Kommersant writes that, according to the investigation, from 2013 to 2019, the defendants illegally tripled the area of Vasilyevka, built up with elite cottages, taking away the land of the military department, and embezzled money from the sale of new plots. Materials about fraud with this land were isolated from the case of the former head of the Vsevolozhsk district of the Leningrad region Alexandra Sabalenko, who was detained in December 2021 on suspicion of illegal withdrawal and sale of a municipal land plot with an area of almost 20 hectares. In 2011, the horticultural consumer cooperative (SPK) was headed by Elena Blistanova, and then, with the help of the heads of administrations of the Vsevolozhsk district and Sertolovo, she achieved an expansion of the cooperative’s land area up to 37.5 hectares. Having sold part of the land, she promised to supply gas to the village, but this never happened. Moreover, in 2020, when the woman was fired, the cooperative’s cash register was empty. As it turned out, before this she re-registered the cooperative cooperative in TSN, to which all the property of the cooperative was transferred.

Residents of Vasilyevka sought an investigation into the fraud for several years until they got an appointment with the chairman of the Investigative Committee Alexander Bastrykin, whose subordinates already understood the schemes of the former head of the Vsevolozhsk region. Then it turned out that the lands on which Vasilievka was expanding belonged to the Ministry of Defense. It is reported that Khodko was not happy about this, stating that the military department was not actually using its lands and they were falling into disrepair. The head of the city noted that this state of affairs seriously hampers the socio-economic development of the territory.

In 2019, gardeners sent a statement to the police about “possible facts of fraud.” According to representatives of the initiative group, no investigation was conducted, “the case was lost.” The plot shifted only after the scandal in 2021, when the head of the Russian Investigative Committee, Alexander Bastrykin, sharply negatively assessed the work of Vsevolozhsk law enforcement officers and ordered a careful study of the “rejected” cases.
Employees of the RF IC met with gardeners from SNT “Osinka”, “Northern Pearl” and “Vasilievka”. According to the participants, investigators were interested in: the withdrawal of forest areas from the lands of the Ministry of Defense for subsequent development, illegal logging, the creation of “additions” for gardening, the distribution of plots to relatives and friends of officials, the conclusion of contracts for improvement and work on utility networks in SNT with a narrow circle of loved ones to the administration of the companies.
Activists say that at first there was one investigative group, now there are three of them: on Osinka (also an illegal annexation of plots), on Northern Zhemchuzhina and on Vasilyevka – separately. Although the plots, of course, intersect. For example, members of Yuri Khodko’s family, according to gardeners, have plots in Osinka. And there is exactly the same story with the annexation of additional territories (but in 2013), deforestation and so on.

It is worth noting that on September 27, searches took place in the Serlotovo administration, after which Khodko and Rud stopped appearing in public. The press service of the department explained the absence of the head from the workplace by hospitalization due to a hypertensive crisis.

Journalists from 47.ru confirmed this information. On the same day, the official was taken for investigative actions. The Investigative Committee opened a criminal case against Khodko on September 13. The defendants do not admit involvement in the embezzlement.

Mr. Khodko, having learned about the investigative actions, went to the hospital with a hypertensive crisis. He was taken into custody on Friday. According to the investigation and the court, if they retained their freedom, all three could hide from the participants in the investigation and put pressure on witnesses, including using their connections in government agencies. Taking into account, among other things, the health status of the defendants, their defenders proposed limiting themselves to alternative measures to arrest. In connection with refusals, including the election of bans on certain actions and house arrests, court decisions will be appealed.

The security forces were interested in government contracts worth more than 307 million rubles for cleaning and wardrobe maintenance of schools, which were received by a certain company “Service Plus”. The plot is that the man-hours for cleaning were significantly overestimated, and there were no cloakroom attendants at all in the wardrobes. So, a good half of the cost of the contracts was simply stolen.

It is interesting that, according to the Cheka-OGPU, the company “Service Plus” was imposed on the district education committee personally by Andrei Nizovsky, and the owner of the company, Alexander Gaurov, was his confidant. Thus, the Investigative Committee attacked Nizovsky’s group in two key areas of shadow activity at once: the illegal withdrawal of lands from the Ministry of Defense and theft in the implementation of government contracts. We can assume that the now former district head will not be in a hurry to return to Russia from his voyage abroad.

While trials are ongoing against members of the Sertolovskaya organized crime group: Sabalenko, Ferents, Sturov and Smirnov, the cutting is being led by their accomplices in the form of the chairman of SNT “Osinka” Nadezhda Polishchuk and the administration of the Sertolovo municipality, headed by Yuri Khodko. It is known that back in 2007, residents of a settlement on the territory of Sertolovo, the elite village of Zapadnaya Litsa, blocked the only official road on civilian land without any approval. The Vsevolozhsk City Court, which has always supported members of the Sertolovskaya organized crime group, rejected the complaint about the illegal blocking of an official road in 2022, ignoring the request of the Prosecutor’s Office issued back in 2017. He rejected it, despite the fact that the case file contains all the documents confirming the existence of this official now closed road since the 1960s, shown on all maps. Dissatisfied people are planning a civil gathering to record a video message to all control and supervisory federal bodies, because, despite numerous appeals, corrupt local authorities and security forces are completely inactive.
