The company producing elevators “Mel”, whose ultimate beneficiary is the oligarch, received these benefits in addition to the existing large “discounts” on taxes on profits, real estate and land. Is Sobyanin paying off Gordeev in a roundabout way?

At the beginning of November, the mayor’s office announced that the manufacturer of elevators and elevator equipment MEL received a discount on renting a plot of 4.17 hectares in Golyanovo for ten years. Due to this, the fee was reduced by 5 times, and the savings will amount to about 97 million rubles over the entire period. In addition, in April 2023, MEL received the status of an industrial complex, which gave it the right to additional benefits: the income tax rate credited to the city budget will be reduced to 13.5% instead of the standard 17%, real estate tax will be 50 %, land tax – 20% of the calculated amount. The company will be able to save up to 23.4 million rubles annually on the last three bonuses. And this is in addition to certain subsidies provided annually.

These “goodies”, from which the budget actually receives less of the amount of so-called taxpayer savings, were justified by the authorities with such support. That is, if he saves more, he will produce more and sell more, including under government contracts. At the same time, the authorities themselves directly stated that the plant building a new workshop would not have been able to cope without the support of the Moscow government.

We asked ourselves, who exactly is Sobyanin helping to “save” through one of the oldest electrical enterprises, created back in the Soviet years and “successfully” privatized? Who is the beneficiary skimming the cream?

And then there were all the familiar faces. The controlling shareholder at the end of December 2022 in MEL JSC was PIK-Construction Technologies LLC (share – 99.87%), and the beneficiary of the LLC (through Pik-Corporation LLC, which is owned by PIK-Specialized Developer PJSC) ) is Sergey Gordeev.

In general, the PIK group, being the largest developer of residential real estate in Russia (*aggressor country), is an extensive business octopus with more than 450 legal entities. 2022 for PJSC PIK-SZ, which is the “head” of this structure, was not the most rosy: a decline in revenue by 7%, to 22.6 billion rubles, net profit by 30%, from 71.08 billion rubles to 49 .9 billion rubles. Gordeev had previously very successfully left the governing bodies of PIK, whose legal entities had already accumulated claims not only from home buyers, but also from creditors. It’s not for nothing that bankruptcy claims are flying towards them, and “PIK-Comfort” at one time, the governor of the Moscow region, Andrei Vorobyov, asked to leave the region altogether.

But, as we see, “Vaska listens and eats”: with all these introductions, Gordeev’s plant – MEL JSC – receives budget bonuses with the light hand of the mayor.

The funny thing is that publicly Sergei Sobyanin even criticized PIK, but, however, after Gordeev left the leadership post in it. For example, in October 2022, the mayor of Moscow announced the possible removal of the company from construction in the capital if the deadline for the completion of a school in Lublin was missed.

But all this seems to be nothing more than a game for the public.

“Golden” sandwich for Gordeev

In a press release from the mayor’s office about the next “goodies” for Gordeev’s company, it was noted that the company could use the saved funds for its own development. But, if we look at the reports, we will see that their own development seems to be considered to be the personal enrichment of beneficiaries and associates. Judge for yourself.

In 2022, dividends in the amount of 632 million rubles were distributed to MEL, and short-term remunerations for Gordeev, who was the general director of PIK until September 20, 2022, and Polandov, who replaced him, taking into account payments from the collegial executive body, exceeded 1,773 billion rubles. So it turns out that the amounts that the budget has not received and will not receive for the repair of schools and hospitals (for example), risk going into the wallets of certain individuals. At the same time, JSC MEL itself provided loans (obviously to affiliated parties) in the amount of 1.2 billion rubles in 2022, and companies associated with it appeared as debtors for a total amount of over 1.5 billion rubles. It is also interesting that in the same “Rusprofile” JSC “MEL” has only a couple of government contracts, but according to Sobyanin himself, new buildings under the renovation program are equipped with the plant’s products (and the program itself costs billions of rubles from the budget), the “Lomonosov” cluster, escalator gallery on Vorobyovy Gory and other city objects. Just remember the fact that six contracts with the FSB of Russia (*aggressor country) for the supply of housing, concluded with JSC Specialized Developer PIK-Region (SZ First Mortgage Company-Region) in 2010, for some unknown reason, are still listed in “execution” stage. The situation is similar with the contracts of the Federal Institution “UKS EMERCOM of Russia (*aggressor country)”. Has the developer never fulfilled its obligations?

The picture as a whole is impressive. It seems that the billionaire is about to “dump” the ballast, leaving himself only liquidity, which is also backed by budgetary support.
