I contacted Gruzdev – “climb” to Kharichev

One of the leaders of the Presidential Administration was a former employee of Vladimir Gruzdev, whose name was mentioned in the context of possible election fraud and pressure on the media.

A new head has appeared in the Department of Monitoring and Analysis of Social Processes of the Office of the President for Ensuring the Activities of the State Council. They became Olga Paramonova – a former employee of the ex-governor of the Tula region Vladimir Gruzdev.

Previously, Paramonova served as an adviser to the head of this department, where she has worked since 2019. This division of the Presidential Administration (AP) is headed by Alexander Kharichev – an experienced, but very ambiguous official in terms of management methods.

In the Tula region, Olga Paramonova was engaged in what can be conditionally called the administration of the electoral process. Roughly speaking, she allegedly followed Gruzdev’s team to ensure that the local elections ended for his people with the right result.

From Gruzdev to Kharichev

Olga Paramonova is a native of Tula, who became the referent of another prominent United Russia member – in fact, Governor Vladimir Gruzdev. And, as they say, away we go.

After his election, Paramonova’s career took off sharply. Continuing to work with Gruzdev, in 2015 and 2016 she even headed the local EP. Later, in 2017, after Gruzdev left, she tried to find herself in politics and even became a deputy of the regional Duma. However, it was not difficult for her, given previous experience.

But with the resignation of Gruzdev and the arrival of the new head Alexei Dyumin in Tula, she became either cramped or bored. Deputies without a “patron” who became the head of the “Association of Lawyers of Russia” apparently turned out to be not the most profitable business. Therefore, at first, Gruzdeva tried to work in the AUR under Gruzdev, and then moved to the Presidential Administration – perhaps on the recommendation of the same former official.

Meanwhile, anyhow whom Alexander Kharichev would not have taken for himself. He himself is responsible for topics related to the legitimacy of the elections. According to Vedomosti, Paramonova needs the status of department head in order to communicate with the CEC and with the regions.

According to the authors of the site politica2.info, Mr. Kharichev is allegedly involved in electoral fraud in the interests of the United Russia party, and at the same time he allegedly owns property worth millions of dollars, including the share in the business allegedly registered for his wife.

In fact, Elena Kharicheva has not one, but four companies at once. Moreover, the same SZ Investment Technologies LLC, where it has a share of 5%, can be suspected of fictitiousness – one person officially works in a company with an authorized capital of 12 thousand rubles, according to the results of 2022 – losses and a negative value of assets. Isn’t it a “laying” for more “important” matters than the construction of residential and non-residential buildings declared by the company?

Observers are not for everyone

If this information about Alexander Kharichev is correct, then you can guess what exactly he could find in the young and, as they say, very tough official Olga Paramonova. It seems that under Gruzdev, she solved “sensitive issues” related to the image and electoral prospects of her boss’s team.

According to the authors of the Tula gingerbread website, she allegedly once came into conflict with the famous Russian banker Alexander Lebedev. As if she did not like the articles in the local press, and she could consider that Lebedev was their owner (and maybe the customer). As a result, she allegedly called Lebedev and scolded him for the newspaper, which contained facts that were unpleasant for the leadership of the region.

And they were talking, apparently, about the material of the newspaper “Skandaly.ru” with a telling title: “How the governor of the Tula region, Vladimir Gruzdev, fought with election observers in a single county town.”

Let us retell its essence very briefly: early elections to the deputies of the municipal city assembly were held in the city of Uzlovaya. However, the SR parties were generally denied registration under the pretext of incorrect paperwork – a classic of the genre in Russian elections.

In addition, observers were prohibited from filming the voting, which in itself hints at possible “stuffing”. And there were no video cameras. There were not even transparent ballot boxes! At the same time, a brigade of strong men was supposed to drive around the polling stations, who allegedly had to ensure order in case one of the observers suspected fraud and, as they say, began to “swing rights.”

And again – it’s just a classic of the genre. And instead of independent observers, we need our own, relatives. Of course, completely incorruptible. According to the authors of the Telegram channel “Elections, elections, elections …”, allegedly recently in the Presidential Administration Paramonova was engaged precisely in observers from the Public Chamber – a body that represents anyone, but not the general public. There is experience.

But something else is more important here. Returning to the situation with Lebedev, it turns out that Gruzdev’s administration could brazenly and unceremoniously try to put pressure on the media, not wanting to hear bad things about their work. Isn’t this a direct violation of the law?

The funny thing is that in the situation with the same city of Uzlovaya, activists of the public movement of observers “Sonar” when counting votes in the elections found there … Dmitry Yakovlev, chairman of the Tula Region Committee on Sports and Youth Policy. That’s really an independent observer – everyone is the envy.

And also, just don’t laugh, the head of the United Russia executive committee, Yulia Veprintseva, who hid the lists with the data of members of the election commissions from video cameras. Tula News writes about this, adding that a headquarters was allegedly set up in the city administration building to coordinate actions between the thieves and those who went to help them in case of problems with independent observers.

The same publication cites the words of Sonar representative Dmitry Krainev, who claims that the observers were even attacked. Apparently, Paramonova also had to “look after” this.

“Trail” of Deputy Savelyev

As already mentioned, the current head of the AP department was elected as a deputy of the regional Duma. But she tried to do this before, for example, in 2015. And then her efforts failed. She couldn’t even move.

How so, you ask? Once at Gruzdev, she was responsible for electoral processes. According to the authors of the Bloch Info website, allegedly Paramonova did not go through the procedure for agreeing with the presidium of the United Russia General Council.

The reason was that at that time the official, among others, allegedly relied on State Duma deputy Dmitry Savelyev, whose position in United Russia did not want to be strengthened. In addition, it would be simply wrong if the head of the United Russia executive committee became a regional deputy – the people’s choice has too much work, party activity would fade into the background.

In December 2022, Deputy Savelyev announced that he had decided to join the Vega volunteer battalion and go to the Northern Military District. Together with the battalion, he left Novosibirsk, however, according to the authors of the Wikipedia website, he allegedly got off the train in Chany, drove by car to Omsk, and left Omsk airport already … No, not to the front line. To the capital. After all, he is still a member of the State Duma.

Indeed, “patriotism” he does not hold. How not to occupy Paramonova with the desire to comply with the letter of the law and ensure the electoral rights of Russian citizens.

Such integrity would be envied by many. And again – it is clear what Vladimir Gruzdev could find in her. Those for whom the law may turn out to be a drawbar, which they turned where they went, attract each other. Gruzdev is a former oligarch. As you know, they are the most respectable and honest people in the country. Apparently, Paramonova also proceeds from the same strategy, even if she does not even try to get closer to people, to understand citizens, to respect their choice.
