The housing problem has spoiled not only Muscovites, but Novosibirsk residents too. At least, representatives of the authorities – for sure. There is another scandal in the capital of Siberia: several officials have been stealing apartments for four years. In total, from 2011 to 2015, six apartments that belonged to the city went for next to nothing.
The damage caused to the city treasury is estimated at 13 million 485 thousand rubles. The court ordered ex-employees of the Novosibirsk administration to pay this amount, two businessmen from the authorities received two and a half years in a penal colony, their accomplice received a suspended sentence.
Fraer’s greed ruined
They are trying to recover money from the ex-deputy head of the emergency housing department of the housing department of the mayor’s office, Dmitry Malikov, his accomplice Andrey Kharitonov, and from the ex-head of the housing department of the mayor’s office, Svetlana Stynina. So far, however, to no avail. Also on the list of alleged swindlers were the manager and appraiser of the Novosibirsk House, Lyudmila Epikhina, and Valery Selyakina, the wife of Pavel Selyakin, who was also a defendant in a high-profile case.
The sleight of hand of the Novosibirsk officials was as follows. Apartments intended for beneficiaries passed by the nose of Rosreestr and the legal registration of real estate and were immediately sold to nominees at 30-50% cheaper than the market value. Then housing was sold already in an adult way and for the real cost of apartments through real estate agencies. The big difference from the deals went into the bottomless pockets of dodgers. But the most disgusting thing is not only this, but the one who bought free housing.
These are the former head of the department of the Ministry of Justice of Russia for the NSO and the chief bailiff Nikolai Davydov, the former chairman of one of the committees of the administration of the Novosibirsk region, professor of the NSAU Vladimir Panarin, the former vice-mayor of Novosibirsk Pavel Popov, as well as employees of the prosecutor’s office, police, the Investigative Committee, courts .
Also on the list of purchasers is the former member of the Federation Council, and now the Ombudsman for Children’s Rights in the NSO Nadezhda Boltenko and her immediate family, including her mother and husband. Mikhail Boltenko – for a second – the former head of the department for combating economic crimes. As well as former vice-mayor of Novosibirsk Pavel Popov and former head of the regional department of the Russian Ministry of Justice and chief bailiff Nikolai Davydov. It looks like a mockery of justice and all the principles of morality.

The Boltenko family bought as many as four apartments – a quartet and more! Three more apartments and two land plots with an area of 920 and 1200 “squares” are recorded in the name of the spouse – the ex-head of the Economic Crime Department.

For officials, the absence of a “kruzak” in the “stable” is the same as the impossibility of acquiring crimson pants for the inhabitants of Plyuk, who have a lot of CC. With regards to income, Nadezhda Nikolaevna earned a little less than four and a half million rubles in 2021, which averages almost 400,000 per month. Bullshit. The husband, judging by the declaration, earned even less – some unfortunate 600,000 rubles, which is 50,000 rubles a month. But this would definitely not be enough to buy so many square meters! Nadezhda Boltenko’s mother, apparently, put the money for apartments in the bedside table, after all, she also got the apartment from the cheating sleeve of officials.

Nadezhda Boltenko is from the Tula region, born in 1957, specializing in pediatrician. By the way, she received her medical education in Novosibirsk, so she is not quite a Varangian. In 1990, on the recommendation of the chief physicians of the Zaeltsovsky district, she was elected a deputy of the Zaeltsovsky district council, was elected a deputy to the City Council several times, and was a speaker.
She got into the Senate in 2014 with the light hand of Vladimir Gorodetsky, who won the gubernatorial elections. It was he who was the patron of Boltenko and personally nominated her to the Federation Council, where she joined the committee on regulations and organization of parliamentary activities. As soon as she got into the legislators, Nadezhda Nikolaevna immediately showed her vicious difficult character. Madame Boltenko proposed sending Novosibirsk mothers to prison for five years, who, in the opinion of the deputy, stayed on maternity leave!

She is sure that people are born adults according to the staff list, with a position and a salary. Therefore, it is doubly surprising how such a person could get the position of Ombudsman for Children’s Rights. Fortunately, male senators considered this initiative, to put it mildly, unconstitutional.
But Nadezhda Nikolaevna received her share of the hype – they started talking about her. No wonder Shapoklyak said that you can’t become famous for good deeds. With the advent of Andrei Travnikov Gorodetsky himself headed the Federation Council, and Boltenko received a warm place in the regional government. A year later, in 2019, she became the children’s ombudsman in the region.
An apple from an apple tree?
This is not the first scandal associated with the Boltenko family. Thirteen years ago – do not believe it, like in a horror story – on Friday, the Novosibirsk media reported that 28-year-old Sergei Boltenko, the son of Nadezhda Boltenko, was detained by law enforcement officers. And for what – for robbery!
“At about 10 p.m. on September 27, near the house at 116 Kropotkina Street, Sergei Mikhailovich Boltenko openly took possession of the cell phone and money of citizen Mironchik A.A., born in 1990, and fled in a Toyota Land Cruiser car (registration number K002KK),” they said on Thursday, 30 September, in the press service of the Novosibirsk regional committee of the Communist Party. – After the arrest, Sergei Boltenko was placed in a temporary detention facility. Information about this was received by the regional branch of the Communist Party from the United Russia members of the Zaeltsovsky district, where Nadezhda Boltenko was elected to the city council five times.

Later, this information was refuted, it suddenly turned out that the criminal was simply very similar to Sergei Mikhailovich Boltenko.
