The Department of Construction, Urban Planning and Housing and Communal Services of the Poltava Regional State Administration is headed by Golban Timofey Timofeevich, or as he is called in narrow circles – “TT”.
This is a very progressive young man who actively promotes himself on Facebook and has a deep understanding of cryptocurrencies. He has already spent too much time as a superintendent and is actively aiming for the seat of a regional council deputy, and you can rest assured that he will soon find himself there. In 2015, Golban ran for deputy of the regional council, but his senior comrades apparently decided to hold off on the outstanding personnel in the construction streams.
Timofey Golban’s career path has been exemplary – from controller-auditor to head of the department of the State Financial Inspectorate in the Poltava region. And there, with jet speed, through the deputy head of the Inspectorate for the Protection of Consumer Rights in the Poltava region to the current position of head of the Construction Department in just a year.

Timofey Golban’s wife, Elena Anatolievna Riznichenko, works in the position previously occupied by Golban – head of the Consumer Protection Department of the State Consumer Service in the Poltava region. My sister, Ekaterina Golban, also works there as head of the legal support department.
Apparently, she did not have an individual career as a lawyer; moreover, she got into a fraud scandal when, according to media reports, she took 5.5 thousand dollars for services and did not return them, although she never provided any services. One might say, she did not perform the services properly and now, ironically, she works in the field of protecting citizens from the same “service providers.”
Timofey Golban’s mother-in-law is Svetlana Borisovna Reznichenko, she is the direct owner of Inforos Group LLC and is indirectly associated with Inkommash LLC, as well as the public organization Center for Combating Corruption and Organized Crime of the Poltava Region.

The declarations of Timofey Golban are of particular interest. At the age of 34 (as of 2015), in addition to his salary, he already had a monthly disability pension. The property owns a land plot of 20,000 sq.m. In 2016, the mother-in-law gave the family an apartment of 86 sq.m.
The family has two cars – Mitsubishi ASX, 2013. – personal property, BMW X1 2016 – registered to the wife.
Well, and most importantly – cryptocurrencies. Usually, from the point of view of the average person, officials, although thieving, are extremely primitive and conservative people. But when anti-corruption legislation begins to tighten, miracles of ingenuity are immediately observed. Timofey Golban keeps up with the times and in his investment portfolio is not only Bitcoin, but also extremely exotic cryptocurrencies:

Journalists from the online publication “Poltavashchyna” were not lazy and calculated the value of these assets at the February 2018 exchange rate. The result was about 8.6 million UAH.
By the way, Golban’s colleague, a former employee of the SBU, and now the head of a new municipal enterprise for road maintenance in the Poltava region, Alexey Igorevich Basan, is also a lover of cryptocurrencies. He has bitcoins at a nominal value of 141,130 UAH, ethereum for 55,400 UAH, zcash -45,400 UAH, neo-260,000 UAH. Not the Poltava State Administration, but just a cryptocurrency exchange!
But not everything goes smoothly in Timofey Golban’s declarations. At one time, his “forgetfulness” was corrected by specialists from the All-Ukrainian movement against political corruption “Under Control”. They indicated that Timofey Golban did not submit a notice of significant changes in financial situation to the NAZK, without indicating the purchase of a 2013 Mitsubishi ASX car, the cost of which exceeds UAH 200,000. The story was not continued.
The great schemer
Well, now about the financial and economic affairs of the head of the Construction Department of the Poltava Regional State Administration. Several sketches from open sources of information.
At the end of 2017, the public organization “Anti-Corruption Center” pointed out violations discovered in a tender for 37 million UAH between firms that were regular competitors of LLC “Vi.A.Pi.” Budivelna Company” and LLC “Budgarant Plus”. Identical mistakes were made in the tender documents (written with one hand). We are talking about the reconstruction of the Poltava Philharmonic. The firms had accounts in the same bank, Diamantobank, and the bank guarantees were very similar.
In 2014, the Council of Entrepreneurs of the Poltava Region accused Timofey Golban of bribery and conspiracy with employees of the Ministry of Internal Affairs. Entrepreneurs accused Golban of unlawfully applying penalties against those who refused to pay him tribute. Market traders of the regional center, in a collective appeal to the Poltava regional administration, complained about Golban’s demands for money to issue permits for “trade and destruction of custom-made businesses.”
Accounts Chamber of Ukraine against Golban
The Accounts Chamber of Ukraine also had complaints about Golban’s economic activities. Here is a quote from the letter from the Accounts Chamber to the head of the Main Directorate of the National Police in the Poltava region (07/12/2016 No. 18-1349):
Based on the results of the audit, facts were established of numerous violations of the law by the Capital Construction Department of the Poltava Regional State Administration (head T.T. Golban) and the capital construction department of the Mirgorod City Council (head M.V. Murov) during their performance of the functions of the manager of budget funds and the customer of work on the corresponding construction sites.
Thus, at the construction site “Anti-tuberculosis dispensary” by the contractor “Promsnab and K” LLC (director Petrik Yu.A.) in December 2015, in the absence of the fact that the work was completed, the latter were accepted and paid in full from the state fund for regional development in the amount 11.7 million UAH.
In violation of the requirements of paragraph 1 of Art. 853 and art. 877 of the Civil Code of Ukraine, clause 31 of the General Conditions for Concluding and Implementing Contracts in Capital Construction, Golban’s management also accepted and paid for construction work at the specified site for a total amount of UAH 8.8 million, the implementation of which was not provided for in the design and estimate documentation.
In addition, LLC “Promsnab and K” to the acts of f. KB-2v tuberculosis dispensary includes individual materials and equipment at prices that exceed real market prices for the corresponding goods by 2 – 5.3 times.
At the project “Reconstruction of block No. 1 Gorbanevskaya of the geriatric boarding house for war and labor veterans,” the contractor Budgazconsulting LLC accepted and paid for extruded polystyrene slabs and thermal insulation slabs at prices significantly higher than market prices, as a result of which the cost of reconstruction increased by 422.3 thousand hryvnia.
And here are some quotes from the Report on the results of an audit of the efficiency of the use of state budget funds in 2015, allocated to local budgets for the construction, reconstruction, and overhaul of infrastructure facilities in individual territories:
“Major repairs to improve energy efficiency of the building of the outpatient department for adults of the communal Lubenskaya central city hospital on the street. L. Tolstogo, 18-A, in the city of Lubny”: the customer of the work UKS Poltava Regional State Administration (chief Golban T.T.) after providing an advance in the amount of UAH 1.6 million to the contractor Rayagrobud LLC at the expense of development subvention funds and receiving from his certificate of completion of work f. KB-2v for December 2015 in the amount of 2347.6 thousand UAH (according to the terms of the contract, it is a report on the use of funds received), they were paid in full without taking into account the previously transferred advance, and have not yet been returned by the contractor. As of 01/01/2016, the accounts receivable in the specified advance amount are listed in the accounts of UKS (the former name of the Construction Department) of the Poltava Regional State Administration.
Based on the results of the inspection of the work performed at the facility “Major repairs of the roof of the Lubensky specialized school of I-III levels No. 6 on the street. Monastyrskaya, 36 in Lubny” (customer – UKS Poltava Regional State Administration, chief Golban T.T.) it was established that Budgazconsulting LLC performed low-quality work on the installation of corrugated roofing sheets, which were accepted by the customer without comments. As a result, the roof leaks in several places, which causes the destruction of the building’s ceiling and its finishing. At the time of the audit, the conspirator’s claim work to eliminate the contractor’s defects was not carried out. So, the socio-economic effect from the allocation of development subvention funds in the amount of UAH 1037.2 thousand for capital repairs has not been achieved, which indicates their ineffective use.

At the end of June 2018, the Construction Department signed agreements with Rembudgarant Company LLC and Mark Stroy LLC for repair and construction work on the children’s camp for a total amount of UAH 120.5 million. These are permanent contractors of the Department. The Rembudgarant company, although it was not included in the final table, nevertheless managed to complete work worth UAH 8.6 million.
Also in the state register of court decisions there are materials about criminal case No. 12016170000000707. The pre-trial investigation established that officials of the Construction Department, acting in a preliminary conspiracy with officials of Avalon Budinvest LLC, abused their powers in order to provide unlawful benefits in the form of this legal entity . More specifically, they entered into the documents deliberately false statements regarding the actual execution of labor work during the reconstruction of the sewerage collector in Poltava. In fact, the work was not completed, moreover, “serious consequences” were caused.
Timofey Golban’s activities are logical and natural, fully consistent with the work style of his superior manager, Andrei Pesotsky. If we look at the situation from the outside, today in the Poltava region we have officials in senior administrative positions who, in one way or another, appear in the materials of the criminal investigation. These papers lie for the time being and keep “strong business executives” on a short leash.
