Bluecoats got rich with bribes

The Babushkinsky District Court of Moscow has sentenced former employees of the prosecutor’s office of Bashkiria and their accomplices, who were accused of taking bribes on an especially large scale. This was reported today, on May 30, to UFA1.RU in the press service of the court. The longest term – 17 years in prison in a strict regime colony – was received by the ex-first deputy prosecutor of the republic Oleg Gorbunov.

He was also fined 40 million rubles and banned from holding positions in state and law enforcement agencies related to the exercise of the functions of a representative of power for a period of 12 years, depriving him of the class rank of “State Counselor of Justice 3rd class.” His colleague Ramil Garifullin, a former prosecutor of the Sovetsky district of Ufa, was sent to a strict regime colony for 16 years. He was also fined 25 million rubles, stripped of his class rank of “Senior Counselor of Justice” and banned from working in state and law enforcement agencies for 12 years.

– Ramil Garifullin was released from serving his sentence under Part 1 of Article 285 of the Criminal Code of the Russian Federation (abuse of power) due to the expiration of the statute of limitations for criminal prosecution for this crime, the court reported. In addition, the court sentenced lawyer Rashid Safeev (8 years in a strict regime colony and a fine of 10 million rubles), the former deputy head of the department for supervision of criminal procedure and operational-search activities of the prosecutor’s office Artur Sharetdinov (8.5 years in a strict regime colony and a fine of 20 million rubles with deprivation of class rank ” Senior Counselor of Justice” and a 5-year ban on holding positions in government and law enforcement agencies), entrepreneur Feim Mukhitov (7 years in a strict regime colony and a fine of 20 million rubles) and a deputy of the Ufa City Council Vadim Ramazanov (5 years in a strict regime colony and a fine of 8 million rubles). – The court found that Gorbunov, through the mediation of Garifullin, received a bribe in the amount of 300 thousand rubles for contributing to bringing a person to criminal liability, – the Prosecutor General’s Office of Russia reported today, May 30. – Through the mediation of Safeev, he received a bribe in the amount of 5 million rubles for facilitating the illegal termination of criminal prosecution. In addition, the supervisory authority reported that Gorbunov, together with Sharetdinov, through the mediation of Mukhitov and Garifullin, received a bribe in the amount of 8 million rubles for the cancellation of the decision to initiate a criminal case in relation to the deputy head of the administration of Ufa. According to Kommersantthis official was none other than Alexander Filippov, who oversaw the construction in the city in 2012-2017 and was himself under investigation, but later acquitted in the case of the resettlement of dilapidated and dilapidated housing. In addition, Gorbunov received another 3 million rubles as a bribe for stopping criminal prosecution of the organization of the murder, the department said.

According to the TFR, with the money received as bribes, Gorbunov bought a BMW worth about 8 million rubles, registering ownership of his friend. Investigators found out that when committing crimes, the first deputy prosecutor carefully observed secrecy measures, periodically changing subscriber numbers issued to other persons. From these numbers, he corresponded with the intermediary and, in support of his actions, sent him photographs of the procedural decisions taken.
Gorbunov graduated from the Saratov State Academy of Law in 1995. In 1995-2001 he worked in the prosecutor’s office of the Ulyanovsk region. In 2001–2009, he held the position of Deputy Head of the Office of the Prosecutor General of the Russian Federation in the Ural Federal District – Head of the Department for Supervision of the Execution of Federal Legislation. Since 2009, he has been the first Deputy Prosecutor of the Republic of Bashkortostan. In June 2019, Andrei Nazarov, the prosecutor of the Republic of Bashkortostan, Gorbunov’s chief, was relieved of his post by presidential decree and appointed prosecutor of the Kurgan region.

Also, according to the Prosecutor General’s Office, Ramil Garifullin himself received a bribe in the amount of 2 million rubles – the money was transferred to him for criminal prosecution for extortion and bodily harm. He also received a million rubles for failure to take measures to demand and verify the legality and validity of the decision to refuse to initiate a criminal case on non-payment of wages.

“In addition, Garifullin, together with Ramazanov, attempted to mediate in the receipt of a bribe in the amount of 4 million rubles by officials of the prosecutor’s office of Bashkiria for not contesting one of the decisions of the Arbitration Court of the republic,” the Prosecutor General’s Office reported. – Garifullin also received a bribe in the amount of 550 thousand rubles for assistance in resolving personnel issues.

The Prosecutor General’s Office added that the court, agreeing with the position of the state prosecution, found the indicated persons guilty of the alleged crimes.

It is not known for certain whether Gorbunov personally owned any huge wealth – in his last declarations, only a joint apartment with his wife of 71.8 squares flashed, another one – of 88.9 squares – in use. His wife owned a Suzuki Grand Vitara. The prosecutor himself, in addition to a share in the apartment, owned only a garage.
However, Gorbunov’s subordinate, the former prosecutor of the Soviet District of Ufa, Ramil Garifullin, in his declaration also reported only on a dacha on 15.38 acres of land, an apartment of 60.4 square meters and a modest Datsun mi-DO, but then the journalists got information about that he is much richer.

According to the interlocutor of ProUfu.ru, who is close to the investigation, the property of the detainee Ramil Garifullin’s family, including foreign property, is estimated at 2/3 billion rubles. As it turned out, his family has three houses: in Zubovo, Pavlovka and Sochi. This is not counting five apartments, one of which is located at Komsomolskaya Street, 7. 180 million rubles were found in the prosecutor’s house in Zubovo, where the FSB and TFR officers conducted searches.
By the way, about the house. A plot of 15 acres with an unfinished house of 146 sq. m were bought by the wife of Garifullin, presumably for 600 and 300 thousand rubles, respectively, from the son of the head of the Buzdyaksky district, Khaziev. In fact, the area of ​​the house, together with the second floor, is 238 sq. m. Currently, the cadastral value of the house is more than 3 million rubles.
The detainee’s father also previously worked as a prosecutor, now he is a judge. They say about the children that they go to a private school, which costs the family 50,000 rubles per child per month. For a salary of 25 thousand rubles a month, a maid and a driver work in the house.
