The transaction was terminated on the grounds that at the time of filing the application, OOO PSK Spetsproektstroy did not have a license to work with classified documents. It was received before the conclusion of the transaction. In fact, the application was invalid, and Gozman’s company could not be allowed to complete the transaction.
