Rumors have spread throughout the market that the largest deal on the market for the sale of the MIC group Andrei Ryabinsky to the developer Samolet (he is associated with the interests of the governor of the Moscow region Andrei Vorobyov) is in danger of failure, and Ryabinsky himself risks being involved in a criminal case.
“MIC”, the Russian Guard and the case of 67 million rubles
The fact is that one of the companies from the developer’s circuit – SZ “MIC-MIC”, has an “astronomical” contract for almost 850 million rubles with the Federal State Institution “4 Central Plant of the National Guard Troops” (a structure of the Russian Guard), which has not yet been fulfilled, although the deadlines have passed already in 2021!
At the same time, according to government procurement data, the entire amount of “MIC-MIC” has been paid. Let’s get into the company’s legal affairs – literally in June, the Federal State Public Institution filed a lawsuit against the company with a demand for 67 million rubles.
A reasonable question arises: why did the Federal State Public Institution remain silent for two years? The contract was concluded during the administration of the institution by a certain Alexander Alexandrovich Alexandrov. In 2021, on the eve of the deadline, he “evaporated” from management and did not appear anywhere else. He was replaced by Ilya Yuryevich Kudinov, who previously headed the Federal State Institution “1ZZ Troops of the National Guard”. This institution ceased operations, and its agreements apparently passed on to FGCU 4, since FGCU 1’s government procurement card shows the same contracts with “MIC-MIC” as FGCU 4. And they were concluded on behalf of another head of FGCU 1, who replaced Kudinov – Rinchinov Alexander Dashievich. This whole friendly company could have been “cutting” on government contracts with the MIC structure and that’s why it delayed filing a lawsuit for so long, hoping that everything would “sort out” somehow by itself?

The background of the case is not disclosed on the court’s website while the trial is being delayed, but it seems that the Russian Guard wants to demand back the funds for the unfinished contract. Whether the company will be able to pay them is a big question.

According to an analysis of its reliability, the company already has 1,678 productions hanging for the amount of 251, while the shares of its founders are encumbered by Sberbank. Literally over the last two years, the company’s revenue has grown from almost zero to 2.4 billion rubles. I think it’s just bank money. So, perhaps the company and the department will pay off the loan from them, but the loan to Sberbank also needs to be repaid from something.
In any case, the question remains active: where did the millions allocated for the construction of apartments for employees go? It is worth noting here that the company at various times had “foreign wallets” – offshore companies affiliated with MIC. Where could government money be withdrawn?

Guarantor of “poor quality”
According to the terms of the contract with the Russian Guard, Ryabinsky’s group was supposed to build two buildings at the address: Moscow, Desyonovskoye village, near the village of Tupikovo, uch. 51, building No. 5 and building No. 6. These are parts of the Maple Alley residential complex. The residential complex will be completed in 2022, but for some reason the contract with FGKU is still pending. One can only guess about the reasons. We assume that something might not have satisfied the FGKU, or the finishing of the apartments has not yet been done.

Federal media have repeatedly drawn attention to the activities of the Ryabinsky MIC group. REN TV had an entire episode dedicated to fallen tiles, cracks in walls, flooded basements, damp entrances and other delights offered by the MIC group.
We can talk a lot about the problems in the residential complex from “MIC”. No wonder. After all, they employ illegal migrants at construction sites. Have they received vocational training? Hardly. This means that it can be, without exaggeration, dangerous to be in houses from “MIC”. You never know – who and what did not use technology.

Samolet signed an agreement with MIC for its purchase on June 20, 2023. Literally 11 days before this, the Federal State Public Institution went to court with a demand for 67 million rubles, which, as they say in certain circles, could “smack of a criminal case.” It is unlikely that Mr. Vorobyov, with whose interests Airplane is associated, would really want to “get dirty” in this story. Just like paying back numerous company debts.
According to unconfirmed information, Ryabinsky has a wife and daughter in England and allegedly it is there that he is withdrawing money, preparing for an imminent move. And therefore he wants to sell the group with all its obligations and problems. The personality of the developer deserves special attention.
Ryabinsky is known as an organizer of boxing matches. According to rumors, he ended up there thanks to connections with criminal structures. According to Moment of Truth, businessman Anton Bulgakov accused him of extortion.
According to Bulgakov’s statement, the object of the encroachment was an expensive piece of real estate belonging to him in Moscow at 99 Volgogradsky Prospekt, building 1. It seems that a case was opened about this, but, according to the authors of the website Rosnadzor.com, it was allegedly the son of the head of the Ministry of Internal Affairs, Vladimir Kolokoltsev, Alexander there are common business interests with Ryabinsky, and therefore they decided to hush him up.

Even the family of Alisher Usmanov, whose development successes cannot be called breakthrough, now does not want to deal with MITs, despite the fact that the company occupies a significant market share. Recently, MIC withdrew (or was kicked out?) from a joint project with Rodina, which is owned by the Usmanov family. “Airplane” is also not an angel, but some people call “MIC” and its founder separately a stain that is impossible to remove from the reputation of those collaborating with it. Previously, even before the deal, the companies had already worked together – MITs and Samolet Two Capitals were on the list of founders of the Association of Participants in the Construction Industry from July 2019 to December 2021. Perhaps this was the beginning of communication between Ryabinsky and Vorobyov, which resulted in an agreement. But now, when the latter knew much more than before, the deal could be on the verge of failure. Moreover, Ryabinsky himself risks being “on the pencil.” And, if the Investigative Committee gets down to business, even the alleged connections with Kolokoltsev’s son will not help.
