The Basmanny District Court of Moscow sentenced former investigator of the Main Investigation Department (GSU) of the Investigative Committee of the Russian Federation (TFR) Gray Efendiev to four years in a penal colony, finding him guilty of mediation in bribery. During the debate, the prosecutor asked to recognize Gray Efendiev guilty of “mediation in especially large-scale bribery” (part 4 of article 291.1 of the Criminal Code of the Russian Federation). At the same time, she clarified that the defendant had to transfer a bribe in the amount of 5 million rubles to a department employee. for the release of a person from criminal liability. But he reported the bribery attempt to his leadership. As a result, Major of Justice Efendiyev was detained in August 2020 and taken into custody.

A few days later, arrests of suspects began. It was about an extensive network of distribution of prostitution services by both underage girls and adult women. Pimps and their accomplices acted under the guise of employees and “scouts” of a number of elite modeling agencies, which were allegedly located in cottage settlements on the Rublevsky highway of the Moscow region and had corresponding enticing names.
“Our modeling agency is constantly looking for talented and beautiful girls, every week we organize photo and video shoots with global brands,” the organizers wrote in search of potential victims aged 16 to 25. They invited them to their “friendly and huge team”, luring them with free travel, accommodation and other benefits. According to preliminary data, one of the alleged owners of the modeling agency, Maxim Nekozyrev, was taken into custody, as well as two young women aged 25 and 18. The first of them, suffering from obesity, began to cooperate with the investigation, gave a full confession, voluntarily gave the investigation records of interest, phones, laptops, and provided passwords. The second is accused of being an underage student, involved in prostitution the same girl. In addition, according to some reports, there are other defendants in the case who were not taken into custody and left at large, or who pass through it as witnesses.
The investigation, which was started by the St. Petersburg investigators of the ICR with the help of FSB operatives, dragged on. It turned out that the geography of pimps affected completely different regions of Russia. As a result, the investigation was transferred to Moscow to the Main Investigative Directorate of the ICR. It was planned to complete it within the deadlines established by law by November, having received by this time the conclusions of previously appointed examinations and establishing as many “persons who received sexual services for monetary reward” as possible. Maxim NekozyrevGiven that Gray Efendiev did not deny this fact, the prosecutor asked to find him guilty under Part 4 of Art. 291.1 of the Criminal Code of the Russian Federation and sentenced to 11 years in a penal colony with deprivation of the rank of Major of Justice. But since the transfer of the bribe did not take place, there was no talk of imposing a fine on the defendant.
In turn, the lawyers insisted that their client, although he negotiated the transfer of a bribe, refused it at the last moment. Therefore, to talk about “mediation in the transfer of a bribe”, they believed, is not serious.
Rather, it was about “offering mediation” in bribery, which is a lesser crime. At the same time, the defenders paid special attention to the fact that Gray Efendiev admitted his guilt, repented and actively cooperated with the investigation.
The defenders also drew the attention of the court to the fact that during the investigation of the criminal case, their client suffered a heart attack and is currently undergoing post-infarction recovery. Separately, the lawyers noted the merits of the client, who, according to them, has numerous departmental awards, and began his career in the Khabarovsk Territory, where he rose to the position of acting head of the investigative department of the city of Amursk. For exemplary service, he was subsequently transferred to Moscow, where he first worked in one of the inter-district investigative departments in the Northern Administrative District, after which he went on a promotion to the central office of the TFR. There, Gray Efendiev served in the department dealing with the disclosure of criminal cases of past years.
In view of all this, the lawyers asked not to punish the defendant too severely, and the judge agreed with this. Instead of the term requested by the prosecutor, the presiding judge assigned the already former investigator of the GUS four years in prison, of which he had already served more than one and a half in a pre-trial detention center. And since a day in a pre-trial detention center is counted as one and a half on the general regime, the convict will have to spend about a year and a half in custody. True, when released, Gray Efendiev will not receive a departmental pension, since the court deprived him of his title.
