Author law on the “sovereign internet” Andrey Lipov in 2020 became its main performer, heading Roskomnadzor. Since then, the federal blocked thousands of sites for the slightest infraction. As Nyistka found out, Lipov himself violates the law and does not publish mandatory declarations on property and income – moreover, precisely for the two years that he heads the RKN. We tell you what the head of Roskomnadzor is hiding: his family turned out to have several apartments, as well as a country house with an area of 1 thousand square meters, the cost of which can reach half a billion rubles.
In the text of the notification, the reasons for the blocking are described as mentioning, in particular, informational materials about Russia’s alleged attack on the territory of Ukraine. “At the same time, according to official sources of the Russian Federation, including the Russian Ministry of Defense, this information is not true, creates panic among people, creates the prerequisites for massive violations of public order and public safety,” the letter explains.
What kind of publications could undermine the health of the Russians, the department did not explain, despite numerous requests from the blocked publication. Even after the removal of all materials about the “special military operation”, the block was not lifted.
The remaining publications are regularly submit reports to Roskomnadzor about its activities, including the availability of foreign funding. At the same time, the department itself does not strive for openness.
As follows from the data of Rosreestr, the Lipovs Sr. initially owned the land. But in 2020, the right to them passed to the children of the head of Roskomnadzor – Dmitry and Varvara.
They also own two-story houses, the owners of which became just two months ago.
Land prices in Kamenka now exceed 1 million rubles per hundred square meters. At the moment in the Lipovy cottage village for sale a mansion of a similar area on a plot of 40 acres for 450 million rubles. It is also built of brick, also two-storeyed and with a cellar. By analogy with this example, the possessions of the family of the head of the RKN in New Moscow can cost from 450 to 500 million rubles. And this is far from the only property of the family of Russia’s chief censor.
In 2017, the Lipovs Sr. became the owners of an apartment with an area of almost 160 square meters in the Admiral-3 residential complex on Profsoyuznaya Street in Moscow, next to the metro station of the same name, according to extracts from the closed Rosreestr system. A square meter of housing there on average costs about 500 thousand rubles (according to the site “Cyan”), which means that the Lipovs’ apartment can be estimated at 80 million rubles.
The author of the article ordered extracts for this apartment seven times, but for several months none of them arrived. But it is this living space that is indicated in the documents for the registration of Oksana Lipova’s car. At the same address, the daughter of the head of the RKN ordered products, follows from the Yandex. Food.” Finally, the area of this apartment coincides with the data from Lipov’s old declarations – when his reports were posted by the Presidential Administration. It was owned by the Lipovs in 2017.
In addition, Lipov and his wife have an apartment of 73 square meters on Vavilov Street. Now it can be estimated at 27.5 million rubles, according to the site “Domclick”. The family acquired the living space in the same 2017.
On the same Vavilov street there is an apartment of 52 square meters, at the address of which the father of the head of the RKN, scientist Yuri Lipov, registered his Niva car. Relevant information is in the traffic police database. According to average price per square meter in the area, an apartment can cost about 20 million rubles. However, Rosreestr hides data about this housing: when you try to request an extract for this housing, the system gives the answer: “Data not found.”
The head of the RKN himself, judging by the traffic police database, is not a car owner, unlike his wife and son, who prefer foreign cars. According to the traffic police databases, which Nyurstka looked at, Oksana Lipova owns a 2014 Range Rover SUV, which she bought immediately after its release (then he cost about 3 million rubles), and son Dmitry – Toyota Land Cruiser Prado 2014 (at the time of purchase, the average price was 2.5 million).
Thus, if we sum up all the property of the Lipovs discovered by Layout, we are talking about an amount of more than 600 million rubles.
For the first time information about Lipov’s income was published in 2012. And over the next five years, his joint earnings with his wife amounted to only 58 million rubles, calculated “Layout”. This money would not have been enough for the Lipovs to buy a land plot, build a house there, as well as purchase two apartments on Vavilov and Profsoyuznaya streets and two foreign cars: the family’s official earnings were an order of magnitude less.

The account is closed by privacy settings, however, “Layout” was able to get several photos of the girl. On one of them, she poses in a white shirt and a black skirt with an easily recognizable bag. This is a bag of the famous brand Valentino – on the TSUM website it could be bought for 209 thousand rubles.
Dmitry and Varvara Lipov read the messages sent by Layout to the messenger, but did not respond to them.

Andrey Lipov’s declarations for 2021 and 2020 turned out to be moved from the RKN website, where they were always published, to the portal of the Ministry of Digital Development, Communications and Mass Media of the Russian Federation after he took office as head of the department. They indicate that the head of the RKN owns only two apartments. The land plot with the house, which was described here, is not in the documents, since Lipov transferred this property to the children. The head of Roskomnadzor could indicate the property in Kamenka in the declarations for 2019, but these documents are simply missing. Transparency International specialists told Nestka that until 2019, the declarations were published on the RKN website, but then for some reason they were transferred to another portal. The press service of Roskomnadzor did not answer the questions of “Layout”.
