How deputy Moiseev feeds himself, his family and friends at the expense of the Arkhangelsk region

Entrepreneurs, connected by friendship and family ties, have been earning for years on the property of former state-owned enterprises in the Arkhangelsk region, buying and selling land and retail space, using both Russian and offshore companies. For cover and lobbying, these people climbed political heights for years, controlling the parliaments of Arkhangelsk and the Arkhangelsk region, tried to subdue the mayor’s office of the city, controlled the local “party of power” and even got a representative in the State Duma. “Chronicles” tells about all these schemes and one of their brightest representatives.

Politics as business

Meet: Sergey Moiseev50 years old, sits in the Arkhangelsk Regional Assembly of Deputies, former head of the United Russia faction.

According to the official biographies, a parliamentarian was born in the village of Plesetsk, Arkhangelsk Region. From 1995 to 2006, he was in charge of Konus Firm LLC. We are talking about the once largest trading network of Arkhangelsk “Romashka”, which later swallowed up “Magnet”. But the structures of Moiseev, according to the Unified State Register of Real Estate, are still renting premises to this network in Arkhangelsk.

In 2005 Moiseev becomes deputy of Arkhangelsk as an independent candidate and after six months of work enters “United Russia”.

In 2007, the parliamentarian creates and heads a certain social fund “People’s Control”. As the place of work of Moiseev indicates this fund in 2008 in the early elections of the mayor of Arkhangelsk – then Moiseev worked as the chairman of the fund. Let’s remember one more name – Vladimir Bokhan. He was a deputy of Arkhangelsk from “Fair Russia” in 2009-2014 and, during the election campaign pointed out the same “People’s Control” as a place of work. Bohan served there as chairman of the board.

In the early 2010s, Moiseev listed General Director of OAO Severyanka. This is a former shoe factory in Arkhangelsk. Production closed back in 2004. Since then, the company has been selling and leasing its land and premises throughout the city. The same Bokhan, Moiseev and his wife Lada Klimova (read about it below) until now are included to the board of directors of Severyanka. In the last public list affiliated persons at the end of 2015, the mother of the then Arkhangelsk deputy, and later the State Duma deputy, also appeared there Dmitry YurkovGalina Nikolaevna Yurkova. At the same time, Bokhan, Klimova and Yurkova are noted as co-owners of more than 60% of the company.

While Moiseev worked at Severyanka, in 2008, as an independent candidate, he participated in the early elections of the mayor of Arkhangelsk. These elections have passed enough scandalously. For example, on them declared five Sergeyev Moiseevs at once, but none of them reached the voting day. The real Moiseev withdrew from the election after meeting with the governor of the region, Ilya Mikhalchuk, agreeing become deputy mayor. In this position, he will work, however, for about a year and a half and will retire.

Second time Moiseev elected Deputy of Arkhangelsk in 2011 in the by-elections. This time he is no longer shy and is nominated by United Russia. In 2012, Moiseev became the chairman of the Arkhangelsk parliament, and later policy elected secretary of the regional branch of United Russia.

In 2013, Moiseev got into the deputies of the entire Arkhangelsk region. And immediately United Russia is elected deputy chairman of the regional parliament. In 2017, Moiseev headed the United Russia faction. And there is something comical in the fact that a prudent businessman is now sitting in a meeting of deputies, in front of the building of which the statue of Vladimir Lenin, the enemy of all capitalists, frowns menacingly.

In 2018 Moiseev loses intra-party primaries, as journalists write, “to a little-known businessman Nikolai Turandin, who was supported by the State Duma deputy from the “United Russia” Dmitry Yurkov. The same Yurkov, with whose mother Moiseev owns the former Severyanka shoe factory. Moseev is not upset by the defeat. According to old memory, he goes to the polls as an independent candidate. United Russia does not nominate a candidate against him, and the politician receives the desired mandate. And he immediately joins the faction of his favorite party and leads it.

After the start of the NWO in Ukraine in February 2022, Moiseev unexpectedly composes from himself the powers of the head of the faction due to “changed life circumstances.”

Sergei Moiseev is married, and successfully. His wife Lada Klimova has an older brother – coincidentally, also a deputy of the regional parliament, a big businessman Boris Klimov. In addition, she repeatedly got among the richest wives of Arkhangelsk deputies, often declaring incomes much higher than that of a spouse. Long-term observations of the life of Russian parliamentarians show that this is a classic scheme for deputies and officials to hide their inexplicably large incomes.

Daughter of Moiseev Alina was born in 1996. Her patriotic parents tried not to spend much time in Arkhangelsk. So, according to her page in the now banned Linkedin network in Russia, Alina first studied at the prestigious Second Gymnasium in St. Petersburg, founded by decree of Emperor Alexander I. Among the graduates of the gymnasium are the outstanding lawyer Anatoly Koni and the family doctor of Nicholas II, who was shot with her, Evgeny Botkin.

Today, propagandists repeat moldy clichés in different ways: “Anglo-Saxons”, “Englishwoman crap”. But, I think, the Moiseev family never reasoned in such terms: after all, they sent their daughter to study at a private British school for girls Badminton School. This school was founded in 1858. Among its graduates, for example, the first woman Prime Minister of India, Indira Gandhi.

After that, the daughter of a prominent Arkhangelsk member of United Russia went to the British state University of Exeter, leading its history from 1838. University alumni include writer JK Rowling and musician Thom Yorke. Alina graduated from this university in 2018. Now, according to Linkedin, she works for the international parcel delivery company DPDgroup.

Son of Moses Yaroslav was born in 1999. Like his sister, he studied in the UK, including graduating from the Ashford private school, founded in 1898, and the same University of Exeter.

If someone, after reading this, was indignant, then in vain. See for yourself, if in 2005 there were more than 13 thousand teachers of primary, basic and secondary education in the Arkhangelsk region, then by 2020 there will be just over 8 thousand of them. If in 2005 there were 580 graduate students, then in 2020 there are already 409 of them. With doctoral students it is even worse: from 14 their number has dropped to one. In a word, it is necessary to grab children in an armful and urgently take them to study in the UK.

Billions of Northern United Russia

In almost all regions of the Northwestern Federal District, the median per capita annual income of ordinary people is just over 300 thousand rubles. In the Arkhangelsk region, it is about 350 thousand rubles. And if back in 2015 people spent 9 percent on paying utility bills, then in 2020 — all 40.

But deputies are not simple people. All the time that Moiseev was deputy here and there, his family was repeatedly among the richest among fellow parliamentarians. Their assets are not worth millions, but probably billions of rubles.

Our servant of the people combines deputyship with business. It is very comfortable. So, Moiseev is the chairman of the board of directors of Oktyabr JSC. The company operates a shopping center of the same name in Severodvinsk. Until May 2016, the politician worked there as the general director, then in this post he replaced longtime and already mentioned above business partner Vladimir Bohan.

After the start of the SVO in Ukraine, deputies and officials at all levels stopped publishing income and property reports. The latest information about Moiseev is only for 2021, when he declared income of 35.9 million rubles. His wife then earned 42.4 million rubles. Judging by the declaration, Moiseev’s property was:

  • three plots on the banks of the Northern Dvina in the Primorsky district of the Arkhangelsk region, not far from the village of Trepuzovo. The deputy bought this land from Panorama Production Group LLC. It belongs longtime business partners of the family: the mother of the former State Duma deputy from the Arkhangelsk region Dmitry Yurkov – Galina Nikolaevna (she is also on the board of directors of the former Severyanka shoe factory), as well as brother-in-law Moiseev, deputy of the regional assembly Boris Klimov. Moreover, Moiseev, apparently, owns the last two plots together with his brother-in-law Klimov: in his declaration specified share of plots of the same size;
  • a share in a 43.9-meter apartment on Magistralnaya Street in Arkhangelsk, which he owns with his children;
  • share in non-residential premises with an area of ​​4,047 sq. m on one of the main streets Arkhangelskaya – Voskresenskaya. This space is for rent;
  • a dacha and a bathhouse in the Primorsky district of the Arkhangelsk region and two garages in Severodvinsk;
  • a whole fleet of vehicles: Land Rover Range Rover Sport and Toyota Land Cruer 200, Harley-Davidson Flstf Fat Boy and Harley-Davidson Tri Glide Ultra motorcycles, Yamaha FX Cruer SVHO jet ski.

In the last public declaration for 2021, Moiseev also indicated the 87.9-meter apartment for the first time.

In addition, according to the Chronicles, in 2020-2022 Moiseev owned a share of an undeclared plot of 3,648 sq. m in Arkhangelsk at the address Galushina street, 20. This is a fenced yard. Moiseev formalized the ownership of it in 2020, having bought from Phaeton LLC, which is half owned by his wife. The site is intended for the construction of public and business facilities. In 2022, the site was sold to Omega Stroy LLC, which is part of the Akvilon group of companies. This is one of the largest developers in Russia. Among the co-owners of the company is listed regional deputy Alexander Frolov (most rich among colleagues). Now in this area are going build a multi-storey apartment building.

In addition to this wasteland, Moiseev forgot to indicate in the declaration the object of construction in progresslocated there. The parliamentarian also bought it from his wife’s company and sold it to Akvilon’s structures.

Both the site and the construction in progress were missing from Moiseev’s declarations for 2020 and 2021. By Russian laws Moiseev could have been safely deprived of his mandate “due to the loss of confidence.” But who would have done this with the leader of the United Russia faction, whom Moiseev was at that time?

Moiseev’s wife Lada Klimova has even more property. So, 21.5 hectares of agricultural land on the banks of the Tsiglominka River near Arkhangelsk are recorded on it. Klimova also owns part of a land plot of 880 sq. m. in the center of Arkhangelsk on Chumbarova-Luchinsky street, 28 bldg. 1. There is a house on it with only a few apartments. One of these apartments with an area of ​​243 sq. m just belongs to Klimova. Now for sale exhibited an apartment of similar footage in the same building for almost 20 million rubles.

Klimova also owns land and a 349-meter house in Pavlovsk near St. Petersburg, the average price per sq. m of a dacha in Pavlovsk is plus or minus 100 thousand rubles, respectively, Klimova’s villa can cost at least 35 million rubles.

In general, the Moiseevs are very fond of St. Petersburg, as if more than Arkhangelsk. Here, a 159-meter apartment is recorded for Moiseev’s wife in the very center of the city in the LCD “House on Kazanskaya”, next to the Second Gymnasium, where her daughter studied. Six months ago, an apartment of the same footage in this house sold for 55 million rubles:

And of course, in addition to vast real estate in Russia, the wife of the “patriot” Moiseev owns real estate in countries that the Kremlin considers unfriendly – a house in France and apartment In Bulgaria. The spouse of United Russia can be understood: after all, according to the data for 2020, only 16% of the inhabitants of the Arkhangelsk region used floor electric stoves, and only half of the population of the 29th region had gas. Slightly less than 40% of the inhabitants of Pomorie exist without plumbing, sewage, heating, hot water, showers and baths. Brrr, I immediately wanted to buy an apartment in warm countries.

Together with the brother-in-law and mother of the former State Duma deputy Yurkov, Sergey Moiseev owns dozens of companies, which in Arkhangelsk, among other things, own the Polyus, Boom, Yarmarka shopping centers, the Mega chain, in Syktyvkar – Yunist-Stroy, in Severodvinsk – family park “Leograd” and much more. United Russia family companies also own dozens of commercial premises that are leased, including federal chain stores (for example, Magnit stores on Admiral Kuznetsov, Ilyich and Partizanskaya streets in Arkhangelsk).

Moiseev’s companies also own land, which they are selling to developers. For example, a number of sites were sold to the structures of the Akvilon group, co-owned by United Russia from the Arkhangelsk Regional Parliament Alexander Frolov. In particular, this happened with the site under the demolished Iskra cinema in the center of Arkhangelsk on Troitsky Prospekt (at first the site was registered with the former Severyanka shoe factory, then it passed to people from Akvilon) or with the site of Severyanka itself on Gagarin, 44. There now are building LCD comfort class Akvilontime.

Interestingly, one of Moiseev’s companies, Anfen, got into the criminal chronicle a couple of years ago. The firm owns premises in an office building at 24 Severnaya Dvina Embankment in Arkhangelsk. The company has been renting them out over the years. Including the local Pension Fund. In 2021, it suddenly turned out that the deputy head of the fund, Yuri Zadorin, received bribes from a representative of a certain commercial organization for the institution to rent these not the best premises. In the spring of 2023, a former official received real time for corruption. They also convicted his acquaintance, whom the investigation called an intermediary. Investigators apparently could not find out who ultimately paid the bribe, although it would seem obvious that Moiseev’s company benefited from such a lease. But United Russia came out unscathed. There were no complaints against him from the side of the investigation. And Moiseevsky “Anfen” continued to lease premises to the successor of the Pension Fund – the Social Fund of Russia.

The business of Moiseev’s wife is more diverse. There are cafes (for example, “Pancake House”, “Olivier”, “Blinville”), and companies engaged in catering and cleaning.

And where without offshore

Foreign real estate in unfriendly countries is not the most important thing in a parliamentary family. Thanks to the leak of the Panama Papers (a gigantic array of offshore documents published by the German newspaper Süddeutsche Zeitung in 2016), Chronicles. Media found a whole network of offshore companies, which involved several Arkhangelsk deputies, their entourage, and even a former State Duma deputy. Some of the media have already written about. About some, no.

Two offshores – Ardia Limited And Bemania Limited – were registered in 2010 in the Seychelles. Both were created by residents of the Arkhangelsk region, who later became deputies of various levels:

  • Sergey Moiseev. In 2010, he already left the post of Deputy Mayor of Arkhangelsk for finance and budget, and in 2011 he was elected for a second term as a deputy of Arkhangelsk. About this apartment, which is in the deputy declaration of Moiseev and in which he lives with his family, we have already told above.

Shurin Moiseeva Boris Klimov. In 2010, he was a deputy of Arkhangelsk from United Russia. Today Klimov is already a member of the regional parliament. In the Panama Papers database find address Voskresenskaya str.; Bld. 106; Corp. 1; Apt. 44; Arkhangelsk; Russia. This is an apartment area 44.7 sq. m. Housing of just such an area reflected in Klimov’s declaration for 2021 as being in use.

  • Business partner of the Moiseev family Vladimir Bokhan. In 2010, he was a deputy of Arkhangelsk from A Just Russia. Today he positions himself as an investor and billionaire, “the founder of a group of companies with a turnover of over 1 billion rubles.”
  • Dmitry Yurkov, with whose mother the Moiseevs do business. In 2010, he was a deputy of Arkhangelsk. He was elected as an independent candidate. From 2016 to 2021, he worked as a State Duma deputy from United Russia. Now he is the representative of the Governor of the Arkhangelsk region for the development of the Arctic. In 2013, among the co-founders Ardia Limited Yurkova’s mother, Galina Nikolaevna, also appeared. In 2013, she turned 60 years old. But age is not a hindrance. Galina Nikolaevna is a business partner of Moiseev and his brother-in-law Klimov in many Arkhangelsk companies.

Another offshore Marilla LTD – registered in 2012 again in the Seychelles. Here, judging by the Panama Papers leaks, initially there was only one founder – Moiseev’s wife Lada Klimova. In 2013, a certain Svetlana Yurievna Romanova became the founder instead. In the Panama Papers database specified her address: Leningradskiy pr.; Bld. 277; Corp. 2; office/flat 6; Archangelsk City. Judging by the leaks from the database of Arkhangelsk residents, a woman with that name, born in 1965, is indeed registered at this address – an entrepreneur and social activist associated with the Moiseev family.

For a while Svetlana Romanova was listed among the owners of Verona LLC. In 2020, Romanov was replaced by a legal entity – the former Severyanka shoe factory, associated with Moiseev, his brother-in-law Klimov and business partner Bokhan. Romanova was also among the founders of Virs LLC. In 2021 the company passed other owners, including Moiseev.

In 2021 in the newspaper “Pravda Severa” came out an article titled “Arkhangelsk City became a laureate of the Patriot 2021 award.” From it, the reader learns that Romanova is the deputy chairman of the Arkhangelsk public organization of labor veterans, the Armed Forces and law enforcement agencies. This “hard worker” received the award for the project “Education of a Citizen” in the nomination “By Own Example”. And not a word about the “patriotic” Seychelles offshore.

And here more one quote from 2023 from this ardent social activist:

“Svetlana Romanova, an activist of the women’s council of the Varavino-Faktoriya district, shared her opinion:
– Again, I listened to the President’s message with particular interest. And the soul is overwhelmed with a sense of true patriotism, pride in our country.
Personally, I never doubted the correctness of my decision when I voted for Vladimir Vladimirovich at the polling station. I believed him from the beginning and now I believe more than ever! I subscribe to every word he says.
What did I hear in the message of the President of the Russian Federation? The most important and significant for all of us: development in all areas. Namely, the emphasis and priorities are placed on economyindependence, housing certificates for scientists, school renovations, housing and road construction, family and child support, care for veterans, and special attention to combat veterans.
I believe that all this is possible to bring to life, the main thing is that we do not interfere. And if there are still enemies, then Russia will always be able to stand up for itself and repulse any enemy.”

Svetlana Romanova did not answer the calls of our publication, and Sergei Moiseev refused to communicate with the correspondent of “Chronicles. Media” and did not respond to WhatsApp messages. The politician must be very busy.

The fact is that in the fall of 2023, elections of deputies of the Arkhangelsk region will be held. Candidates have not yet begun to be nominated, but it is already known that Moiseev did not show up for the United Russia primaries. Last time he was elected as an independent candidate and he can repeat this trick again. But his brother-in-law Boris Klimov came to the primaries, although he did not become a leader there, but he will certainly be on the ballot: someone must cover business interests.
