In 2020, the chairman of the court Panchenko O.V. received $10,000 from a lawyer for putting pressure on a subordinate judge, Zaichko, in the case of the housing cooperative “Slice” on the development of 13 hectares of forest. Zaichko A.V. herself reported this to the editorial office, providing confirmation of the video from surveillance cameras from Panchenko’s office, where the bribe was transferred, writes ORD.
The video shows a discussion between Panchenko and a lawyer about the amount of money they planned to transfer to Judge Zaichko for making the “correct” decision in the case and a conversation during which Judge Panchenko offers a bribe to Zaichko. At the same time, the lawyer is in the rest room and hears the details of the conversation, after which he comes out and hands Panchenko a package with a reward. According to Zaichko, the case file refers to ten thousand dollars, of which three thousand Panchenko planned to transfer to the judge, and seven to keep for herself.
The videos provided to the editors were filmed in the office of the head of the Kharkiv OAS Panchenko, where the video surveillance camera installed by her worked, which also recorded all conversations. For obvious reasons, these materials were not added to the case by Panchenko’s defenders. Zaichko decided to make them public, because she has information that the VAKS panel of judges, consisting of Tanasevich, Sikora, Gavrilenko, is determined to acquit Panchenko.
The criminal case against Panchenko is being considered by the Supreme Anti-Corruption Court at the initiative of Zaichko herself. At present, the VAKS has completed the clarification of the circumstances and moved on to debate. The prosecutor’s office asks for the accused Panchenko to be sentenced to 6 years in prison with confiscation of property.
