Viktor Guslyakov cut “Far Away Kingdom”
Former Deputy Head of the Single Customer Service of the Trans-Baikal Territory Viktor Guslyakov was found guilty of receiving multimillion-dollar bribes as part of an organized group, he was sentenced to 8 years in a high-security penal colony with a fine of 60 million rubles, it is reported in Telegram channel of the regional prosecutor’s office.

According to the investigation, from May 2021 to September 2022, the man, together with the management and other employees of the institution, received bribes seven times totaling 70 million rubles. In return, he assisted companies in the bidding phase of government procurement and acted as intermediary for them in the construction of facilities under the Culture and Housing and Urban Environment programs.
We are talking about the reconstruction of the Far Away Kingdom puppet theater, three apartment buildings for displaced people from emergency housing and orphans in Chita and the Olovyanninsky district. The bribes also concerned the construction of a school and kindergarten in the village of Mogzon.
Also, 21 million rubles were confiscated from Guslyakov. The verdict did not enter into legal force.
The Single Customer Service experienced a wave of arrests in the fall of 2022: first on suspicion of taking a bribe Guslyakov was detainedthen – the head of one of the departments Vladimir Imekovand chief engineer Vitaly Chumakova. They allegedly received bribes from the owner of the Buryatproektrestavratsiya company and a representative of the Dom 2000 company. Also, SEZ employees could receive a kickback in 52 million rubles during the construction of a new children’s clinical hospital in Chita (general contractor – “House 2000”).
— It was established that from June 2021 to April 2022, a representative of Consultingplus LLC transferred bribes in installments in the amount of more than 6 million rubles to the managers of the State Public Institution “Single Customer Service.” The reward was transferred for assistance in bidding and further construction of the Trans-Baikal State Puppet Theater “Far Far Away Kingdom”, two multi-apartment residential buildings for displaced people from emergency housing and orphans in the regional center, as well as a school-kindergarten in the village of Mogzon, Khiloksky district, says in the message.
In addition to the fine, the company must also reimburse the amount of the bribe. The court’s decision has already entered into legal force. Now the organization’s accounts have been seized in the amount of 48.2 million rubles. The criminal case against the bribe-giver and bribe-taker is in the final stages of investigation. According to the Kontur.Focus service, Consultingplus LLC is engaged in the construction of residential and non-residential buildings. The founder of the company was Zhamsaran Batuev, who is now also the director and owner of Buryatproektrestavratsiya LLC. This company is building a Puppet Theater in Chita. The school in Mogzon and houses for orphans were built by another, no less scandalous company from Buryatia – “House 2000”.

Former heads of the State Institution “Single Customer Service” of the Trans-Baikal Territory, accused of receiving bribes together with Guslyakov, Vladimir Imekov and Vitaly Chumakov, had their imprisonment in the pre-trial detention center extended for another 2 months – until November 1. Imekov during the court hearing told the judge about the desire to go on a special operation. Chumakov noted that “he himself is interested in establishing the truth” and did not admit his guilt. […]
In the summer of 2021, the Investigative Committee of Buryatia opened a new criminal case against the now former head of the UKS. Mr. Guslyakov was suspected of abuse of power and official forgery. Moreover, the matter concerned the scandalous story of bidding for the construction of the same oncology clinic, the oddities of which “Number One” repeatedly reported. However, in the end the case did not even come to court. During the investigation, Mr. Guslyakov’s actions were reclassified as “Negligence,” after which the case itself was closed due to the expiration of the statute of limitations.
Another criminal case against Viktor Guslyakov was initiated in the Trans-Baikal Territory, where in 2021 he became deputy director of the Single Customer Service. He was accused of negligence in concluding two government contracts for the construction of housing for orphans totaling more than 300 million rubles. In this case, in February 2023, the court found Viktor Guslyakov guilty and sentenced him to a fine of 100 thousand rubles.
