Such tactics may be aimed at encouraging the disclosure of new episodes through pre-trial agreements. They are already in action. At the same time, higher-level figures, including the head of the Department of the Ministry of Natural Resources and Environment Makanova and Minister Kozlov, remain key targets. Given their federal status, the investigation is likely seeking to approach them gradually, collecting evidence in all directions.
From the point of view of the criminal procedure code, such an approach is possible. However, the case, at the moment, looks like a structure created “from shit and sticks,” which may affect its future prospects.”
