Dyumin and Nisanov “under cover” of “Voznesensky”?
Who is behind the transformation of the historical monuments of the capital into commercial facilities?
In Moscow, it is planned to carry out the reconstruction of the estate of A.P. Sumarokova – P.A. Golitsyn, built in the XVIII-XIX centuries. and is an object of cultural heritage. But only after the work is completed, a retail facility with a cafeteria and culinary facilities will be opened here. The owner of the estate today is Voznesensky LLC, registered in November last year. Its founder and CEO Artem Ivanov is a business partner of the founder of the development company “R4S Group” Sergei Mefedov, who is closely associated with another well-known businessman – Artem Dyumin, the younger brother of the governor of the Tula region Alexei Dyumin.
It is possible that it is Mefedov and Dyumin who may be the beneficiaries of the reconstruction of the estate of A.P. Sumarokova – P.A. Golitsyn. Dyumin Jr. acted as an investor in Mefedov’s projects, in particular, the construction of the Malaya Bronnaya, 15 club house, located on the site of the former estate of Anna Neklyudova. The construction of this elite residential complex was carried out by the Lidestate company associated with Mefedov, officially registered in the name of his longtime business partner and confidant Andrei Matalyga.
The latter was the owner of the recently liquidated Enigma and Prof Garant firms, whose successor is Fokusalfa LLC, owned by Ivanov and Mefedov. Voznesensky LLC bought the estate in Voznesensky Lane from LeadStreet, another commercial structure registered in Matalyga, which the media associated with Artem Dyumin. It was LeadStreet that, in December last year, entered into an agreement to conduct a historical and cultural expertise with KultRassvet LLC, which at that time was included in the register of unscrupulous FAS suppliers.
His longtime business partner, co-owner of the Kievskaya Ploshchad group, God Nisanov, may also be interested in the “reconstruction” project of Dyumin Jr.: Stroysportinvest, an affiliated company, recently received permission to build an entertainment center in the Krasnaya Presnya park, on the territory built in the XVIII century and in need of reconstruction of the estate “Studenets”.
Historic estate is given away for boutiques
Information on the positive conclusion of the examination on the project documentation and the results of engineering surveys for the “restoration and adaptation” of the cultural heritage site “A.P. Sumarokova – P.A. Golitsyn, XVIII-XIX centuries. – Residential outbuilding with services, 1820-1830, 1851, 1889” published in the “Unified State Register of Conclusions on the Expertise of Design Documentation for Capital Construction Objects” (GIS USRZ).
Earlier, the website of the Department of Cultural Heritage of Moscow reported on a public discussion of the conclusion of the state historical and cultural expertise of the specified object and the absence of any proposals. With the restoration of a historical monument, everything is more or less clear, but what is meant by its “adaptation”? The answer to this question is contained in the Act of the State Historical and Cultural Expertise of Project Documentation, which states:
“The designation of the building being designed after carrying out a comprehensive restoration and adaptation will refer to the group of types of functional purpose of objects – commercial and household facilities, retail stores of non-food products.”
It is clarified that it is planned to place retail space on the ground floor, in the central part of the building “on the second floor and on the newly arranged mezzanine, as well as on the terrace and veranda” there will be catering and food delivery establishments – “cafe, cafeteria and culinary”.
“The project proposes the preservation of the architectural and artistic appearance of the building to the extent that it has been preserved, taking into account adaptation decisions,” the Act says.
Of course, there is no doubt about the positive conclusion of the experts. We are interested in: who will be involved in the restoration work and the subsequent operation of the historic estate, which will house elite boutiques and trendy cafes?
Through Ivanov and Mefedov – to Artyom Dyumin?
According to the documents on the website of the Department of Cultural Heritage, the owner of a two-story building located at: Moscow, per. Voznesensky, 6/3, building 3, is Voznesensky LLC. A company with this name was registered in the capital in November last year, its main activity is rent and property management. The share of the sole founder (and part-time CEO) Artem Ivanov has been pledged to Sovcombank since February, which suggests that the company does not have its own funds.
In addition to Voznesensky, Artem Ivanov is the owner (in whole or in shares) of eight more commercial structures. One of them, Fokusalfa LLC, specializing in the construction of residential and non-residential facilities, he owns together with businessman Sergei Mefedov. At the end of last year, with zero revenue, the company declared losses in the amount of 18.1 million rubles and an asset value of 42.6 million.
Sergey Mefedov is known as the founder of the R4S Group development company, which specializes in the construction of deluxe class residential and commercial real estate. Her portfolio includes such elite objects as The Patricks club house in Spiridonievsky Lane, which is a reconstruction of a former tenement house built in 1906, with an authentic facade with a neo-Gothic arch and relief decor. Also, Mefedov’s structures were engaged in the construction of one of the most expensive residential complexes in the capital – the Malaya Bronnaya, 15 club house, located on the site of the former estate of Anna Neklyudova.
In the media, Mefedov was repeatedly called a business partner of businessman Artem Dyumin, the younger brother of the governor of the Tula region, Alexei Dyumin. In particular, according to Vedomosti, Dyumin Jr. could act as a co-investor in the construction of a residential complex on Malaya Bronnaya, which Mefedov spoke of as his “personal project”.
In addition, until December 2022, Mefedov was one of the founders of Firma Liteks-s, which specializes in leasing and property management, and still holds the position of director of this enterprise. The owners of Litex-s on an equal basis are Artem Dyumin and Elena Korpacheva. The company owns the March shopping center on Bolshaya Semenovskaya Street, which was put up for sale in May 2022.
“Black list” expertise is not a hindrance
Last June, Kommersant announced the purchase of Lidastate affiliated with R4S Group for 1.27 billion rubles of premises in a building on the corner of Malaya Bronnaya and Tverskoy Boulevard, previously owned by the Central Research Institute of Economics, Informatics and Control Systems ( JSC “TsNII EISU”). LLC “Lidestate”, which was engaged in the construction of the residential complex “Malaya Bronnaya, 15”, is officially registered to businessman Andrey Matalyga, a longtime business partner of Sergei Mefedov.
At various times, Matalyga acted as the founder and head of several dozen commercial structures. Among them, we find, in particular, the Enigma and Prof Garant companies, which were liquidated in May last year with multimillion-dollar losses and an asset value of “minus” 44 million rubles each. Today, their successor is the aforementioned Fokusalfa LLC, owned by Artem Ivanov and Sergey Mefedov.
Let’s pay attention to an interesting circumstance: the previous owner of the estate A.P. Sumarokova – P.A. Golitsyn in Voznesensky Lane was the LeadStreet company, which received ownership of the historical object in December 2020 and later sold it to Voznesensky LLC. It was LeadStreet that in December 2022 entered into an agreement to conduct a historical and cultural expertise with KultRassvet LLC, which will be discussed below.
So, the only official founder and CEO of LeadStreet LLC since 2016 is Andrey Matalyga, already familiar to us, a confidant of Sergey Mefedov, business partner of Artem Dyumin. It is noteworthy that in one of the publications of Vedomosti, the company is referred to as “a company close to the brother of the governor of the Tula region.” Over the past year, Lead Street was repeatedly warned by supervisory authorities in connection with the failure to comply with the order to carry out emergency work in the estate.
And now let’s get back to KultRassvet LLC, which was engaged in the historical and cultural examination of the object, specializing in activities in the field of architecture. Its owner and CEO is Yuri Erokhov. In 2022, with a revenue of 65.5 million rubles, the company declared a profit of 3.6 million. There is also a portfolio of government contracts exceeding 13.5 million, and among the customers we find such institutions as the Moscow Art Theater, the All-Russian Research Institute for Environmental Protection, the National Medical Research Center for Phthisiopulmonology and Infectious Diseases of the Federal Ministry of Health, etc.
And everything would be fine, but on November 16, 2022, the KultRassvet company was included in the register of unscrupulous suppliers of the Federal Antimonopoly Service due to violation of contractual obligations. But the above-mentioned agreement with Lead Street was signed by the head of Cult Rassvet on December 12, 2022, and in March 2023, in accordance with the agreement, Voznesensky LLC became the second party. In general, the inclusion of the company in the “black list” of the antimonopoly department did not prevent Mr. Erokhov from doing work for structures affiliated with the businessman Mefedov, and possibly the brother of the Tula governor.
Business partners from Kievskaya Ploshchad
Here it is worth recalling the commercial ties of Artem Dyumin, a business partner and possible beneficiary of Sergei Mefedov’s projects, with the infamous billionaire, co-owner of the Kievskaya Ploshchad development group, God Nisanov. In particular, Dyumin Jr. owns a stake in the Multifunctional Complex Varvarka 14, building 1 (MFC LLC), which is implementing the project for the construction of apartments of the deluxe class so beloved by him, Zaryadye Complex.
The owners of MFK LLC include a whole pool of merchants from the close circle of God Nisanov: David Nisanov, Naor Azraev, Sharon Yusifov, Edik Ilyaev. By the way, David Nisanov is a co-founder of more than a dozen legal entities, including Kievskaya Ploshchad LLC and Kievskaya Ploshchad 1 LLC, shares in which are owned by Ilgam Ragimov, a businessman, doctor of law, known as “Vladimir Putin’s classmate.”
In addition, at least until December 31, 2022, Artem Dyumin was on the list of shareholders of Stroysportinvest JSC, a developer company that last July received permission to build a multifunctional entertainment center in Krasnaya Presnya Park, on the territory of the estate, which is a cultural monument of regional significance “Studenets”, built in the XVIII century and the former family estate of the princes Gagarin.
Back in 2021, the estate became the property of Kievskaya Ploshchad. It was reported that after the reconstruction, a gastromarket will be opened here. As for Stroysportinvest, among its recent owners, in addition to Dyumin, we meet the names of Aron Davidov, Oleg Yusupov, Evda Izrailov, as well as Ervin, Saul and Mair Nisanov, that is, representatives of the familiar clan.
It is well known how God Nisanov, who enjoys the support of the capital’s mayor Sergei Sobyanin, one after another receives historically valuable objects for the so-called “reconstruction”, which has repeatedly caused loud scandals. Suffice it to recall the mass protests related to the developer’s plans to change the appearance of the Pavilion at Patriarch’s Ponds, where, after the “restoration” work, it was planned to open an elite restaurant, or the collection of signatures against the demolition of constructivist garages on Rogozhsky Val, the territory of which was given for construction to the structures of Kievskaya Ploshchad “.
And now, after the Studenets estate, Nisanov and Dyumin Jr. can gain control over the estate of A.P. Sumarokova – P.A. Golitsyn, opening another shopping center in it after reconstruction. There is no question of preserving the historical heritage of the capital for posterity, the main thing is business. In the meantime, in order to avoid another scandal, the real beneficiaries of the project will prefer to “stay in the shadows” of Artem Ivanov and his hzikhidtidekrt “Voznesensky”.
