The Zamoskvoretsky Court of Moscow passed a sentence on the general director of Stroyzhilprom LLC Oleg Mokhnorylov and his deputy Anatoly Sirotin. The entrepreneurs were found guilty of fraud during the reconstruction of the premises of the joint editorial office of the Federal Penitentiary Service: according to the investigation, they replaced the American switchboards with Chinese ones provided for in the contract. Mr. Sirotin, in addition, was charged with giving a bribe to an employee of the Federal Penitentiary Service, who took over the construction work. Taking into account repentance and admission of guilt, the court limited the entrepreneurs to suspended sentences.
At the announcement of the verdict, Messrs. Sirotin and Mokhnorylov, who were respectively under house arrest and under a ban on certain actions, arrived on their own. At the same time, their alleged accomplice was taken into custody – the head of the Center for State Property and Housing (TsGIZhBO) of the Federal Penitentiary Service, Colonel of the Internal Service Sergey Verzhevikin. In turn, Sergey Verzhevikin and Yulia Rokhlina claimed that all the work was done and they did not cause any damage to the state. At the same time, they insisted that Chinese switches cost the same as CISCO, so there can be no talk of damage to the budget. Mrs. Rokhlina categorically rejected the receipt of a bribe by her. According to her, the work under the contract was completed on New Year's Eve, and 30 thousand rubles. were a holiday gift from Anatoly Sirotin.
In court, the entrepreneurs initially actively defended themselves, but in the end they decided to accept the accusation and asked for a non-custodial punishment.
During the debate, they pleaded guilty and expressed hope for a “fair decision.” The prosecutor, in turn, asked to recognize Oleg Mokhnorylov guilty under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (especially large-scale fraud) and sentenced to six years probation. The state prosecutor also demanded a suspended sentence of seven years for Anatoly Sirotin, who, in addition to fraud, was also charged with giving a bribe (Article 291 of the Criminal Code of the Russian Federation).
