These are the former co-founder and director of the Nizhnevartovsk company Sibpromservice, specializing in the processing and disposal of hazardous waste and repeatedly which received contracts for the disposal of drilling waste from the structures of Rosneft.
To date, Sibpromservice is owned by Evgeny Nepomiluev, one of the founders of the Plov Project and RybaLove restaurant chains (his share is pledged to the former co-owners of the brothers Ivan and Konstantin Lopatin, as well as Regina Loganova).
The criminal case was preceded by a tax audit, as a result of which MIFNS No. 6 in Khanty-Mansiysk Autonomous Okrug-Yugra demanded the recovery of more than 105 million rubles from the company in mandatory payments: the tax authorities revealed in the work of the enterprise a deliberate withdrawal of funds and a formal document flow with one-day firms. At that time, Sibpromservis stated that the one-time collection of the specified amount would cause significant damage to its activities.
Another audit was also reported, which revealed violations in a much larger amount – by 338.7 million rubles. In addition, in 2021, after an appeal from representatives of the Green Front environmental organization, an inspection of Sibpromservice was carried out by Rosprirodnadzor, which discovered illegal sludge storage facilities controlled by the enterprise. It is noteworthy that the ex-co-owner of the company Konstantin Lopatin maintained friendly relations with the former head of the department Alexander Fedyaev, long time allowed “Sibpromservis” to avoid inspections by the supervisory authority.
According to experts, new episodes may appear in the “tax case” in the near future. In addition, Rosprirodnadzor should calculate the damage to the lands of the Khanty-Mansi Autonomous Okrug, the amount of which is tentatively estimated at hundreds of millions of rubles.
