Governors change, but the “scheme” works
The officials who appeared in this project even under the previous governor attracted a lot of attention from the security forces. However, the history of spending budget money on fire safety continued under Dmitry Makhonin. Apparently, a relative of one of the current deputies of the Legislative Assembly of the Perm Territory may participate in the “scheme”.
After the failed idea to give the territory of the Molot stadium for development, the governor’s team Dmitry Makhonin may find himself at the center of a scandal again. Perm politician Ilya Lisnyakwho is called one of the main opponents of the head of the region, published new investigation. This time we are talking about dubious schemes in the Perm Ministry of Territorial Security.
Money for “security”
In 2017, during the transition from the Ministry of Emergency Situations to the regional Ministry of Interbez, now convicted minister for fraud Andrey Kovtun, apparently, decided to “take” with him the powers for fire safety of social facilities. And although, as Ilya Lisnyak writes, the legislation strictly classified these powers as federal, Kovtun created a service for receiving fire signals from schools, kindergartens and hospitals on the basis of the State Fire Service Administration of the Perm Territory. There were about 4,000 such facilities in the Perm region, the system required equipping each of them – in other words, the bureaucratic appetites had room to roam.
Kovtun did not have time to fully implement his plans: in January 2019, he was apparently expelled from the ministry, and a short time later detained security forces. But the process had already been launched, and Kovtun’s successor took the “topic” under his wing Igor Goncharov, who headed the Ministry of Security in the status of “acting.” The first government contracts were awarded in a short time: they were magically won by the unknown Fire Safety Center LLC, created in October 2019 two weeks before the start of the competitive procedures. Already in November they got from the Ministry of Intersecurity a state order for 25 million rubles, and almost immediately turned out to be winners of the next purchase for 58 million.
Goncharov did not stay in his position for long: with the arrival of Dmitry Makhonin as head of the region, Goncharov “left” his post, having spent scandals and searches.
Inheritance and heirs
The newly created contractor was apparently immediately taken under the wing of members of the newly elected governor's team. From this moment on, the “right” contractor persistently wins everything possible: the supply and installation of radio relay equipment, monitoring and maintenance of the Strelets-Monitoring system – in general, budget funds pour in like rain. The company is renamed “Digital Security Systems,” and at the same time, Engineering Security Technologies LLC begins to win large sums in Ministry of Security procurements. These organizations, like Codes LLC, are registered at the same address (54 Stakhanovskaya St.). According to Ilya Lisnyak, they even submit reports to the tax office from the same IP address.
In the incredible luck of this triad of legal entities, the author of the investigation sees a close connection with two deputy ministers of terrorist security: the notorious Albert Mardanova, illuminated in stories of luxury real estate across the country, and his associate Andrey Prikhodkowhose telegram channels suspected in covering up the shady schemes of the governor’s team. Judge for yourself: just the other day, TsSB LLC received from the Ministry of Interbez another 82 million, and signed by the regional minister to the authorities and local self-government are sent out letters about the advantages of concluding contracts with ITB LLC. One can only guess about the reasons for carrying out such an advertising campaign using official powers.
Fires continue
Judging by ideas prosecutor's office and fines from the Federal Antimonopoly Service, Makhoninsky officials can sign acts of acceptance of work almost “blindly”, without even carrying out the examination required by law. Violations of the law during the creation and operation of this system generally became a habit: first, to transmit signals about fires, the performers arbitrarily seized the 444 MHz frequency, and although the Ministry of Defense vied with Roskomnadzor to send letters about the inadmissibility of its use, this continued for many years. Last month the trial admitted these actions are illegal, signals will be transfer to another frequency (this is it worked out taxpayers an additional 10 million), but even there the legality of the widespread use of this wave raises serious doubts.
Ilya Lisnyak assertsthat a half-billion-dollar warning system operating at the wrong frequency could pose a threat to the life and health of children and hospital patients. As an example, he cites a fire in the village of Maraty: the signal simply did not reach the fire department, and the canteen burned to the ground.
Announcing further series of investigations, the ex-deputy of the Legislative Assembly mentions that the above-mentioned companies are allegedly controlled by a relative of one of his former colleagues. Therefore, there will probably be a continuation.
