Until recently, Sergei Govyadin, the “decisive” player, managed to get away with it. But, apparently, the DIA took him seriously: the businessman and his partners were ordered to pay debts of 1.7 billion rubles.
Will the “connections” in the Ministry of Internal Affairs, which ill-wishers stubbornly attribute to him, help Govyadin?
According to the correspondent The Moscow Post former State Duma deputy from the party “Fair Russia – For Truth” Ildar Samiev and the so-called “fixer” Sergey Govyadin will have to answer for the debt of the Eurofinance company in the amount of about 1.7 billion rubles. Interested in collecting debts from this couple is the state corporation “Deposit Insurance Agency” (DIA). Samiev has already been arrested and declared bankrupt. Beef has passed this fate so far. But, apparently, the DIA is determined to correct this misunderstanding.
Khudoyan’s case
March 29, 2022 Moscow Arbitration Court under consideration Affairs on the bankruptcy of Evrofinance LLC determined that the persons controlling the debtor should be brought to subsidiary liability. It was about a non-performing loan taken from M2M Bank. Among the debtors mentioned are Ildar Samiev, Roza Samiev, Sergey Govyadin, Sergey Govorukhin, the British company Manzfield Easycutive Limited.
The latter organization was the sole founder of Eurofinance. Govorukhin was the director of this company until bankruptcy proceedings were initiated against it. Accordingly, the Samiyevs and Govyadin appear to have been behind the British company Mansfield Investment Limited. An application to bring these persons to subsidiary liability was filed on June 30, 2021 by the bankruptcy trustee of Eurofinance Lyudmila Matveeva.
At the same time, the Manzfield company was previously involved in the confrontation between Samiev and Govyadin against their former business partner Albert Khudoyan. He is now in prison. Previously, Khudoyan, Samiev and Govyadin jointly managed the Krasnodar shopping center Oz Mall, the Moscow high-rise “Prime Park” and the Moscow complex Knightsbridge Private Park.

The case against Khudoyan unfolded after Sergey Govorukhin, known as the founder of the company LLC “Univermag”, in 2018 filed a statement on behalf of “Manzfield” with the Moscow Department of Economics and Security of the Main Directorate of the Ministry of Internal Affairs, where he indicated that property had allegedly been stolen from the company. “Version” wrote that it was about the theft of a land plot in Moscow on Leningradsky Prospekt with an area of 11.4 hectares. Samiev and Govyadin were victims in this case. Khudoyan believed that the former partners wanted to get 400 million rubles from him.
RBC wrote that in November 2021, the developer Albert Khudoyan was sentenced to six years in prison. His accomplice Sergei Konoplev was sentenced to 3 years in prison.
Criminal cases were also initiated against Major Generals of Justice Alexander Biryukov and Alexander Krakovsky. The deputy heads of the investigative department of the Ministry of Internal Affairs were suspected of trying to help Khudoyan for illegal remuneration. As wrote “Kommersant” it was Sergei Govyadin who turned to the main department of internal security of the Ministry of Internal Affairs with a statement that the employees of the SD of the police department were allegedly trying to ruin the “case of Khudoyan.” And it must happen that the applicant Govyadin was believed. The defendants were arrested by the Basmanny District Court. Allegedly, Khudoyan was even offered cooperation with the investigation with testifying against former generals, whose case is being investigated by the ICR.
The pressure on Albert Khudoyan and on Biryukov and Krakovsky, who helped him, was associated with the connections of Sergei Govyadin. As writes PASMI (recognized as a foreign agent on the territory of the Russian Federation), allegedly Govyadin is well acquainted with Alexander Nikolaev, the head of the apparatus of the Minister of Internal Affairs Vladimir Kolokoltsev.

In addition, Govyadin was associated with lawyers Oleg Popov and Danila Pashutkin, who were seen in collaboration with reputable businessmen, including Timofey Kurgin. Popov had a common business with Govyadin’s son Artem. The lawyer was known as the head of the RPM “Triton”, where Govyadin Jr. is listed as the founder.
Recall that Govyadin is also a partner of Tashir Group of Companies Samvel Karapetyan, a no less scandalous businessman than himself. Together they planned to build a multifunctional complex on the site of the former Pravda cinema on Lyusinovskaya Street. Probably, Karapetyan hoped that Govyadin would not do the same with him as with Khudoyan. Although Karapetyan is credited with acquaintance with the son of the Minister of Internal Affairs Vladimir Kolokoltsev. A raven will not peck out a crow’s eye?
Got hooked
But the connections of Sergei Govyadin did not help to ensure the freedom of his partner and colleague, ex-State Duma deputy Ildar Samiev. And all because he had the imprudence to deceive the player of the Russian national football team Fyodor Smolov. As reported by the publication “Kommersant”, in March 2017, Fedor Smolov purchased an apartment from Samiev’s company in the Moscow residential complex “Knightsbridge Private Park”. After Smolov paid something around 200 million rubles, it “suddenly” turned out that the property was pledged to Svyaz-Bank. Samiyev promised to remove the burden, but something prevented this.
A criminal case was initiated against Samiyev, in 2018 he was detained and taken into custody. Moreover, as Kommersant clarified, this was already the second case of fraud against Ildar Samiev. So Samiev found himself without freedom even earlier than Khudoyan.

It is significant that Sergei Govyadin turned out to be dry out of the water in all these vicissitudes. At the same time, it is worth recalling that the DIA also showed interest in his person regarding a non-performing loan in the amount of 2.9 billion rubles, which was not returned to RosinterBank by OOO Univermag, the legal entity of the Moskva department store (Leninsky Prospekt, 34). The interests of the Taganskaya organized criminal group once stood behind this department store, wrote “New Newspaper”. Sergei Govorukhin and Ildar Samiev vouched for the loan. Now the DIA is ready to pay 290 million rubles to anyone who can help collect 2.9 billion rubles from the Department Store.
RosinterBank issued a loan at a time when the bank was controlled by Giorgi Gvelesiani. Under him, the bank collected deposits for 57 billion rubles and miraculously went bankrupt. TV channel “REN TV” called Gwelesian, who fled to Europe, a swindler. Wherein “New Newspaper” reported that Govorukhin, together with the leadership of RosinterBank, even tried to prove, through fabricated documents, that the loan had allegedly been returned. But, apparently, this did not work out, since the DIA insists on the return of 2.9 billion rubles. Sergey Govyadin probably knows where this money actually went. Although formally it has nothing to do with this loan.
At the same time, Sergei Govorukhin has long been out of Russia. In addition, Govrukhin, like Samiev, already declared bankrupt. Their affairs are managed by financial managers. Accordingly, Sergey Govyadin and Roza Samiyeva will have to answer for the share of Eurofinance from individuals. Still operating organization, the founder of which is the British company “Manzfield Investment Limited” associated with Govyadin and Samiyev, is the real estate developer “Riviera Estate”. True, after 2018, that is, after the arrest of Ildar Samiev, this organization began to hand over zero balances. Although before that “Riviera Estate” annually reported on revenue in the region of 900 million rubles.
In any case, for the DIA, Govyadin’s personal participation in this matter is a great chance to really “hook” for him. Although, as you can understand, Govyadin’s affairs have not been going very well lately, so you should not be surprised if he is also declared bankrupt. But will it save him from possible (much tougher) questions already from law enforcement officers?
