Ilham Nasibullin “cloned” 133 million rubles to the left.
The process on the “case of the Ministry of Emergency Situations of Tatarstan” in the Babushkinsky District Court of Moscow ended with a guilty verdict. Former Deputy Head of the Ministry of Emergency Situations in the Republic of Tatarstan Ilham Nasibullin received a term of 8 years and 6 months in a penal colony, participants in the process told Realnoe Vremya.
The director and beneficiary of the ODS RT company, Lenur Zinnatullin, received 7 years and 6 months in prison, and the deputy director of the same company, Ilnar Gimadiyev, received two years less.
On August 31, a debate on this case took place in the Babushkinsky Court, in which the prosecutor requested a more lenient punishment for Nasibullin – 8 years in a penal colony with a fine of 940 thousand rubles, for Zinnatullin – 6.5 years and a fine of 900 thousand, for Gimadiyev – 6 years in prison with a fine of half a million rubles. The latter was taken into custody in the courtroom, having canceled house arrest. Gimadiyev is the only defendant who pleaded guilty at the preliminary investigation stage. In court, all three denied their involvement in the fraudulent embezzlement of budget funds from 21 to 118 million rubles (depending on the role of each). In the last word, they asked for justification.
Recall that the trio of Tatarstan defendants were accused of embezzling budgetary funds in 2014-2020 by concluding agreements between enterprises of the republic with a business clone of the state Search and Rescue Service – the company “ODS RT”, which, according to the Investigative Committee and the prosecutor’s office, used the forces and means of the PSS with permission from the leadership of the ministry. Each of the accused was presented with his own amount of the stolen money. The largest – 118 million rubles – to Nasibullin, the smallest – to Gimadiyev: 21 million. At the same time, an unidentified organizer of theft also appears in the charge, with whom the organizing group stole 133 million rubles.
As a result, for ODS RT LLC “conditions conducive to making a profit were provided”: equipment, material and technical base and human resources were transferred for free use. According to the materials of the case, the company ODS RT received more than 161.6 million rubles. income, while the GKU PSS RT “did not receive a similar profit.” Subsequently, the amount of damage in the criminal case was recalculated and amounted to 133 million rubles. The former deputy minister pleaded not guilty. Ilham Nasibullin stated that he did not provide patronage to the UDF RT. At the same time, the official did not rule out that employees of the Ministry of Emergency Situations could indeed earn extra money in commercial companies in their free time from their main service. The defense of the leaders of the UDF RT insisted that the company received income for the services actually rendered, which were not within the competence of state structures.
The former deputy minister was also accused of stealing 950 thousand rubles from the mother of his former colleague Bakirov, who also managed to steer the ODS RT company, but in the main case received the status of a witness. According to the IC, Nasibullin demanded money, promising to return it to the company’s cash desk, but he was not going to do this.
As Realnoe Vremya found outthe company that was exposed in the criminal case is still working, and the leadership of the republic does not see any damage to the budget in this story.
