Co-owner of Commercial Volga Social Bank LLC, 63-year-old Vyacheslav Kuzin, was charged with fraud. According to investigators, the banker, being in collusion with the chairman of the board of the VSB and “unidentified persons”, participated in the theft of the bank’s money by concluding fictitious loan agreements. The damage to the bank was estimated at almost 1.7 million rubles. Last month, a criminal case against another owner of the Commercial Volga Social Bank, Valery Kuchkanov, was brought to court. He is accused of two counts of fraud on an especially large scale, but Valery Kuchkanov is being tried posthumously.

Deputy Prosecutor of the Samara Region Dmitry Smolentsev approved the indictment in a criminal case against a 63-year-old beneficiary of Commercial Volga Social Bank LLC (VSB). The banker is accused of committing a crime under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (“Fraud on an especially large scale”). This is reported by the regional prosecutor’s office. The supervisory authority “Kommersant” confirmed that we are talking about Vyacheslav Kuzin. According to investigators, in 2012, Vyacheslav Kuzin, as chairman of the supervisory board of the VSB, participated in the withdrawal of the bank’s assets. “The chairman of the supervisory board of VSB LLC, acting as part of a group of persons by prior agreement, together with the chairman of the board and unidentified persons, participated in organizing the theft of the bank’s funds by concluding fictitious loan agreements with individuals,” the prosecutor’s office said. The position of Chairman of the Board was held by Valery Kuchkanov. It is noted that the bankers entered into fictitious loan agreements with three citizens who were not aware of this. The damage from the actions of the conspirators is estimated at 1.681 million rubles.

According to banki.ru, Vyacheslav Kuzin (51.02%), Margarita Andrianova (18.11%), Valery Kuchkanov (16.89%, died in November 2013), Evgeny Abibulaev (12.24%) ) and Evgeny Shilov (1.73%). Valery Kuchkanov and several other individuals transferred to the VSB from another bank in Samara, Prioritet, which disappeared.

The commercial Volga Social Bank lost its license from the Central Bank in December 2013. The government of the Samara region tried to save the credit organization by looking for an investor for it, but in the process it turned out that the negative capital of the bank is more than 2 billion rubles, and not several hundred million, as previously stated. Shortly after the revocation of the license, Anatoly Krivko, head of the bank’s interim administration, said that more than 500 loan agreements for a total amount of more than 1.2 billion rubles were missing from the VSB. In addition, there are no credit files, which, according to Mr. Krivko, indicates fictitious contracts.

The provisional administration reported the revealed facts to the regional Main Directorate of the Ministry of Internal Affairs. According to the latest data from the Deposit Insurance Agency (the bankruptcy trustee of the bank), the total amount of creditors’ claims exceeds 4.6 billion rubles. During the period of bankruptcy proceedings, it was possible to return 1 billion rubles. About 427 million rubles. The DIA tried to recover from the former chief accountant and member of the board of the VSB Tatiana Gavrilova. As established by the bankruptcy trustee, in 2011-2013 Valery Kuchkanov and Tatyana Gavrilova took actions to issue technical loans, which led to a deterioration in the financial position of the bank. The court concluded that the DIA failed to prove the guilt of the chief accountant in the losses of the Commercial Volga Social Bank and involvement in the conclusion of technical loans. In January 2023, it became known about the criminal case against the former chairman of the board of the VSB, Valery Kuchkanov, who passed away about ten years ago. Valery Kuchkanov is charged with two episodes of fraud for a total amount of 2 billion rubles. The case is pending before the court.
