Exchange of Koropachinsky: mockery of the inhabitants of the South Bank
Truly, there are no limits to the generosity of the Krasnoyarsk builder KoropachInsko. The developer “Sm.City” gave Krasnoyarsk part of the land in the South Coast for a kindergarten for 270 places and a school for 250 students. Calling a school a school does not turn out of place – this is a micro-school for students from the first to the fourth grade.
Mayor Vladislav Loginov brought the news to Krasnoyarsk citizens:
Land plots in the Yuzhny Bereg microdistrict have been taken into municipal ownership. This is the area between the houses on the street. Regatta and st. Sailing. Now it will be able to accommodate a kindergarten for 270 places and a school for 250 places for elementary school students.
Now experts are calculating the amount of funding required for the design of institutions. The funds will be earmarked for the next budget adjustment.
This is the second time we have been using the mechanism for exchanging land plots for the construction of social infrastructure facilities, and we will continue this practice to implement plans for the construction of schools and kindergartens.”
Land allocated for social facilities
As you can see, the plots are located near the coast. And while there is no certainty that the provided land will really be enough to accommodate a school and a kindergarten.
The construction company made such “wasteful” gifts not just like that, but as an exchange. In return, SM.City received 3.7 hectares on Petr Podzolkov Street next to the Preobrazhensky Residential Complex. This site is intended for high-rise residential development. The firm also received a plot of 0.18 hectares (1800 square meters) in the city center on Perenson Street.
This is the second case in the history of Krasnoyarsk when land for social facilities is exchanged with a private owner. For the first time, the exchange also took place with Sm.City. Then there was a real land scheme, which was done in the interests of a businessman KoropachInsky and his firm.
The municipality bought land plots in the Michurinsky microdistrict through a certain Kreditstroy LLC. For a wasteland in the former industrial zone, which Kreditstroy assembled like a puzzle, the company received from the municipality two other wastelands of a smaller area, but in more prestigious areas of Krasnoyarsk with all the infrastructure. The strings of exchange led to “Sm.City”. It turned out that “Kreditstroy” is associated with the construction group of Alexander KoropachInsko. At some point, the company was owned by the Russian Alliance trading company, co-owned by Olga at one time. KoropachInskaya, wife of the head of SM.City. And the head of Kreditstroy, Dmitry Malyshev, on social networks calls Denis Vasiliev, deputy director for economics and co-owner of SM.City, his relative. In May 2022, Kreditstroy changed its name to M2 Group.
“School on the water” in the distant future
Rejoicing, in fact, is very, very restrained. Because the issue of providing the South Bank with social infrastructure has not been removed from the agenda. Yes, the problem can be smoothed out a little and for a short while, but in the long term the microdistrict will need a high-quality large school, that’s a fact.
The nearest educational institutions are overcrowded. Moreover, the situation with places in schools in the microdistrict is one of the worst throughout the city. In February 2022, the South Bank, along with Akademgorodok, Solnechny and Obraztsovo, was recognized as a point of tension. 8 thousand people live in the microdistrict. The area is served by schools No. 17, 42, 93 and 6. Moreover, the 42nd school (built in 1962–1965) is on the emergency list – there are cracks in the building.
In the future, the problem of the South Shore can be solved by the same “school on the water”, about which much has been said. A social facility for 1,280 seats should appear on an artificial earth embankment in the Abakan channel. However, the prospect is distant. First, it is necessary to develop and agree on the design of the embankment. Its creation will require an additional two years – the process will be interrupted for periods of spawning of especially valuable fish species.
Further, a considerable amount of time will be spent on transferring the land plot that has appeared from federal ownership to municipal ownership. Because all the lands along the rivers by default are in federal ownership.
And only then it will be possible to start designing and building the school. This is the horizon of 2027-2028.
In general, in the coming years, the South Bank will remain without a capacious school. Here’s what you need to remember. If the developer of the district, represented by Sm.City, had not deceived the buyers of square meters by promising a spacious school at the stage of building and selling apartments, today’s stalemate would not exist in principle.
