The alleged corrupt officials are charged with illegally agreeing on the construction of warehouses in the village of Gorki Leninskiye, where the Vladimir Lenin State Historical Museum of the same name is located. At the same time, the investigation is checking the information that illegal rewards to them could come from more than 40 development companies and about 20 business developers. The officials and their accomplices have been arrested by the court.

According to Kommersant sources close to the investigation, a criminal case on receiving, giving especially large bribes and mediation in corruption (Articles 290, 291 and 291.1 of the Criminal Code of the Russian Federation) was opened by the 2nd Directorate of the Main Investigative Directorate of the ICR for the Moscow Region last Monday, and this On the same day, from early morning, large-scale and urgent, as stated in the decision, investigative actions were carried out, which do not require court permission. FSB operatives, led by GSU investigators, searched four apartments of the defendants in the case in Moscow and the Moscow Region, confiscating all communication devices, paper and electronic media.

Among those being searched were four officials of the government of the Moscow Region: Vagif Agaev, head of the department for coordinating the activities of the Ministry of Housing Policy, Vyacheslav Malyshev, head of the Department of State and Municipal Services of the Governor's Administration, and Vyacheslav Malyshev, Chief Analyst of the Department for Issuing Construction Permits and Commissioning of Non-Residential Objects of the Department for Ensuring Construction of the Ministry of Housing Policy Damir Terekhova and the former head of the same department, Maxim Petrunin.

As a result, three current officials were detained and sent to temporary detention centers. Only retired Petrunin remained free.

As Kommersant was told in the Tverskoy District Court of Moscow, at the request of the investigation, preventive measures were chosen for the detainees: Malyshev and Terekhova were placed under house arrest for two months, and Mr. Agaev was sent to a pre-trial detention center for the same period. According to the investigation, it was the head of the department, Agaev, who “not later than September last year” formed a criminal group out of officials. He developed its structure, determined the quantitative composition, distributed the roles, and also established the order of interaction and communication between the participants. The rest, according to the Main Investigative Committee of the ICR, gave the alleged leader “their voluntary consent to the systematic taking of bribes as part of the group.”

According to the Investigative Committee, the group of the head of Agaev took bribes on a large scale and systematically. The case file lists about 40 commercial structures that could pay for corrupt services in coordinating the construction and commissioning of residential and non-residential facilities in the Moscow Region. Among the likely bribe givers, the investigation also names about two dozen businessmen, one way or another employed in this area. not yet identified “officials” from among the officials of the Moscow region.

Both crimes, according to investigators, were connected with the illegal construction of six large warehouse complexes in the village of Gorki Leninskiye in the Leninsky urban district of the Moscow region, where the house-museum of Vladimir Lenin is located. According to the TFR, for the construction of the first warehouse in Gorki this spring, the group members received 3.5 million rubles. and for this money they agreed on the project with the main department of cultural heritage and the committee for architecture and urban planning of the Moscow Region. By the fall of 2022, five more similar structures appeared next to the first warehouse in Gorki, and this time the customer, according to the investigation, paid for the services of Vagif Agayev and his accomplices in bulk at a price of 4.5 million rubles. for the entire warehouse complex.

As follows from the materials of the case, in both cases the money was transferred through one intermediary: he received cash in administrative trailers at construction sites and took it to the administration building of the Moscow Region in Krasnogorsk, where the group members received him in their offices.

According to investigators, the head of the department Agayev divided the money between his accomplices and “unidentified persons”, with whom the chief analyst Terekhova somehow coordinated the issuance of permits for the construction of warehouses.

A lawyer for the alleged participant in corruption schemes Vyacheslav Malyshev Yevgeny Krylov told Kommersant that his principal “has nothing to do with the alleged acts, since the issuance of permits for the construction of facilities was not part of his official duties.” Another lawyer for Mr. Malyshev, Timur Sabitov, added that the defense did not see evidence incriminating Mr. Malyshev in the materials of the criminal case provided to her. .
