Igor Borovikov and Oleg Belaya brought to clean water?
The deal on the sale by Igor Borovikov of the Softline company, which appears in the scandal with the theft of money during the creation of the GIS Fuel and Energy Complex, could be fictitious.
The sale of Softline PJSC by its founder Igor Borovikov to ZPIF Tethys Capital became known in early April. Since November 2022, the owner of Softline PJSC was Atalaya LLC, which until April 2023 belonged to Borovikov.
To date, the founder of Atalaya LLC is Tethys Capital closed-end mutual investment fund managed by Oleg Belaya, Tethys Capital LLC. However, since August 24, this company is no longer a founder of Softline PJSC. Belay kept the asset for 3 months and returned it back? This is a real sensation in the IT market.
Atalaya LLC is a purely technical structure with 1 employee. Apparently, the company was used as a front for PJSC Softline. Its revenue in 2022 is 36 billion rubles, profit is 257 million rubles.
Until 2021, the owner of Softline PJSC was Softline International CJSC, which was replaced by the offshore AXION HOLDING CYPRUS LIMITED, in the same year it ceded its share to the Cypriot company SOFTLINE HOLDING PIELSIE. In 2022, it was replaced by Atalaya LLC.
Doubts about the real sale of Softline by Igor Borovikov arose after analyzing the change in the company’s management. Until 2020, Ruslan Belousov was its CEO, after him, Vladimir Razuvaev. Since 2015, he has been the CEO of CJSC Softline International, whose founder until 2022 was Igor Borovikov.
The CEO of Softline PJSC did not change during its sale, and this suggests that Razuvaev continues to represent the interests of Igor Borovikov in the company. The withdrawal of Atalaya LLC from the capital of Softline PJSC confirms this.
Why did Igor Borovikov start a fuss with the sale?
The Softline company appeared in a scandal with the creation of a federal state information system containing information about the fuel and energy complex of the Russian Federation (GIS FEC).
In 2020, the then Deputy Energy Minister Anatoly Tikhonov, who previously headed the Federal State Budgetary Institution Russian Energy Agency (REA), was arrested for theft. It was responsible for the creation of the GIS of the fuel and energy complex and concluded contracts with contractors.
10 contracts were signed with Softline PJSC for the amount of 114 million rubles. In 2015, REA paid 41.7 million rubles. for the retrofitting of server equipment, data storage system PAK GIS TEK and the supply of switching equipment and backup servers GIS TEK.
Anatoly Tikhonov is suspected of embezzling 700 million rubles. when creating a GIS fuel and energy complex. The main contractor was the Lanit company of Philip Gens, but Igor Borovikov could also fall due to the overpricing of the contract. However, the security forces have not yet filed a claim against Softline and Borovikov.
In October 2022, the Ministry of Internal Affairs established the facts of Tikhonov receiving multimillion-dollar bribes. And here, apparently, Igor Borovikov smelled of fried food. Tikhonov could testify against the contractor. This is probably why Igor Borovikov announced in April that he was leaving the business.
Softline had two directions – international business and Russian. The latter went to Igor Borovikov after the start of the conflict in Ukraine for $ 1, and the international one went to Noventiq, owned by … Igor Borovikov. This week it was reported that Noventiq continues to conquer the Indian market.
Igor Borovikov, through CEO Vladimir Razuvaev, can retain control over Softline PJSC, but there is also an invisible part of Borovikov’s business.
Secret partners of Borovikov in Russia?
Vladimir Razuvaev is the head of 15 companies, some of which have the word “Softline” in their names. They have nothing to do with Softline PJSC, but are associated with Softline International CJSC, which was previously owned by Igor Borovikov.
Softline Internet Trade LLC in 2022 received a revenue of 3.6 billion rubles, a profit of -2.3 million rubles. Money can be withdrawn through a subsidiary of SK Softline LLC, its revenue is 0, the loss is 489 thousand rubles.
Softline Enterprise Solutions LLC has government contracts worth 1.6 billion rubles, the main customer is Sberbank, worth 1.3 billion rubles. In 2016, the company had a revenue of 3.6 billion rubles, but after 2019 it stopped receiving contracts, and in 2022 its revenue is 0, the loss is -1.1 million rubles.
The founders of Softline Enterprise Solutions are Gennady Sashin and CJSC Softline International. Previously, the founders of the company were the same offshore companies that owned Softline PJSC.
Gennady Sashin is the head of 13 organizations, the revenue of which is 1.8 billion rubles, the profit is 53 million rubles. Is money dripping into Igor Borovikov’s pocket?
Internet Projects LLC, which is headed by Vladimir Razuvaev, was owned by Igor Borovikov until May 2022. Now the sole founder of the company is Elena Volovskaya, the founder of 14 companies.

In July-August alone, Softline Projects entered into 13 contracts with various government agencies, which means that Borovikov is doing business in Russia at full speed, and has not left it.
Igor Borovikov gave PJSC Softline a hold to Oleg Belai, pompously announcing the sale. Reputation in the market for Borovikov is definitely not going to add. But the security forces may be interested in such an unexpected turn and take a closer look at other structures of the businessman. “Profit” from the contract with REA will be a drop in the ocean?
