In the Kalininsky District Court of Ufa, a meeting was held on the criminal case against Anzhelika Vyropayeva, the wife of Konstantin Vyropaev, the former head of the department for training and conscription of citizens for military service at the military registration and enlistment office of Ordzhonikidzevsky and Kalininsky districts of Ufa. She is accused of mediation in bribery: according to investigators, the defendant participated in the transfer of money for release from service.
On Thursday, the Kalininsky District Court of Ufa held a court hearing in a criminal case against Anzhelika Vyropayeva, the wife of Konstantin Vyropaev, the former head of the department for training and conscription of citizens for military service at the Ordzhonikidzevsky and Kalininsky districts. She is accused of mediation in bribery (part 2 and paragraph “b” of part 3 of article 291.1 of the Criminal Code of the Russian Federation). According to investigators, the defendant was an intermediary between her husband and those wishing to be released from service.
At the beginning of the court session, the representative of the state prosecution Oleksiy Lutsenko read out the testimony of Anzhelika Vyropayeva, which she gave during the investigation. From them it followed that she twice acted as an intermediary.
In September 2019, a former housemate approached Anzhelika Vyropayeva, asking her to release her friend’s son from military service. In the evening, the defendant talked to her husband. “He said that he would find out from the doctors if there was such a possibility, since if he was fit for military service, then he personally would not be able to do anything,” Aleksey Lutsenko read out the testimony of the defendant.
A couple of days later, Konstantin Vyropaev told his wife that there was still an opportunity, but about 130 thousand rubles would have to be paid for the service, of which 30 thousand rubles. must be paid in advance.
“But I said that it was necessary for Vyropaev to transfer not 130 thousand rubles, but 140 thousand rubles, since 10 thousand rubles. I planned to keep it for myself, ”the state prosecutor read out the testimony of the defendant.
The former neighbor gave Anzhelika Vyropayeva first the advance payment, and then the remaining amount.
In June 2021, a former classmate approached Anzhelika Vyropayeva. An acquaintance also asked for a military ID without military service for her only son, who had back problems. On the same evening, Angelica Vyropayeva told her husband about the request. The next day, Konstantin Vyropaev asked his wife, in a conversation with a former classmate, “to designate an amount of 40 thousand rubles. as an advance” and bring him medical documents, which she did. The advance payment was given to Anzhelika Vyropayeva by the husband of a friend, and she later reported the remaining 130 thousand rubles.
Angelica Vyropayeva pleaded guilty. “I am very worried about my children, especially for my youngest, underage daughter, as she was under pressure from her classmates,” she said. “But this is our fault, and I am very ashamed of it, first of all in front of the children.”
The state prosecutor asked the court to stop the criminal case under Part 2 of Art. 291.1 of the Criminal Code of the Russian Federation (mediation in bribery), and under clause “b” part 3 of Article 291.1 of the Criminal Code (mediation in bribery committed on a large scale), find Anzhelika Vyropayeva guilty and impose a fine of 1.5 million rubles on her. The lawyer of the defendant, Olesya Pospeeva, in turn, stated that the amount of the fine would be “unbearable for the Vyropaev family”: the defendant does not work and has no property.
“If the court comes to the conclusion that there are no grounds for exemption from punishment, I ask you to impose a punishment, taking into account the financial situation and two dependent children,” Anzhelika Vyropayeva said. “God has already punished me.”
The verdict will be announced on Friday. On the same day, the criminal case of Konstantin Vyropaev on charges of taking a bribe (part 3 and paragraph “c” part 5 of article 290 of the Criminal Code of the Russian Federation) should be considered in the Kalininsky District Court.
