In Petropavlovsk-Kamchatsky, the court issued an indictment sentence on the high-profile criminal case of medical functionaries Valery Karpenko and Leonid Mintsev. Both defendants received real terms.

Valery Karpenko previously held the position of Deputy Chairman of the Government of Kamchatka, Leonid Mintsev headed the department of the state institution “Kamchatka Regional Financial and Analytical Center in Healthcare”.

The former deputy chairman was accused under two articles of the Criminal Code of the Russian Federation: 290 (taking a large bribe) and 285 (abuse of official powers by a person holding a public position in a constituent entity of the Russian Federation). Mintsev was also charged with taking bribes and abuse of power. The case was investigated by the investigative department of the Russian Investigative Committee for the Kamchatka Territory.

By versions of the investigation, in 2016, Karpenko and Mintsev received a bribe from the director of a commercial company in the form of building a water supply network for private houses in the Termalny settlement. The cost of the work amounted to 360 thousand rubles. In exchange, according to investigators, the defendants patronized the entrepreneur during the construction of “other health construction facilities.”

In addition, in the spring of 2017, the defendants in the criminal case, without carrying out the necessary competitive procedures, attracted a merchant to carry out work “on the reconstruction and repair of non-residential premises, after which they organized the purchase of the said building at the expense of the regional budget for a medical facility.” The contract amount exceeded 46 million rubles. Part of the money for this deal was redistributed from the budget allocated for the construction of the regional hospital. The investigation concluded that through the fault of the defendants, 20 million budget rubles were unreasonably spent.

By a court verdict, Valery Karpenko was sentenced to imprisonment for a term of five years to be served in a strict regime colony with a fine of 1,800,000 rubles. Leonid Mintsev was sentenced to four years’ imprisonment in a strict regime colony with a similar fine.

As specified in the press service of the court of Petropavlovsk-Kamchatsky, the verdict has not entered into force and can be appealed.

As Kam 24 news agency reported, the criminal case between Karpenko and Mintsev was considered in court for the second time. The first process began in October 2020. In December last year, Judge Sergei Isenko acquitted the accused. However, the prosecutor’s office appealed the verdict. Last February, the regional court canceledsending the case for a new trial in the new composition of the city court.

Valery Karpenko is 69 years old. For a long time he headed the department of ultrasound and radioisotope diagnostics of the Kamchatka oncological dispensary, then he was elected a deputy to the regional parliament, in 2008 he moved to work in the regional government, where he oversaw medicine for ten years as deputy chairman.

“According to the defense, the water supply network, which the defendants are charged with in the form of a bribe, is part of the existing main municipal water pipeline between the villages of Termalny and Paratunka, built in 2016-2017, which passes by the land plots of Karpenko and Mintsev, providing two recreation centers with cold water, a nursing home and a number of individuals’ homes. The water pipeline was built according to the project documentation and put on the balance sheet by the Paratunsky MUP. In 2016, Karpenko and Mintsev, along with the rest of the residents of the village, independently connected to this water supply according to the technical conditions obtained from the Paratunsky Municipal Unitary Enterprise, having paid for the work of connecting a third-party organization to the main water supply.

As for the purchase and sale of the building to create a branch of the polyclinic in the Severo-Vostok microdistrict, the defendants had nothing to do with the formation of the price of the constructed object, the management of the polyclinic was engaged in its acquisition. The main witnesses for the prosecution in this criminal case are the persons who have concluded a deal on cooperation with the investigation,” says Valery Karpenko in a letter. — Inset K.ru
