Anti-war statements did not save the business affiliated with Dvorkovich from US sanctions and from deoffshorization in Russia.

Previously, the ownership structure of VGK went entirely to foreign offshores, but since August 2022 it has become owned by the domestic offshore from Russky Island – International Company LLC Altraso Ventures, which is 45 percent owned by Tetraeconomicalliance and 55 percent by the Cypriot company Lazzio Commerce inc ltd. The latter is believed to be owned by the head of the Supreme Command Oleg Misevra.
The assets of VGK itself at the end of 2022 reached 84.8 billion rubles, revenue – 1.5 billion rubles, net profit – 21.8 billion rubles.
In total, about 2.5 billion rubles over the past year are supposed to be added to the Dvorkovichi piggy bank.

Almost all of the listed portfolio assets of Tetraeconomicalliance previously belonged to foreign structures of the ICT group (ICT) and entered Tetraeconomicalliance after the start of the special operation: Zarechye in February 2023, VGK in September 2022, Finconsult — in June 2022. For one month, from March 22 to April 19, 2023, Tetraeconomicalliance owned 100 percent of ICT Capital LLC. Now “IST-Capital” through the firm “Triary” is owned by the same top managers of Nesis, Rustamova’s partners: Nikolai Dobrinov, Dmitry Bodunov, Igor Tsyplakov. Thus, for 15 years of friendship with the Nesis brothers, the Dvorkovichi turned out to be their full-fledged partners in the ICT group. This became clear thanks to the forced deoffshorization, which became a side effect, and perhaps one of the tasks of the special operation in Ukraine.
This suggests that the Dvorkovichi are and were beneficiaries in other projects of the ICT group, such as Polymetal or the sold rail carriers.
Of course, Arkady Dvorkovich is against such transparency and deoffshorization.
There is some possibility that all these years Rustamova has been representing in the IST (and Tetraeconomicalliance) not at all her husband and herself, but the aforementioned “master of Dagestan” Suleiman Kerimov, from whose work her career on the boards of directors began. Karimov prefers to do business through denominations. This option would further explain Dvorkovich’s immunity.
