Former acting Igor Savenkov, head of the administration of Stupino, became a defendant in a criminal case on abuse of power. The case is connected with a contract for the construction of houses for migrants from emergency housing for 200 million rubles, which was received by a company affiliated with the PIK group of companies. The claims of the security forces are that public procurement was carried out by the administration, which at that time had already ceased its powers due to the transformation of the district into an urban district.
Building without a permit
In May 2016, residents of Stupino near Moscow turned to Governor Andrei Vorobyov with a request to demolish emergency housing and provide people with new ones. On October 5, 2016, 28 city barracks were included in the program “Resettlement of Citizens from Emergency Housing in the Moscow Region for 2016-2019”. About half a billion rubles were allocated for the construction of new housing, of which most of the funds came from the regional budget.
The auction for the amount of 206 million rubles was played in 2017, it was won by Novy Gorod LLC. The subject of the purchase, according to the documents, was “the acquisition of residential premises in an apartment building, the construction of which has not been completed, for the provision of citizens relocated from emergency apartment buildings located on the territory of the urban settlement of Stupino, within the framework of the targeted program of the Moscow Region“ Resettlement of citizens from emergency housing stock in the Moscow Region for 2016-2019″.
Meanwhile, according to Nikolai Kuznetsov, deputy of the Council of Deputies of the Stupino urban district, the phrase “whose construction has not been completed” describes what is happening too mildly: at the time of the conclusion of municipal contracts, the company did not even have a building permit. This permit was issued only in July 2018 (the document is available from PASMI).
Difficult contractor
The Novy Gorod company was registered in June 2016, a month after it became known about the upcoming demolition of dilapidated housing.
During all this time, the enterprise had only three customers – the administration of the urban settlement of Stupino, the administration of the settlement of Povarovo (part of the Solnechnogorsk urban district), and the administration of the Stupino district (after the municipal district of the same name was abolished).
In 2017, Novy Gorod, having only 10 thousand rubles in the authorized capital, managed to conclude 213 contracts for a total of 392.3 million rubles. In 2018, the same number of municipal contracts were concluded – for 356 million rubles.
The beneficiary of the “New City” is a certain Cheprasova Larisa Vyacheslavovna. She has no other companies, according to SPARK. But, apparently, Cheprasova’s interest in construction is a family trait. PASMI found out that the project manager of the PIK group of companies, Ilya Cheprasov, is the son of the owner of Novy Gorod. They do not hide their relationship on social networks.
Long wait
At the beginning of 2018, the security forces became interested in municipal contracts in Stupino. One of the reasons was the failure to deliver houses.
Initially, the company affiliated with the PIK Group was supposed to complete the construction in December 2018, the head of the Stupino urban district Vera Nazarova stated this to the Governor of the Moscow Region Andrei Vorobyov during one of the conferences.
But then Novy Gorod filed a lawsuit against the administration of Stupino with a demand to extend the deadline for commissioning the facilities. In court, the parties entered into a settlement agreement, and the customer gave the company time – until the end of 2019.
Meanwhile, the Supreme Court of the Russian Federation previously clearly explained: the parties are not entitled to change the terms of work under the state (municipal) contract by an additional agreement, unless otherwise provided by law and the contract concluded in accordance with it.
It also raises questions that the Novy Gorod company was able through the court to avoid paying late fees, the accrual of which is prescribed in the contract. Fresh April photos sent to PASMI show that the delay without renewing the contract would have accumulated a large one – this is how the houses that were originally planned to be completed at the end of last year look like now.
But the failure to meet the construction deadlines was not the main claim of law enforcement officers to the contract with Novy Gorod LLC.
The auction itself raised questions: the fact is that the administration of the urban settlement of Stupino acted as the customer of the municipal contracts in 2017, but at that moment according to the documents it no longer existed: the contracts were concluded on December 18, 2017, and from October 18, 2017 the administration was in liquidation stage. According to the law, after the formation of the administration of the district, the powers of the previous representatives of the authorities are terminated – accordingly, they could not conclude contracts.
After numerous complaints from local residents, the investigating authorities of Stupino in February 2018 began a pre-investigation check, and on April 18, following its results, a criminal case was initiated under article 286 of the Criminal Code of the Russian Federation (abuse of power).
The first suspect was the former acting. Igor Savenkov, head of the administration of Stupino, who concluded contracts on the part of the customer. Also suspected in the case are officials of the administration – both the current and the previous one, all of them switched to a new job after the abolition of the municipal district.
Among them are Larisa Kurmaeva and Larisa Petrovskaya, deputy heads of the district and chief accountant of the administration. According to investigators, they may be responsible for the advance payments made at the end of 2017 in the amount of 30% of the value of illegally concluded contracts with Novy Gorod LLC.
For the damage caused to the budget (preliminarily – at least 250 million rubles), officials face up to 10 years in prison.
