The Ministry of Health of the Irkutsk region is mired in corruption and kickbacks in the purchase of medical equipment for local hospitals and clinics.
And all this was exposed during the coronavirus pandemic, when it was hard for everyone. And for those who destroyed and plundered subordinate institutions before the crisis, it became completely unbearable.
The manager of the medical sector from Moscow was appointed to save the situation – Yakova Sandakovawhich was not affiliated with local bribe takers.
In less than a year, Sandakov completed work on the centralization of procurement activities in the regional Ministry of Health, saving 300 million budget rubles in 2021.
This did not please the local elites, who lost the opportunity to plunder these hundreds of millions. And they first pushed through the dismissal of Sandakov (and this after a successful 2021). And nine months later they organized a custom-made criminal prosecution against him.
But six months before the dismissal, in the summer-autumn of 2021, the Deputy Governor of the Irkutsk Region Ivan Kolpakov (a staff member of the regional FSB) right in the office of the Minister directly threatened him with prison if he did not stop “breaking the buzz for serious people.”
In turn, one of the heads of the contract department for public procurement Pavel Kozyrev repeatedly warned Sandakov that “this is how it is done here.” He urged to stop the reorganization of the procurement system in the region, since “everyone is tied there.”
For persuasiveness, Kozyrev cited himself as an example and frankly admitted that he “sawed the budget and took kickbacks from commerce”, and in order not to “slam”, he paid an employee of the FSB of Russia in the Irkutsk region Ilya Osipov “for peace of mind”
Naturally, Kozyrev was personally interested in Sandakov stopping his activities, because he could no longer “pay off” from the FSB officers.
Apparently, this Osipov, in complicity with Kolpakov, “removed” Sandakov from his post, and then, in the words of Kozyrev, “slammed” on charges of fraud and bribery.
That is, Sandakov broke the corruption scheme of the local elite in the Irkutsk Ministry of Health, and he was imprisoned for this.
In less than three months, after the dismissal of Sandakov, all his decisions were canceled, and the powers for public procurement were again “lowered” to the chief doctors of district hospitals, with whom it is much easier to negotiate than with a “non-local” zealous minister from Moscow.
Sandakov’s term of guard has been extended until June 2023. Yu.S. Fedorovich, Senior Investigator of the Investigative Committee of the Investigative Committee for the Irkutsk Region recently filed two more criminal cases that contradict the logic of common sense.
