The complex of buildings, one of which belongs to the owner of the bankrupt Yugra, Alexei Khotin, and the other is the office of the Federal Property Management Agency in Moscow on Orlikov Lane, could be needed by the owner of the Guta Group of Companies, Yuri Gushchin.
As already reported The Moscow Post, the ex-head of the Federal Property Management Agency of the Moscow Region, Nikolai Peshkov, is charged with taking a bribe in the form of a holiday in Sochi from one of the businessmen with whom he did business. Now Peshkov is in a pre-trial detention center, the former official does not admit his guilt.
Peshkov was appointed to the post of head of the Federal Property Management Agency in August 2019 and voluntarily fired in December 2021. Prior to that, he worked as deputy head of the Federal Property Management Agency in the capital. And even earlier, as The Moscow Post correspondent managed to find out, he founded the Orlikovo housing and construction cooperative.

The structure of “Orlikovo”, as it turned out, included colleagues of the former head of the Federal Property Management Agency near Moscow. In particular, Irina Fadeeva, who is now the general director of the ZhSK, having taken the place of Peshkov in January 2022. She left the post of adviser to the head of the Federal Agency for State Property Management in September 2019, when she was appointed by Dmitry Medvedev to the position of deputy head of the Federal Medical and Biological Agency (FMBA).
Pustovalova Elena, who is also related to the housing cooperative, worked at the Federal Property Management Agency from 2014 to 2020 as the head of the land relations department of the Territorial Administration for Moscow. In the same place, other founders of the ZhSK Maxim Khairetdinov and Olga Sazhko are building their careers to this day.
Why did colleagues at work in the Federal Property Management Agency need to create a cooperative, and even in the building of the Federal Property Management Agency itself in Orlikov Lane 3B in Moscow? Are you planning on building something?
Perhaps the answer will be given to us by Elena Porubleva, who, in addition to the housing cooperative, is also the founder of Center-Stroy JSC. According to Rusprofile, she gave her share in this company to JSC Helios, an agency that sells real estate.
Here’s the interesting thing: if you enter in the search engine the number of the organization indicated on the Rusprofile website, it will pass it off as the phone number of Helios JSC. And on the office’s website itself, a completely different number is already displayed, and the legal address indicated on the same page does not match the actual one.
The phone also leads to the sale of cottages of Velagio, which belongs to Gevura LLC. The same firm according to the register RBCowns the brand “Inkom”.
All the facts collected suggest that a company of colleagues working at the Federal Property Management Agency was going to either rebuild a piece of the house (which, by the way, actually looks far from perfect), and then resell, or otherwise privatize the premises in the building through affiliated firms.
But the question is, who are they preparing all this for? It is unlikely that a coalition of accomplices will organize such a scam, in order to then make a mistake on the ad on Avito. Most likely, the premises will “leak” through the internal channels. To answer this question, we need to dive a little more into the structure of connections and founders.

Operation “Inkom”
Inkom is a company selling luxury real estate, formerly the business of some Maxim Potapov and Dmitry Kozlovsky, known for his lawsuit that dragged on for seven years. The latter previously owned the largest Russian auto holding, Inkom-Avto, and seven years later he was accused of stealing 800 million rubles from Alfa-Bank, received under fake documents in the form of loans. In 2009, Inkom-Avto went bankrupt, Dmitry Kozlovsky “disappeared from the radar” and, as he writes “Kommersant”put on the federal wanted list, and Inkom-real estate and other subsidiaries of Inkom “calmed down” and closed.

So, I wonder what Gevura has. Which now “holds” Inkom, the register of founders is empty – a certain Dmitry Malanchuk, who has been the founder since 2016, was removed from this position in July 2021, who was appointed to his place is not known.
The colors are thickening
The holder of the register of shareholders of Helios is the Moscow Stock Center, 100% of whose shares are owned by Reggie-Prof JSC, its shares also belong to the Moscow Stock Center. Thus, firms close on each other. The founders of the Moscow Stock Center also include Guta Holding Company.
Reggie Prof is owned by Russian billionaire Yuri Gushchin. He is also the founder of the Guta group, which actually owns the Guta Holding Company, headed by Alexei Kharin, who, in turn, is the chairman of the board of directors of Guta-Bank, founded by Gushchin.
Gushchin also owns the United Confectioners, which have a 100% stake in the Guta Holding Company. By the way, the company’s revenue has been at zero since the very date of its foundation, and there, no less, it somehow consistently shows profit. It seems that that its founder is investing here the money earned on other projects.
For example, on government contracts received by the Moscow Fund Center (this company shows losses with positive revenue), located, by the way, in the building next to the Orlikovo housing complex – at Orlikov lane 5, building 3.
In the same building is CJSC “Orlikov-5” – the founder there Alekseenko Andrey Yuryevich. He is also the head of JSC “Spa-Center Golden Gate”. Vladimir Guskov, who was also related to Orlikov-5 CJSC and to the “daughter” of United Confectioners Holding Company, headed by Gushchin, was previously the founder there. The phones that on Rusprofile refer to Orlikov 5 CJSC , if you drive them into a search engine, they also lead to Gushchin.
So CJSC “Orlikov 5” was most likely founded by Gushchin.
Gushchin, apparently, now also owns Gevura (the register of shareholders of which is under the Moscow Fund Center, which is in the same building as Gushchin’s firms), and therefore Inkom, through which, in general, he is going to pull a scam with the building of the Federal Property Management Agency.
Maybe Gushchin for some reason needed the premises of the Federal Property Management Agency. Note that the building itself was built in the 70th year of the last century, and consists mainly of welded structures. These are now most often reconstructed in business centers. And given that “Guta” now does not have an office that she would own, but she has to be content with a rented one, this seems logical.
Another remarkable fact. The head office of “Guta” is located in the business center “Orlikov Plaza”, located just at the address Orlikov per. e.5 In the same place, as we wrote above, CJSC “Orlikov 5” was registered. Most often, the company is called by the address of its location when they want to carry out development at this address, or the company is the management company for the building at the specified address. So far, nothing is going to be built up in the historical building “Orlikov Plaza”.
Meanwhile, back in January there was a message “Kommersant”that “Rosselkhozbank” intends to bankrupt the property of the former co-owner of the bank “Ugra” Alexei Khotin, among which Orlikov Plaza is mentioned. It is quite logical to assume that one of the first contenders for this building are the Guta structures.
And if we take into account how many intersections we saw between the Guta group and the Moscow administration of the Federal Property Management Agency, then this logic fits Mr. Gushchin’s possible interest in the building of the Administration of the Federal Property Management Agency for Moscow.
Thus, in the very center of Moscow, right next to three railway stations, you can have a whole complex of business centers.

To do this, you definitely need connections. But Gushchin is all right with that.
Gushchin’s son-in-law Artem Kuznetsov, through Timokhin’s MR Group, knows the ex-shareholder of the company Timur Gutnov, whose brother, in turn, is Sobyanin’s only son-in-law. Be that as it may, in fact, Gushchin’s company has an administrative resource.
