Politician and businessman Gennady Kernes was born in Kharkov in 1959. He already has a criminal record and is also under operational surveillance by the Ministry of Internal Affairs (under the criminal nickname “Gepa”). Now Gennady Adolfovich is again going to local elections and plans to continue working as mayor of Kharkov. Will his criminal past and present hinder “Gepa” in the 2015 local elections?

How Gepa started

He began his “business path” back during the Soviet Union, when he sold stolen jewelry and also carried out real estate fraud. During the collapse of the USSR, like many businessmen, he began to take over state-owned enterprises that were “in bad shape.” Gennady became a shareholder in the Acceptor cooperative, which specialized in sewing jackets. Already at that time, Gennady Adolfovich became involved with crime, and then, according to media reports, he began to penetrate the service sector of the city of Kharkov. However, not all of his illegal activities were successful and in 1992, by decision of the Kharkov Regional Court, Kernes was sentenced to three years in prison “in a strict regime correctional labor colony with confiscation of all property.

According to some sources, he was convicted of fraud and malicious hooliganism; according to other sources, he was convicted of robbery. However, since Kernes assisted the investigation, and also taking into account the time spent in custody during the investigation (more than two years), he was released from custody by a court decision. The imprisonment did not have a very positive effect on Gepa – his criminal schemes simply became more sophisticated, and it became more difficult to catch him.

Now Gennady Kernes owns the Central House of Life, the National Hotel, as well as a large number of shares in the Metalist Hotel. Kernes acquired most of the real estate with the assistance of the ex-head of the City Property Fund Duleba, who in turn introduced Kernes to Chairman Kushnarev.

“Good” family man

The current mayor of Kharkov, Gennady Adolfovich, is married to the daughter of ex-prosecutor of Kyiv Yuri Gaisinsky, Oksana. In 2003, it became known that Kernes systematically beat his wife. Once the beatings were so severe that Oksana turned to the forensic medical examiner; the woman was terribly beaten. As it turned out later, the case was not an isolated one; another, repeatedly beaten wife of Kernes, was named by the media as Oksana Vladimirovna Vasilenko, born in 1964. The media has received documents that indicate the systematic use of physical force by Gennady Kernes against his wives. Simply put, about the repeated beatings of their wives and the first mother-in-law, who stood up for her daughter during another attack of aggression by Gennady Kernes.

It is also noteworthy that no criminal case was opened regarding the incidents recorded by employees of the Kharkov Region Prosecutor’s Office. Apparently this is connected with his treasured “psychopath certificate”, which at one time saved him from army service.

Soon after the issuance of this certificate, on November 11, 1990, Kernes’s diagnosis was confirmed by a commission at the notorious 15th Psychiatric Clinical Hospital. The act was signed by three experts and certified by the seal of the forensic psychiatric examination department of hospital No. 15.

It is possible that over the past 18 years, spent without observation, prevention and treatment, the condition of the patient Kernes could have worsened. But when a person with mental disorders is at the top of the management vertical, the question arises, who elected him there?

§ 1988 – criminal cases were initiated against Kernes for extortion, fraud and “thimbling” on the territory of Ukraine and the Russian Federation (*country sponsor of terrorism) – in Tula and Moscow for the use of counterfeit checks and underpayment of funds;

§ 1992 – The Judicial Collegium for Criminal Cases of the Kharkov Regional Court recognized G.A. Kernes as prone to fraud. “guilty of a crime under Art. 141 part 2 of the Criminal Code of Ukraine” and sentenced him to 3 years of imprisonment “in a strict regime correctional labor colony with confiscation of all property that is his personal property”;

§ 2007 – the Ministry of Internal Affairs of Ukraine opened and collected a criminal case on the fact of organizing mass riots, as a result of which dozens of civilians were injured on the street. Klochkovskaya, where, under the leadership of Kernes, the construction site of the Target TG was dismantled, dozens of people were injured. The case was withdrawn by the General Prosecutor’s Office of Ukraine and was never brought to court;

§ 2007-2009 – the case of “Kernes and Kartavykh”

§ 2008 – the Ministry of Internal Affairs of Ukraine opened and collected a criminal case on the fact of causing bodily harm to deputy Medvedev (*criminal) (Party of Regions) by order of Kernes. for supplying low-quality cocaine. The Ministry of Internal Affairs interviewed witnesses and perpetrators in this case. The case was seized by the Prosecutor General’s Office, which is deciding whether to send it to court.

§ 2008 – case “City Council vs. SBU”

§ In March 2015, the Prosecutor General’s Office of Ukraine completed a pre-trial investigation against Gennady Kernes on criminal charges of “illegal imprisonment or kidnapping,” “torture,” and “threat of murder.” The case has been under investigation since February 2014, when suspicions arose of involvement in the kidnapping and beating of Maidan supporters in January 2014. Is Gennady Kernes a drug addict?

Gennady Kernes has been repeatedly accused of drug use. Allegedly, this became known from the testimony of citizen Gavrilov, who was convicted of drug distribution and was their supplier to city leaders.
