The former vice-mayor of Yekaterinburg was found guilty of extortion (paragraph “a”, paragraph “b” of part 3 of article 163 of the Criminal Code of the Russian Federation), attempted murder (part 3 of article 30, paragraph “g”, paragraph “h” part 2 of article 105 of the Criminal Code of the Russian Federation), legalization of property (part 3 of article 174.1 of the Criminal Code of the Russian Federation) and fraud (part 4 of article 159 of the Criminal Code of the Russian Federation). The criminal case of Viktor Konteev, which was considered by the Sysert court, is devoted to the struggle for control over Ural LLC, which helped truck drivers solve bureaucratic problems when crossing the Russian-Kazakh border at the customs checkpoint in Petukhovo, Kurgan Region.
For participation in this story, the group of reputable businessman Oleg Sukhochev has already been sentenced in 2015 and Viktor Kalin, ex-supervisor of Yekaterinburg vegetable warehouse No. 4, in 2020. According to the plot of the accusations, all of them acted on the orders of the vice-mayor of Yekaterinburg, Viktor Konteev, who at that time held the post.
In 2010, Maxim Krasnov, the owner of Ural LLC, was attacked; the prosecution qualifies this episode as an attempted murder. And the prosecution considers Viktor Konteev to be the customer.
Kommersant.Ru, 05/27/2021, “There is no way out of the colony for the former vice-mayor”: The investigation believes that in 2009 the ex-official ordered the criminal authority Viktor Kalin (Dzhigit) to eliminate his companion Mikhail Krasnov in order to gain control over the Ural LLC company (Kurgan region). She was located in the city of Petukhovo, located on the border with Kazakhstan, and was engaged in customs clearance of trucks with fruits from the Central Asian republics, which were then sent to Yekaterinburg to the largest vegetable warehouse No. 4 in the region.
According to the materials of the case, Viktor Kalin turned to Oleg Sukhochev (Sukhach), who in 2009–2010 first organized the extortion of a share from one of the co-owners of Ural LLC, Mikhail Krasnov (he owned a 50% share of the company through his brother, the second 50% belonged through a nominee to Viktor Kalin), and then tried to kill him. Mikhail Krasnov was beaten, including with a metal cable. His cries were heard by friends who ran to his aid.
After the failed assassination attempt, the accomplices, according to the investigation, nevertheless stole from the businessman his share and property in the amount of about 10 million rubles. Oleg Sukhochev was sentenced to 22 years in a strict regime colony in 2015, and Viktor Kalin received 12 years in a colony in 2020. During the trial of Oleg Sukhochev, Mikhail Krasnov was convinced that Viktor Konteev was the mastermind behind this crime, and he testified accordingly. — Inset K.ru

Konteev refused to admit his guilt.
Konteev was sentenced on June 11, 2014 by the Kurgan Regional Court. He found the official guilty of taking a bribe, extortion and incitement to murder. He was also accused of legalizing property obtained by criminal means, but the court removed this article.
According to investigators, the former official organized the seizure of the property complex of vegetable warehouse No. 4 in Yekaterinburg and incited his accomplices to kill two representatives of the Uralmash organized crime group, who prevented him from doing business in the supply of vegetables and fruits from Central Asia to the territory of the Kurgan region.
Konteev was sentenced to 18 years in a strict regime. He will also have to pay a fine of 500 thousand rubles. At the same time, the state prosecution asked for 23 years in prison for Konteev in a strict regime colony and a fine of 500 million rubles.
Viktor Konteev publicly stated that he was a victim of the security forces and former business partners, primarily Tatyana Rusina (who acted as the responsible custodian of vegetable warehouse No. 4; she died in 2016), who decided to take possession of his family’s property. In the same case, the accused was the wife of an ex-official Larisa Konteeva. She fled the investigation and is still on the wanted list.
