Evgeny Kabanov and Mikhail Khramov drank water conduit
The Central District Court of Simferopol found the former Deputy Prime Minister of Crimea guilty in the case of fraud Evgenia Kabanova and former Minister of Construction and Architecture Mikhail Khramov and appointed them suspended sentences, the press service of the court said.
In particular, Kabanov received 4 years of suspended liberty with a probationary period of 2 years and a fine of 200 thousand rubles, Khramov received 3 years of probation with a probationary period of 2 years and a fine of 150 thousand rubles. Both former officials were charged under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (Fraud committed by an organized group or on an especially large scale).
The head of the construction company Roman Zhuravlev was convicted in the same case – he was sentenced to 3 years of suspended liberty with a probationary period of 2 years and a fine of 150 thousand rubles.
Khramov and Kabanov came under investigation in September 2021. The Crimean Department of the FSB of Russia opened a criminal case under Part 4 of Art. 159 of the Criminal Code of the Russian Federation.
The damage to the budget from the actions of officials is estimated at 57.5 million rubles. We are talking about overestimating the cost of work during the implementation of the state contract in 2020, within the framework of which a water pipeline was built from the Ivanovsky water intake, due to which the deficit of the capital region of the peninsula was partially closed – Crimea suffered from drought in 2019 and 2020. Kabanov did not admit guilt, but paid off the damage to the budget.
Kabanov worked as Deputy Prime Minister of Crimea for almost three years, until September 2021. The official, in particular, oversaw the construction industry of the republic and the implementation of the federal target program (FTP) for the development of Crimea.
