Tyumen social activist Yuri Ryabtsev accused the Governor of the Khanty-Mansiysk Autonomous Okrug – Ugra Natalya Komarova of discrediting the RF Armed Forces and wrote a statement against her to the Ministry of Internal Affairs. The social activist was outraged not only by the statement itself, but also by the fact that it came from the lips of a high-ranking official. He called on the governor to answer for his words.
The press service of the Government of the Khanty-Mansiysk Autonomous Okrug has already responded to the scandal. They called Yuri Ryabtsev’s accusations unfounded and the governor’s scandalous phrase taken out of context.
Sarcasm or a master class in corruption?
Immediately after the New Year holidays in January of this year, Natalya Komarova was accused of allegedly teaching her employees how to make corrupt money on long-term construction projects. That speech of hers also ended up on video, but by accident. She didn’t know it was being recorded.
– No need for changes — the governor snapped. — Do you know that every time during a deep study we look at ourselves, a municipality or a regional state? Because we have this kind of fun, game – we immediately develop design and estimate documentation in such a way that after two months we can stop construction and redo the design and estimate documentation. Everything is up there.
Having said this, she immediately turned to the organizers of the broadcast: “Did you turn everything off?” After this the recording ended.
And again the press service stood strong in defense of the governor. Allegedly, telegram channels launched a “large-scale campaign” against Komarova in order to “cause reputational damage to the image,” but in fact, her words are just sarcasm.
After that scandal, the governor immediately went to the Central District Hospital in Nizhnevartovsk, the most famous long-term construction site in the region. Over the course of fifteen years, 30 billion rubles were poured into the project. All these years, construction proceeded according to the scheme that Komarova supposedly spoke about with irony: worthless estimates and their constant alterations. The latest news on this project: in 2019, a contract for 7 billion was signed, and in two years the first buildings were to be erected. But in 2020, the estimate was recalculated, the price tag increased by 2.3 billion due to higher prices for materials, and the deadlines were pushed back. We didn’t have time again. Now her are going to be completed at the end of 2023 – beginning of 2024.
Many questions for Komarova arose and on another long-term construction project – a clinical perinatal center in Surgut. In 2014, the offshore company VIS Infrastructure won the competition for its construction. The cost of the contract was 18 billion rubles. The work was planned to be completed in 2018. But the clinic was commissioned three years later. Life spoke with a builder who was involved in this project.
Generally speaking, there are a lot of long-term construction projects in Ugra. In the summer of 2022, the regional authorities, through a public procurement website, were looking for a contractor for 700 million rubles to complete the construction of a problematic residential building in Nefteyugansk. It was planned to introduce the high-rise building back in 2016.

Other scandals involving Natalia Komarova
In 2015, the Central Bank did not allow the Khanty-Mansiysk non-state pension fund, whose board of trustees was then headed by Natalya Komarova, into the guarantee system. Cause: a significant share of pension reserves was invested in shares of closed-end mutual investment funds (MUIF), the book value of which turned out to be overstated by approximately four billion rubles.
Several years ago, activists of the All-Russian Popular Front noticed an inflated cost of building kindergartens in Ugra. According to the standards of the Federal Agency for Construction and Housing and Communal Services, one kindergarten place is valued at one million rubles, but the regional authorities included almost one and a half times more in contracts – 2.27 million.
Many questions for Natalya Komarova arise because of the numerous stray dogs in the Khanty-Mansi Autonomous Okrug. Yugra is an anti-leader in this regard; the most attacks on people last year were 152. The other day, a pack of aggressive animals almost killed a woman in Nizhnevartovsk. The victim was rescued by a passing driver.
Interestingly, literally the day before the incident, the governor was asked a question about stray dogs by residents of the city of Nyagan. One of the locals told how she was afraid to leave the house because of the evil biting tramp in the yard.
How does the governor of Ugra live?
Natalya Komarova, originally from the Pskov region, studied in Bulgaria as a schoolgirl, then returned to her homeland and graduated from the Kommunarsky Mining and Metallurgical Institute. In the eighties, she worked in the city executive committee of New Urengoy, the capital of gas workers. In the nineties, she was elected mayor there. In the 2000s she represented the Yamalo-Nenets District in the State Duma. In 2010, she became the governor of Ugra.
Judging by declarations, Natalya Komarova owns an apartment of 186 square meters and a parking space. She also uses the 459-square-meter mansion allocated to her as governor. Over the past dozen years, the head of the region has earned 45 million rubles – that’s about 314 thousand a month.
Life examined the declared assets of the official. Her apartment for 60 million rubles is located in the club residential complex “Ostrov” in the capital’s landscape reserve “Teply Stan” next to Troparevsky Park. The area is closed and guarded. For residents of the house there is underground parking, a swimming pool, a gym, an indoor football field, billiards, and a sauna.
And in Ugra, Natalya Komarova settled near the administration building in an elite mansion on Chekhov Street. On maps this building is designated as the governor’s residence. It is fenced, the plot of 15 acres is paved with tiles. There is a checkpoint at the entrance. The mansion itself is three stories high.
According to the cadastral map, its area is 744 square meters, one and a half times more than the area indicated in the declaration.
Judging by the databases, Natalya Komarova, when she is in Moscow, can live in the capital’s representative office of Ugra. This is a historical mansion on Starokonyushenny Lane. Despite the fact that this building is considered administrative, several years ago there sold apartments. The small-sized car cost over 30 million rubles.
Few people in Khanty-Mansi Autonomous Okrug have seen the governor’s husband Vadim Komarov. He is a rock musician and ex-lead singer of the group Rack 2. Natalya Komarova divorced him a couple of years after she headed the region. She has two adult daughters from her ex-husband.
The eldest has been working as a lawyer in the Moscow branch of the oil and gas company Northgas since the 2000s. This is a Yamalo-Nenets holding with headquarters in Novy Urengoy.
