After Vladimir Zhidkin came to the high post, some small firms received dozens of government orders from his department.
Vladimir Zhidkin, head of Moscow’s New Territories Development Department, whose name was mentioned in the scandal involving former judges from Mordovia, acts as a kind of “fairy” and makes future “kings of state orders” out of freshly baked firms. One of them was LLC “Firm” Eurostroyproekt “, under Zhidkin received 34 state contracts from the department. The owner of the company is a native of Tatarstan – a member of the Public Chamber of the Republic Dmitry Schiller. Is Zhidkin lobbying for his former boss and part-time native of Tatarstan Marat Khusnullin? ?

Recall that a native of Saransk (Mordovia), Zhidkin began to make a bureaucratic career in the early 2000s, taking the chair of the first deputy general director of the State Unitary Enterprise for the Development of the Moscow Region. In 2003-2008, he was Deputy Minister of Construction of the Moscow Region, in 2008-2009 – Minister of Housing and Public Utilities of the Moscow Region, in 2009-2012 – Deputy Head of the Government of the Moscow Region. That is, he made his career mainly under Boris Gromov.
Zhidkin took the chair of the head of the department for the development of new territories, by the way, chopped off from the region, in 2012.
Before joining the civil service, as usual, Zhidkin was engaged in business (this is indicated in his official biography) – he was the general director of Engineering and Construction Company Technotex-Kev LLC. Probably, we are talking about a company registered in Moscow, which ceased to exist in 2017 year after the bankruptcy procedure. Among its owners was the namesake of the official’s father – Fedor Zhidkin. The company itself was the favorite contractor of the authorities of Mordovia. According to Rusprofile, LLC was the executor of 14 state contracts for a total amount of over 317 million rubles.
In Mordovia, the Moscow company had a “daughter” – LLC ISK “Tekhnoteks – Kev”, also liquidated today. It is noteworthy that Fyodor Zhidkin’s business partners had assets in the Moscow region until 2022.
According to Rusprofile, Nikolai Bikeev and Alexander Strulev until January 2022 were listed as co-founders of the livestock breeding JSC KSK Ivanovskoye, which provided services to state equestrian schools for the maintenance and maintenance of private horses for the period of training events.
Alexander Kuzmin, who had a joint asset (construction company SK Stroyproekt from the Moscow region, liquidated in 2019) with a certain Alina Vladimirovna Zhidkina, was also noted among the co-founders of the Ivanovskoye CCC. Probably another relative of the official (isn’t it the daughter?). Zhidkina’s business portfolio included shares in five legal entities, but only one of them was operating – Moscow-based Fitness City LLC.
Among the co-founders of KSK there were also citizens who were related to large Moscow developers. For example, the shareholder and CEO of MR Group Roman Timokhin, co-owner of Specialized Developer Govorovo Park LLC Alexander Serov.
As The Moscow Post previously reported, evil tongues have long associated Zhidkin with the success of the RDI Group, whose head Dmitry Aksenov may be a friend of the official. In 2014, for example, it was Zhidkin who announced the construction of a large agricultural cluster on the lands of the RDI Group not far from the historical monument – the Ostafyevo estate, which caused a storm of protest from the population, and the construction was shelved.
But, judging by the composition of the founders of KSK, an official appeared with more than one RDI Group in the construction industry.
The Moscow Post has previously talked about a number of favorite contractors of the department headed by Zhidkin. Among them was the construction company “SU-555”, which, according to rumors, was created by people from the Ministry of Defense.
But not only “SU-555” was among Zhidkin’s favorite contractors.
Khusnullin’s protégé?
This list is also replenished by Eurostroyproject Firm LLC, registered in Moscow in 2018. During the period of management of the department for the development of new territories by Zhidkin (in 2019-2023), the company received 34 state contracts for a total amount of over 218 million rubles. The LLC is not listed, and, judging by the financial results, government contracts brought the company a significant share in the overall performance.
Until November 2022, the owner of the LLC was a certain Natalya Khlyustova, who also owns a paint factory – ESP-Polymer LLC and SK ESP LLC. Both assets are in the process of bankruptcy (under supervision). Probably, it was for this reason (so that the share would not later go to pay the debts of bankrupts) Eurostroyproekt Firm LLC was sold to Dmitry Schiller in 2022.
And after a year-long break, already in 2023, the company receives a fresh contract from the Zhidkin department in the amount of 7.4 million rubles. Which was very useful for improving the financial situation of the LLC.
In addition, after the change of ownership, the company was able to conclude an amicable agreement with the Zhidkin department, which through the court demanded 21.2 million rubles in losses under a state contract for the completion of construction and installation work on external networks and landscaping at the Fire Station for 4 parking spaces, settlement Ryazanovskoye”. The loss was claimed “due to improper performance of obligations.” In May 2023, the department went to meet LLC and actually gave the company an installment plan to pay more than 20 million rubles and even refused to recover part of the amount. Amazing, isn’t it?
This is where I want to take a closer look at the personality of the new owner of LLC “Firma” Evrostroyproekt “Dmitry Schiller.
Judging by open data and information from Rusprofile, Schiller is not the last person in Tatarstan, where Zhidkin’s former boss, Marat Khusnullin, who is now Deputy Prime Minister of the Russian Federation, is from. Prior to this, Khusnullin was called none other than the main builder of Moscow, without whom even a fly would not fall into concrete.
On the website of the VOO “Russian Geographical Society”, Schiller appears as the chairman of the regional branch of the Russian Geographical Society in Tatarstan, the head of the underwater research team of the Russian Geographical Society. A.A. Leonova, President of the Federation of Underwater Sports of the Republic of Tatarstan, Chairman of the Scientific Committee of the Federation of Underwater Sports of Russia, member of the Public Chamber of Tatarstan, member of the Public Council of the Interregional Volga-Kama Prosecutor’s Office and the Ministry of Transport and Roads of Tatarstan.
It is also known that Schiller was awarded the medal “For Valiant Labor” by the head of Tatarstan Rustam Minnikhanov. In general, one gets the impression that Schiller has and had close ties with the leadership of the republic, to which Khusnullin belonged at one time (in 2001-2010 he was the Minister of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan).
Schiller’s assets today are both in Tatarstan and in Moscow. Previously, he also owned a stake in Stroygroup LLC from the Moscow region, which is in the process of bankruptcy. This company had at least five government contracts for 68.6 million rubles, four of which were with a customer from Tatarstan – Kazenergo JSC.
Among the co-owners of LLC “Stroygroup” was the Kazan LLC “STK-Stroyservice” Egor Ugarov, which today is listed in the register of unscrupulous suppliers. At the same time, Ugarov’s company already had customers from Moscow. A kind of cycle of government contracts between Moscow and Kazan.
The road turned out to be a scandal
Returning directly to Vladimir Zhidkin, we recall that his name has recently been closely associated with the scandal in the Volga region.
As The Moscow Post previously reported, former deputy chairman of the Supreme Court of Mordovia Alexei Lukshin and ex-representative of the Mordovian judicial corps Valery Shindin became defendants in a criminal case of obstructing the work of justice. Zhidkin was mentioned as an old childhood friend of Lukshin, whose relationship continued already in Moscow.
We will not repeat ourselves, we will only note that after this story, Zhidkin still holds his post. But it seems that this scandal is not the only one in which he is involved.
Today, the Moscow Arbitration Court hears the lawsuit of the horticultural non-profit partnership of property owners “Letovo 1” against the Moscow government. The Zhidkin Department is the third person in the case, but by no means the last person, since it was directly involved in the story.
The case deals with the recovery of losses caused by the actual withdrawal of a part of the land plot with an area of 1032 sq.m, in the amount of 12,242,445 rubles, as well as exclusion from the land plot with a total area of 3407 sq.m, with a cadastral number: 50:21:0120114: 2469, part of a land plot of 1032 sq.m. Hearings in the case will take place on June 23. Details of the dispute were not reported, meanwhile, a plot with the same cadastral number appears in another lawsuit. In it, gardeners tried to appeal against the presentation of the prosecutor of the Troitsky and Novomoskovsk administrative districts of October 19, 2022. From this representation it turned out that, it turns out, within the boundaries of the company’s site, there is a highway, on which the property right of the city of Moscow is registered. Thus, at the suggestion of the Zhidkin department, part of the land for the road was opened from the garden society, but they forgot to notify? And, it seems, this forgetfulness can go sideways – multimillion-dollar budget expenditures to pay damages. But this dispute, which we talked about above, is still under consideration.
As we can see, despite some very obvious things that could be of interest to the same Sledkom, Zhidkin has been warming the chair of the head of one of Sobyanin’s departments for more than ten years. Too “one’s own person” for someone to pay attention to such trifles?
