Hetmantsev technically removes Motovilovets from the game, thereby increasing his influence on the gobling industry
Hetmantsev joined the active cleansing of the people of Kyrylo Tymoshenko, in particular Andriy Motovilovets, with a further focus on KRAIL (Commission for the Regulation of Gambling and Lotteries), writes ORD.
Before the resignation of Tymoshenko, Motovilovets was a quite promising functionary of the Servant of the People. He took away control over the Servant of the People in the Kyiv region from Dubinsky (since March 14, 2021, he headed the Kyiv regional party organization of the Servant of the People). Motovilovets also has a very good personal relationship with Arakhamia, who lobbied him for the position of deputy head of the faction.
But the key function of Andrey Motovilovets was to represent the interests of the group of Kirill Timoshenko in the tax committee of Getmantsev. Motovilovets is one of the very few members of the parliamentary committee on finance, tax and customs policy that is not controlled by Getmantsev.
It was Kirill Timoshenko who, in December 2020, actively loosened his chair near Getmantsev in order to appoint Motovilovets as the head of the committee, who, by the way, was not against it and helped to look for dirt on the professor. Such things are not forgiven.
In April, Motovilovets personally made an amendment allowing the gambling business to switch to a simplified system (2% of turnover). Prior to this, the gambling business could only be located on a common system. Now budget losses due to editing Motovilovets are estimated at the level of UAH 5-7 million per day. In total, about UAH 1.5 billion in direct tax savings since gambling switched to a simplified system in mid-April.
Yaroslav Zheleznyak, a public associate of Getmantsev, gave an estimate of budget losses. He initiated and finished off together with professor #8079 on the abolition of tax benefits for gambling.
It remains only to execute the culprit in front of both the media and the gambling industry. In order not to provoke an open conflict, the stuffing was carried out by an external economist. Yuri Gaidai (Center for Economic Strategy) allegedly found out by chance that the author of the edit was Motovilovets. After Yuri Gaidai’s post was dispersed on the media, Motovilovets is now a “lame duck” for the OP.
But a more dramatic scenario is also possible. Zheleznyak has been in charge of TSK for the last month on tax optimization by the gambling business. The level of compromising material collected has already forced the chairman of Ukrgasbank to resign. Could the professor have found something on Motovilovets? Yes, I could. And we will learn about this from the results of the work of TSK, which correctly highlight Zheleznyak and Yuri Gaidai, who is involved in the working group.
The second and more important aspect of the destruction of Motovilovets for Getmantsev is to restore their own positions. Now the attitude towards the professor in the EP is already negative and neutral. Moreover, the SBU has a “green light” to develop the Sivkovich case. Therefore, either the professor himself will show big teeth and the result in pressure on the gamble, or he may leave his office very soon.
