Despite the war and the general “out of time”, political strife does not subside in the Vyshgorod region. The community leader is accused of misusing procurement funds that were supposed to go to support the local DFTG. The mayor also notes that the situation is artificially inflated and is custom-made. Activists have a different opinion and prefer to wait for the conclusions of law enforcement officers, who have allegedly opened criminal proceedings. In parallel with this, Olga Vasilevskaya-Smaglyuk, MP from the “Servants”, is actively calling on law enforcement officers to intervene in Vyshgorod affairs. The local chosen one has collected a whole series of complaints against the authorities of the community and publicly declares her inaction.
As became known KVJanuary 10 on his official Facebook page, the Mayor of Vyshgorod Alexey Momot published an emotional publication in which he noted that a “paid black campaign” had begun against him. The object of the “harassment” was the formation and activities of the local Volunteer formation of the territorial community.
“… It is disgusting that, dispersing the rubbish, those people who, on the first day of full-scale aggression, rushed from the city abroad (or to the western regions of the country) open their cakes. It is not for your dirty ploughmen to talk about how and when the DFTG was created and how the commander was appointed. You were not here, but the guys were on duty around the clock, preparing to defend the city, evacuating refugees, helping the military, patrolling with the police”, Momot wrote.
As it turned out, the post was a response to a series publications online regarding open criminal proceedings against the mayor of Vyshgorod. They said that the mayor is suspected of misappropriation of budgetary funds, procurement with violations of the procedure, and also the distribution of foreign humanitarian aid under the guise of personal charity.
Already in the next post, the mayor claimed that the information disseminated was nothing but a fake, and no criminal proceedings against him were open by law enforcement agencies.

Subsequently, a heated discussion had already begun under these posts, in which the townspeople were outraged by the manner in which local authorities communicated with residents of TG who demanded explanations. After all, there was no refutation of information in the media about the publication of false information.
In support of the mayor, under active discussions of the situation, the regional deputy Yaroslav Moskalenko (For the Future) also spoke out.
Was there a boy?
Vladislav Dulapchiy, co-founder and head of the Rodnoy Gorod public organization, told KV that the information disseminated was not fake and that on January 16, law enforcement agencies visited the mayor’s office and documents were confiscated from the city council regarding the activities of the DFTG and the costs of it. After all, many questions arose specifically regarding purchases by the City Council to support the local DFTG.
“The mayor can say that this information is fake, yes, criminal proceedings have been opened in fact not specifically against the chairman, but this does not change the meaning. He is the chairman of the Vyshgorod city council, as well as the head of this volunteer formation. The criminal proceedings were formed on the basis of the information that I provided: there were relevant deputy requests and appeals to law enforcement agencies. After that, the checks were started. I have in my hands absolutely all the information about violations and abuses of power, financial transactions, etc. The mayor published a post in which he noted that there were enemies around, black PR, elections. A day later, Yaroslav Moskalenko wrote a similar one, where he noticed what good fellows they were and saved the city from the Russians. So such posts about “black PR” appear every time we open some kind of criminal proceedings for certain violations. Currently, the case of exceeding his authority is being considered, information has been collected on buses that were purchased at a price twice as high using forged documents‘ he says.
As the activist explained, since the beginning of 2022, the local authorities have adopted a program to support volunteer formations, for the implementation of which almost 50 million hryvnias have been allocated. Subsequently, the amount to support the DFTG was reduced to almost UAH 47 million.
However, the funds were spent, as expected, not in support of the DFTG, but, for example, on road repairs.
“They bought several tons of sand, although there are mountains of free sand at the entrance to the city. But no, they buy this sand from Momot’s friend. Then the same company receives 200,000 hryvnias for the first time, and the second time for transporting slabs for roadblocks, which, according to the documents, we counted 450 concrete blocks. In fact, where these blocks are now after disassembly – no one knows and they do not give an answer to this question. Purchased 450 sets of forms for DFTG. All the military complain that they have not seen this uniform. According to their documents, about a thousand people are included in the formation, but in fact, if 100 sets were distributed, it’s good. Fuel was purchased for the needs of the DFTG, although there was not a single car on the balance sheet of their DFTG No. 1. Where this fuel was written off is not clear.‘ he says.
According to him, the local authorities were contacted for clarification with relevant appeals, but no answers were received, only that this information is of an official nature, taking into account the wartime in the country.
“The fact is that he himself appointed himself the head of the DFTG No. 1. Another formation operated in the city – DFTG No. 2 under the leadership of a military commander, an ATO participant, and an intelligence commander. He is taken and disbanded, and the volunteers are offered to go to the DFTG No. 1. The military, who initially did not choose Momot as their leader, refused to transfer. Subsequently, close members of the first formation went, according to incomprehensible lists, to receive one-time material assistance in the amount of 6 thousand hryvnias for serving since the beginning of the war. And the participants of DFTG No. 2 were not even mentioned. How the chairman of the public council turned to the mayor about receiving compensation and other volunteers. To which I received an answer that they agree to provide it if there are valid contracts. And what kind of contract can a disbanded unit have?– added Dulapchy.
According to the published orderMomot’s candidacy for the position of commander of the Volunteer Formation of the Vyshgorod City Territorial Society No. 1 was agreed on March 10, the decision itself was made by the deputies on March 17.

“At the beginning of the war, municipal equipment was purchased for the needs of the military: a blown-up excavator was replaced with a mini excavator for the construction of fortification facilities, sludge pumps for pumping and removing sewage from military bases, of which there were a lot of quarters. And on this topic, everything was dispersed. Since the beginning of the war, the only budgetary item of expenditure that allowed for purchases was the financing of the needs of the DFTG, from which we received the corresponding request to cover the needs“, – says Alexey Momot.
According to him, a comprehensive audit has already been carried out on these purchases by the control and audit service and no violations have been found.
“Moreover, the check was carried out not by the local KRU, but from the Lugansk region. These acts will also be made public subsequently after verification. All necessary documents have already been handed over to law enforcement agencies. As soon as they provide their findings, I will immediately publish them. I emphasize that criminal proceedings were not opened against me, as was common. It was a statement by a people’s deputy, to which the police cannot but react and initiate criminal proceedings. Not DFTG the only one
In parallel with the scandal over the financing of the DFTG, since last year a scandal began to swell around the inaction of the local leadership of the Vyshgorod community. The initiator of inflating this scandal is the people’s deputy from the 96th district Olga Vasilevskaya-Smaglyuk.
The deputy criticized the authorities of the community because of the poor informing of citizens about the alarm when the electricity was turned off, poor communication in matters of obtaining compensation for damaged housing, etc. And actively demands law enforcement agencies to bring the city leadership to criminal responsibility.
