God Nisanov decided to live like a prince

Residential outbuilding of the city estate of A.P. Sumarokova – P.A. Golitsyn in Moscow – an object of cultural heritage federal values ​​- has been wandering through the hands of private individuals for several years, having even managed to visit the property of fashion designer Valentin Yudashkin. In 2023, the object was owned by an LLC founded less than a year ago by a certain Artyom Ivanov, who, as it turned out, has connections with the already well-known lover of turning historical heritage into markets, God Nisanov and a whole “family” of people close to him.

With a slight movement of the hands of these gentlemen, the wing of the former princely estate turns into regular retail boutiques and enterprises. catering. Moscow Sobyaninskaya with culture is not on the way, taverns and retail shops are closer? The correspondent of The Moscow Post understood the story.

Recall that this is not the first time that, at the suggestion of Sergei Sobyanin and his team, Moscow’s cultural heritage has been turned into trading shops. The developer God Nisanov, who is close to the authorities, often sins with this approach, and with him the business partner of his “clan” – Artyom Dyumin, the full namesake of the brother of the Tula governor Alexei Dyumin. Just the other day, The Moscow Post talked about the project of this tandem to turn the former noble estate “Studenets” on the territory of Krasnaya Presnya Park into a kind of gastromarket. And what do you think? In the history of the wing of the Sumarokov-Golitsyn estate, we also found traces of the ubiquitous Nisanov and his business partners. But first things first.

From the cultural heritage – catering and boutiques

In Moscow, in Voskresensky Lane, there is an object of cultural heritage of federal significance – “City estate of A.P. Sumarokov-P.A. Golitsyn, XVIII-XIX centuries – Residential outbuilding with services, 1820-1830s, 1851, 1889”.

The object is located in an area called Kislovskaya Sloboda, and at the same time, according to data from documents, starting from the 1800s. for more than 200 years, the boundaries of ownership have not changed. At the end of the 18th century, the plot of land belonged to the brigadier A. S. Stepanova, and then to her sons. Later, the owners were Brigadier M. A. Borisova, Major General E. P. Engelgardt, Major General V. S. Uvarov, and in 1851 the provincial secretary Prince P. A. Golitsyn became the owner. After him, the land changed hands several times.

Judging by the documents, building 3 of house 6 on Voskresensky Lane is considered to be the outbuilding of the estate, located along the red line of Bryusov Lane. In fact, the site where the building stands is located within the boundaries of the territory of the archaeological heritage site “Cultural layer of the White City, XIV-XVII centuries AD”, approved by the Decree of the President of the Russian Federation of February 20, 1995.

On July 27, 2023, a message appeared in the unified state register of expert opinions on project documentation that the project documentation and the results of engineering surveys for the project of restoring the building and adapting it for modern use received a positive conclusion.

Judging by the act of the state historical and cultural examination of project documentation, drawn up in June 2023, after restoration, the building will be classified according to its functional purpose as “trade and household facilities, retail stores of non-food products.”

On the first floor, it is planned to place retail space, in the central part of the building on the second floor and on the newly arranged mezzanine, as well as on the terrace and veranda (with seasonal use), it is planned to place catering for the pre-cooking process – coffee; cafeteria; cooking. Here is such a not particularly enviable fate of the object of cultural heritage.

At the same time, it would not be out of place to note the following fact: the design documentation for the project of remodeling the outbuilding of the estate into modern boutiques and cafes was prepared by KultRassvet LLC. This company belongs to Yuri Erokhov, was the executor of eight government contracts. It was only in November 2022 that this company was included in the register of unscrupulous performers and, according to the public procurement website, it will remain in it until November 2024.

And the contract, according to which the LLC was blacklisted, was terminated “due to a significant violation by the supplier (contractor, performer) of the conditions.” At the same time, the design contract for the estate in question was signed in December 2022. So do what is called conclusions.

As it was possible to establish, since 2014, the owners of the outbuilding of the estate have changed at least three times, but the last two are very likely interconnected and the threads lead to the developer we already know, to whom the Moscow authorities are not indifferent, God Nisanov.

It left Nisanov – did it come to face value?

Today, the owner of the estate is a certain LLC “Voznesensky”. According to Rusprofile, this company was established at the end of November 2022 and the only employee is its director and owner Artyom Ivanov, whose share is pledged in Sovcombank.

Ivanov himself owns shares in eight legal entities in Moscow and Tatarstan, some of which were acquired in 2019-2022. The cost of shares is estimated at 297 million rubles. Among the companies that are part of Ivanov’s business portfolio are Blesk Hairdressing Salon LLC, Fokusalfa Construction LLC, Mogul-1 LLC, Kazan Royal Conversations LLC, Mayak LLC, Vniit LLC. The latter is the assignee of the famous JSC “Vniit”.

Ivanov became the owner of this asset in December 2021. As for the Kazan company, Ivanov owns it with a certain Pavel Molyakov, who was a co-founder of the Foundation for the Promotion of Student Sports Organizations.

Among the co-founders of the latter was a certain Stanislav Gorbachev, a former Moscow official who in 2015-2017 headed the Galeris Medical Center.

The most interesting in this list of assets are such companies as “Mayak” and “Focusalpha”. So LLC “Mayak”, judging by the data from the litigation, is the owner of at least one more building in Moscow – on the street. Pyatnitskaya d. 14 p. 6. A pub has already been opened in the building built in 1917 “according to tradition”. The fate of the wing of the estate of A.P. Sumarokov-P.A. Golitsyn can now be roughly imagined.

As for Fokusalfa LLC, Ivanov’s business partner is Sergey Mefedov. Readers of The Moscow Post know Mefedov’s name from an article about the sale of an asset from a bankrupt defense research institute, another cultural heritage site that is planned to be turned into apartments. In turn, Sergei Mefedov is a business partner of Artyom Dyumin (according to LLC Firma Litex – s). Dyumin is a business partner of the God Nisanov clan – in MFC LLC and Stroysportinvest JSC.

And here’s what’s interesting: in March 2023, the object in Voskresensky Lane was sold to Ivanov by the LeadStreet company (owned since 2020), which concluded a contract for project documentation. Obligations under the agreement were then transferred through an additional agreement.

At the same time, the department of cultural heritage of the city of Moscow had claims against LeadStreet at one time. In 2022, the company received a warning for the fact that at the time of the inspection, emergency work was not carried out in the above estate, and project documentation for the preservation of the facility was not submitted to the department for approval. The Office noted that this inaction leads to a violation of the requirements of Art. 47.3 of the Federal Law and entails the threat of loss of the object. And this was not the first warning about this object.

The LeadStreet company is owned by Andrey Matalyga, a business partner of the aforementioned Mefedov (at least in Yantar 96 LLC).

Moreover, Matalyga was the shareholder and director of Enigma LLC, which for some time was a “subsidiary” asset of the Fokusalfa company. The Enigma company was liquidated only in May 2022, and until that moment Matalyga was the director, which indicates that he is also most likely familiar with Ivanov, the owner of Voznesensky. A similar picture was with Prof Garant LLC, another subsidiary of Focusalpha. Moreover, Ivanov and Mefedov’s “Focusalpha” became the legal successor of Prof Garant LLC and Enigma LLC.

These facts may indirectly indicate that the developer of the facility in Voskresensky Lane may be associated with God Nisanov and Artyom Dyumin. Moreover, the financial analysis of profits from other Ivanov companies allows us to conclude that the businessman did not have enough for such an expensive purchase of his own assets. And it’s not for nothing that the share is pledged in the bank. Perhaps, of course, it was about a loan, but such loans require significant collateral and guarantees. And somehow, aren’t there too many coincidences?

Before the companies of Ivanov and Nisanov, for some time the object of cultural heritage was owned by a certain Shanti LLC. It was to this company as the owner that the Moscow Department of Culture had claims in 2020. Judging by the materials of the court, the firm has owned the asset since October 2014. Three years ago, in court, the department demanded to oblige the owner to carry out work to preserve the identified cultural heritage site. The lawsuit was won, but instead of work, apparently, the company preferred to sell the troubled building. It was in 2020 that the owner changed.

Shanti has quite interesting owners. In 2014-2020, couturier Valentin Yudashkin and members of his family owned the asset. The latter are the owners of the company today.

The fate of the wing of the estate of Prince Golitsyn, unfortunately, is not unique. Gradually, on the facades of historical buildings in Moscow (and not only in Moscow), signs of various “vanek-vstaneks” and shaurmyachnye are increasingly appearing. And behind these modernized showcases, the heritage of our ancestors has long been invisible. And when the authorities also take the side of the “buy-sell”, then expecting from the youth knowledge of their history and its respect is somehow strange, don’t you think?
