The Sovetsky District Court of Lipetsk has announced the verdict in a criminal case of taking a bribe on an especially large scale and mediation against the former head of the department of property and land relations Olga Kryuchkova, the former first deputy head of the department Mikhail Baklanov and lawyer Vladimir Pisarenko, said the press secretary of the Judicial Department Yulia Muratov.

Recall that Olga Kryuchkova was charged with a crime under Part 6 of Art. 290 of the Criminal Code of the Russian Federation (receiving a bribe on an especially large scale through an intermediary). The maximum sanctions under this article are 15 years in prison. Mikhail Baklanov and Vladimir Pisarenko are charged with Part 4 of Art. 291.1 of the Criminal Code of the Russian Federation (mediation in bribery on an especially large scale by a group of persons by prior agreement) – up to 12 years in prison.

According to the indictment, in 2015, on the eve of the entry into force of changes in the federal legislation in the field of land use, according to which, from March 1, it was forbidden to transfer plots for rent without holding an auction, the head of the Lipetsk Region’s remand prison organized a fictitious lease of land. The plot area was over 8 thousand square meters. meters. It is located along Angarskaya Street in Lipetsk and was issued to her friend. The site was leased for 10 years with the intended use – for the construction of a medical center. However, Mrs. Kryuchkova, as the investigation believes, planned to use it in her own interests.

In 2016, the official received consent from her subordinate Mikhail Baklanov to act as an intermediary when receiving a bribe from an entrepreneur interested in renting a plot. Also, acquaintances of Mr. Baklanov – Artyom Larin, Sergey Mednikov and lawyer Vladimir Pisarenko were involved as intermediaries. They agreed with businessman Andrey Zhurov to lease a plot of land for a bribe of 10 million rubles, as a result of which it was registered with Legion-L LLC, controlled by the businessman. Olga Kryuchkova received a bribe of 5 million rubles through intermediaries, the remaining money was divided among the intermediaries.

The criminal case against Mednikov, Larin and Zhurov was dismissed because they actively cooperated with the investigation and repented of their deeds.

As a result, Olga Kryuchkova was sentenced to 9.6 years of general regime with a fine of 50 million rubles and deprivation of the right to hold positions in government and local self-government for a period of 5 years. Her accomplices – Mikhail Baklanov and Vladimir Pisarenko received 8 years in a strict regime colony with a fine of 15 million rubles. The last two were credited with the term of detention.
