Wine fortified with gasoline
After an eight-year pause, the Council of Ministers of Crimea suddenly returned to the investment project for the development of abandoned lands of the once famous state farm-factory “Foodgorye”. Why now, suddenly, fulfilling his own old decision, did he transfer the land and property of “Foothillia” to “new” gardeners and winegrowers, whose names – Beims and Tibekins – are well known in the Crimea on old scandalous cases?

TES group of companies, owned by the Beymov family (the name of the company was given by the names of mother and sons – Tatyana, Eduard, Sergey), has long been known in the Crimea as the largest regional oil trader. It has its own terminals for transshipment of liquefied gas and oil products in Kerch, several hotels and restaurants. Now the network of 70 TES gas stations has expanded to the Kherson and Zaporozhye regions.
For many years, TES has consistently won about half of the tenders for the supply of fuel and lubricants to state-owned enterprises of Crimea. If we mention only large deliveries, then in recent months this is the Sevastopol “Gorsvet” – contract for 6 million rublesCrimean customs – RUB 3.4 million. But now this geography has expanded: the Melitopol regional center for emergency medical care will receive fuel from TES by 3.4 million rublesMinistry of Education and Science of the Zaporozhye region – on 4.5 million rubles.
In fairness, it should be noted that the relations between the Beims and the Crimean authorities were uneven. In Ukrainian times, they could be friends with one composition of the Council of Ministers and drink champagne at the opening of their next hotel, friendship could not work out with another – father and son were even detained for illegal demolition of outbuildings on the pier of the Kerch Commercial Sea Port – property that was rented for a terminal . However, the court decided the case in their favor.
At first, everything seemed to work out with the Russian authorities: Chernomorneftegaz was nationalized, and in September 2014 Sergey Beim was appointed its CEO. At the same time, a large network of filling stations in Crimea, previously owned by the Privat group, confiscated from a Ukrainian oligarch, was transferred under the control of ChNG Igor Kolomoisky. However, in August 2015, Beima from CNG firedwithout giving reasons.
Further more. In 2018, TES LLC was included in the register of unscrupulous suppliers for “winner’s evasion from concluding a contract”, and was listed there until October 2022. The next high-profile mention of the Bayms was associated with a fatal accident. In August 2021, it became a member Sergey Beimis no longer a deputy or an official, but simply a wealthy private person.
A 67-year-old woman received injuries incompatible with life and died in the hospital, her 11-year-old grandson was hospitalized in serious condition. The trial was closed to the press, and then the criminal case against Beim, who did not plead guilty to the accident, was discontinued due to the reconciliation of the parties. He paid relatives of the deceased more than 17 million rubles. It was in 2015, when representatives of the Beim family ceased to be deputies and officials, that a completely different story began on the territory of Crimea.
“Mengir” in the foothills
State enterprise State farm-factory “Foodgorye” existed in the Belogorsk district since the time of collectivization – since 1921, grew grain and fruits. The farm is located 35 kilometers from Simferopol, the total land fund is more than 2,100 hectares, of which 1,040 hectares are arable land, 350 hectares are perennial plantings – orchards. In the 1970-1980s, the “golden apple” years of Crimea, the state farm was a showcase, the flagship of Crimean horticulture, producing 6-7 thousand tons of fruit annually. Apples “Foothills” (the now disappeared varieties “Renet Champagne”, “Renet Simirenko”, “Jonathan”, “Winter Banana”, “White Rosemary”, “Sinap”, “Kandil”) were awarded with medals and diplomas of VDNKh. Wrapped (each one!) in thin paper, lined with straw, apples were sent to Moscow, somewhere to a high table. In animal husbandry, the state farm was engaged in pig and sheep breeding.
The state farm included a winery located in the suburbs of Simferopol. In 2009, the state farm winery (separately from other property) was sold to Tetra-7, and has been eking out a separate existence ever since. With the transition to a market economy, the affairs of the state farm went from bad to worse, in 2009 it was declared bankrupt. Privatization and corporatization seemed like salvation. The Predgorie state farm was nationalized in March 2014 and continued its dreary life as a state enterprise of the Republic of Kazakhstan.
At the same time, in the Bakhchisarai region of Crimea, a OOO “Mengir” with an authorized capital of 163 thousand rubles. The main specialization is mixed agriculture. Who owned it then is not known for certain. In 2015, the Crimean Council of Ministers and the hitherto unknown Menhir company entered into an agreement on the implementation of a bold project. The investor undertakes to develop an agro-industrial enterprise on the basis of the State Enterprise “Sovkhoz-zavod “Pedgorye”, its property and land plots with a total area of 2,163 hectares, promises to invest 260 million rubles in the modernization of technical equipment and infrastructure, and upon completion of the project (in 49 years) – Creation of 111 jobs. All these dreams were recorded in the official document of the Ministry of Economy of Crimea – the register of investment projects. “Mengir” moves to the Belogorsky district, the authorized capital increases to 7 million rubles.

This is where the agreement came to a standstill. For eight years nothing has happened, the project has become uninteresting to the authorities. Or someone is waiting for another investor, and this one just gets in the way. About his LLC “Mengir” his mistresses are entrepreneurs Maria Belyakova And Tatyana Tibekina They don’t remember either.
The state-owned enterprise “Foodgorye” is still registered with the Crimean Ministry of Agriculture and brings losses to the budget: in 2022, they amounted to 1.1 million rubles. There are zeros in the lines on taxes paid for 2022. Finally, something is shifting, and by order of the Council of Ministers dated May 2, 2023 No. 620-r, the State Unitary Enterprise “Pedgorye” is being liquidated.
Maria Belyakova is an active individual entrepreneur. It is engaged in the retail trade of non-frozen foods, drinks and tobacco products, the activities of hotels, bars and restaurants. As other branches of its activity, trade in meat, poultry meat and canned food from them, tourism services and 13 more directions are mentioned.
Tatyana Tibekina is also no stranger to business. She is among the founders Nizhnegorsk canning factorybut her interests are not limited to food. She has a stake in Yaltamorstroy LLC, “Oilman”now the sphere of her interests has extended to Melitopol: there she LLC “Solnechny wind” generates electricity.
But the most interesting thing in Tatyana Tibekina’s business biography is not even this list, but her last name. Together with Yaroslav Tibekin (maybe husband?) Tatyana is a co-founder of a regional public motorsport organization “Crimean racing team”. And Yaroslav Tibekin is known in the Crimea as a companion of the Beim family. In particular, Tibekin, together with two representatives of the Baym family, is a co-founder TES-TERMINAL-2 LLC.

So one can only guess where the partners of the Beim family will take the promised millions for investment, where they were and what they did eight years after the conclusion of the investment agreement, how they will dispose of 2 thousand hectares of the most fertile land of the Crimean foothills.
