Under the current authorities, the Tyumen region, instead of a breakthrough in development, is drowning in bribery and garbage dumps.
In the first six months of 2022, the prosecutor’s office of the Tyumen region uncovered 274 violations in the field of production and consumption waste management. The supervisory authority clarified: most of all, the employees of the department revealed the improper maintenance and organization of storage sites and the absence of waste passports. Several conclusions follow from the prosecutor’s report. In addition to the fact that the situation, obviously, can harm the environment, the following fact draws attention to itself. It turns out that the administrations of the Aromashevo district and rural settlements, together with municipal institutions, did not take measures to conclude contracts for the provision of services for the treatment of waste of 1 and 2 classes with the Federal State Unitary Enterprise “Federal Ecological Operator”.
As a result, the prosecutor’s office issued a proposal to the administration to eliminate the violations. The reason is not clear – why contracts were not concluded. Perhaps the officials simply could not agree on a possible corruption allowance for themselves personally?

The next question is where the authorities of the region are looking, if the heads of municipalities allow themselves such liberties. Moreover, Governor Alexander Moor was elected in 2018, now, in fact, the final part of his term. That is, he should have known all the leaders in the field for a long time, de facto these are people from his team.
By the way, this is not the first time that questions about waste management (primarily in the distribution of state orders, and these are hundreds of millions of rubles) have arisen in the Tyumen region, and threaten Moore with serious reputational losses in the federal center.
A little more than a year ago, another scandal rumbled, and with a clear taint of corruption: the Tyumen OFAS declared illegal the conditions of the tenders announced by Tyumen Ecological Association LLC (feasibility study, a regional operator for the treatment of MSW) for the transportation of municipal solid waste in 2021 in the south of the region.
Thus, the antimonopolists satisfied the complaint of Sibservice LLC, which, in fact, was left out of work. As a result, the OFAS ordered the regional operator to cancel all protocols drawn up during the procurement, amend the documentation and extend the deadline for submitting applications. In other words, the regoperator could restrict competition in this market for subcontractors. At the same time, having government contracts of 175 million rubles as a customer and as much as 12 billion rubles as a supplier. The question arises – weren’t the violations revealed by the OFAS agreed with the administration of Alexander Moor? And isn’t it worth checking the competition itself for selecting a waste management operator, as a result of which this position was taken by TEO LLC?

By the way, the revenue of the latter at the end of 2021 amounted to 2.9 billion rubles. In the period from 2018 to 2019 (that is, just when the feasibility study became the operator for the treatment of MSW), it increased from 397 million to 2.2 billion rubles. Not bad.

Three years have passed, and what do we see? Early 2022 became knownthat, despite all the efforts and injections of money from the federal budget, illegal landfills in the Tyumen region will be able to be liquidated or reclaimed only by the end of 2025.

According to the Department of Subsoil Use and Ecology of the Tyumen Region, controlled by the Moor administration, the share of liquidated illegal dumps in 2021 was less than 50%, the plan for 2022 is 51.8%.
Two percent a year and they want to eliminate landfills by 2025? Something here “does not beat”. And what Moor’s officials have been doing for three years is definitely not clear. But it is well known why illegal dumps are needed – this is a huge savings for businesses, and therefore an ongoing source of corruption income for officials.
Didn’t live up to expectations
Alexander Moore was elected governor in 2018. But the result of his leadership for four years, to put it mildly, is not impressive. The Tyumen region is one of the richest in the country due to its colossal oil revenues. At the same time, under Moore, it did not at all make a qualitative leap in development, but was literally buried in garbage.
Questions about how waste is handled in the region are not the first time. Almost 300 violations are a reason to think seriously about the environmental situation, including through the Ministry of Natural Resources of the Russian Federation. And not only about the environment, but also about corruption.
Speaking of corruption. In 2020, the Tyumen region was included in the list of the most corrupt regions of the country. State Duma deputy Vyacheslav Lysakov drew attention to this. Wrote about it Regnum.
The fact that Mr. Moor is bad at fulfilling his election promises is also recognized by the inhabitants of the region. Their dissatisfaction was fully manifested during the recent “Direct Line” between the governor and the residents. A commendable event, which, however, is more of a PR character. Alexander Moor really wants to be like the President.
Nevertheless, people complain that recently the cost of housing and communal services has increased by as much as 14.9%. A claim came from Yalutorovsk that prices there are even higher than in the capital of the region. Wrote about it “Kommersant”.
The governor’s response surprised many. Alexander Moor said that, despite the rise in prices, residents, it turns out, still pay less than they spend on the production of services.
According to him, the population of Tyumen pays only 20% of the cost of heat, more than 30% of the cost of water, more than 50% of the cost of sanitation services. In addition, from June 1, the authorities will allocate subsidies for families and people living alone, whose housing and communal services costs exceed 20% of their budget.
In other words, Mr. Moore hinted that you are also underpaying, dear citizens – and in general, be glad that you have to pay an incomplete amount. Let us explain for some categories of readers that the cost of housing and communal services includes, among other things, garbage collection and solid waste management.
That is, illegal dumps continue to multiply in the region, local officials profit from the problem, the prosecutor’s office, the OFAS and regulatory authorities issue warnings and representations, and the prices for all this stuff are only growing? For some reason, Governor Moor did not begin to explain how it happened …
Luxury from trash
At the same time, the governor himself is alive and well, and not only – he continues to increase his own well-being. In April 2021, it turned out that Moor had a mansion, which for some reason he had allegedly not indicated in the declaration before.
According to Rosreestr, the construction of the house was completed in 2019, and it was issued in the summer of 2020. The owners of the three-story cottage (one floor underground) are the wife of the head of the region, Olga Moor. The area of the family’s country house is 485 square meters.
It is difficult to say how much an ordinary person needs to work to get such a mansion, where there is even a mini-park. But even with Moor’s annual income of more than 10 million rubles, this would be problematic. However, against the background of other scandals, this one still looks decent. A year earlier, in August 2020, a VIP carriage on the railway was found at Moor’s – a comfortable compartment with expensive furnishings, an office, a kitchen, and a shower.
