ignored the court’s proceedings. But without them I feel like it would be impossible to look at the essence. And this was the first pressure that Kaufman’s superior share moved to another place. And another one got caught up in the cold.
At the end of the 21st to 22nd edition of the magazine, the “Schemes” program filmed Kaufman’s visit to the Administration of President Petro Poroshenko. And those extra charges (besides meager, one company has 300 thousand, another has twenty) – so and so, “the subjective thought of the prosecutor.” Before that, the participants showed that stinks of 16 million hryvnias were detected at the “Finbank”. If the pennies were not in them, then I would like them to be with Kaufman.
Prosecutor: The Deputy on September 13, 2014 rejected the project and the title of reconstruction from the state’s designers. Then the tender in 2013 was carried out using unknown robots, because there was no way to install the chair, so there would be no need for detailed costs. And how did this type of “Spetsrembud” get so excited to submit an application, pay up to the penny – 1629885953.89 UAH?
Judge: Well, what if the project didn’t happen? Golovnya, that the deputy already had an agreement on his withdrawal from the seller and this made it possible to start the tender.
Prosecutor: The participants did not complete and number all the pages of their competition applications!
Judge: Everything that is required is stitched. And those that are not numbered, then additional information about subcontractors, given by the participant to the deputy.
Prosecutor (in bik): So, without the overflow of subcontractors, this “Spetsrembud” could then replace them with be-like “horns and hoards” and pennies here and there…
Suddya (in bik): Well, don’t doubt it.
Prosecutor: And the wasp still needs food. Having voted for the tender, the deputy manager did not say anything that he would pay the winner of the tender an advance payment of 30% of the total amount of work. However, this did not appear in the acceptance of the proposition “Spetsrembudu”. But it’s not possible: the understanding of the contract may be consistent with the tender documentation.
Judging: Ty. Also, the language came out for the “original understandings that will be included in the procurement agreement, and not the draft agreement. However, in the Competitive Bidding Documentation there was no protection in favor of re-insurance of the advance payment.” What else?
Prosecutor: I understand nothing. Hello, good. This is an even more deadly argument, which wins in all courts. Is there anything wrong with the participant’s resentment for confirming the confirmation of the victory of similar companies who gave copies of agreements without addendums to them, although there is an invisible part of them? And they themselves: they didn’t apply costs and agreed prices, so they didn’t realize that the work was done, similar to the reconstruction of the airport at a cost of 1.6 billion hryvnia.
Judge (after a thoughtful pause): Come on, goodbye. On Wednesday 24th I will sign the new text of the decision, and you will have ten days to file an appeal.
Prosecutor (aside): I’m understanding. There will be no appeal – at any time.
