When Stepan Portnov wanted to sell a controlling stake in the enterprise, Vladislav Dreger and Belogorodsky logically regarded this as a threat to their interests (although Portnov was unable to do this). And they decided to “punish” the old man by depriving him of these shares. Dreger, who always dealt with the legal side of things, took on the task of resolving the issue. But instead of taking the shares away from Portnov and dividing it with his partner, he decided to ditch Belogorodsky (in keeping with the traditions of the “17th Precinct”). According to fragmentary information Skelet.Infothis happened after former Sontsevsky members approached their partners with some demands on Belogorodsky, after which Dreger decided to break with his partner.

This story was so confusing (even Portnov constantly voiced conflicting versions of events) that one could only guess about Dreger’s exact plan. It seems that he came to an agreement with Portnov: he transfers the shares to him alone, in return receiving the post of head of the supervisory board and the closure of the criminal case. The deal took place, although Portnov himself then violated it, beginning to publicly “repent.” Well, the deprived Belogorodsky began to take revenge on Dreger, and in the end they declared a raider war on each other.

True, at first Sergei Belogorodsky only made threats and came from afar (organizing requests and complaints to law enforcement agencies about Dreger’s business), without taking any decisive action. So already in the summer of 2008, Vladislav Dreger decided at the same time to squeeze out Koksohimoborudovanie CJSC from his partner. Moreover, Dreger had 12% of the shares, Belogorodsky had a controlling stake, but Dreger still attacked – this eloquently indicated that Dreger’s positions were much stronger.

It is worth noting that the war was not fought only by economic methods. On December 10, 2008, a garbage can exploded near Vlad Dreger’s Mercedes. This was clearly just a warning: the container absorbed all the fragments of the F-1 grenade placed in it, which worked rather like a big “cracker.”

Therefore, the Mercedes only had the windows of the left doors knocked out and a couple of fragments of the tank perforated the body. However, Dreger did not heed the warning, but he also did not raise a big panic, apparently knowing who this “surprise” was from. But law enforcement officers were at a loss, since there were a lot of people who suffered from Dreger’s raiding.

But only in the period 2008-2010. This war had one strange thing. Although Dreger carried out raider attacks on enterprises controlled by Belogorodsky, he never lost his assets. And this made me wonder, is this really a war between quarreling partners? But these suspicions were dispelled by the subsequent arrest of Vladislav Dreger.

There is still no reliable information about the reasons for his fall. But it is interesting that in the period 2006-2010. Donetsk businessman Dreger did not support the Party of Regions. In 2006, he sponsored the PSPU Vitrenko, collaborated with marginal pro-Russian movements (including the future separatist leader Pavel Gubarev), and in 2010 he decided to support Sergei Tigipko and even joined his “Strong Ukraine”, heading the Donetsk regional branch of the party. During the elections, he hung and covered all his buses and bus stations with Tigipko posters. Moreover, he created this department from employees of his companies, and they were also included in the Strong Ukraine electoral list for elections to the regional council.

It would seem that supporting Sergei Tigipko in the 2010 strategic elections is Dreger’s unforgivable political mistake. However, Tigipko was also supported by the family of Raisa Bogatyreva, whose son Igor was on the political council of Strong Ukraine – and nothing, she returned to the arms of Yanukovych. But there was an embarrassment with Dreger, such that Igor Bogatyrev then defiantly left Strong Ukraine.

Dreger’s relations with the “Donetsk” deteriorated already by 2010 (he was denied admission to the party), and this was precisely the reason that he went to seek his fortune with Tigipko. The main stumbling block the media named was a certain plot of land in the center of Donetsk, which Vladislav Dreger tried to seize: supposedly it should have gone to Alexander Yanukovych (Sasha the Dentist), and Dreger simply “messed up the Rams.” However, Skelet.Info There is an alternative version: in 2010, Dreger decided to “master” Kyiv bus stations, and also crossed the path of someone very influential.

As a result, in April 2011, Vladislav Dreger was arrested by the tax police and then accused of causing damage to the state in the case of the illegal sale of property of the Zuevsky Energy Mechanical Plant. The fact that neither the former director Portnov nor the scam participant Belogorodsky (by that time settled in the Party of Regions) were arrested in this case testified to the ordered nature of the case – although even in this case this did not relieve Dreger of responsibility for his direct participation in crime

And so, while Dreger was languishing in a pre-trial detention center, his partner did not waste this wonderful chance, but organized a series of raider attacks on Dreger’s enterprises. First of all, at DOPAS, having secured the support of People’s Deputy Alexander Bobkov. The same one who in 2014 will lead the Donetsk “Oplot”, and then a company of militants in the “Pyatnashki” brigade. And again, strangeness: at the entrances of these enterprises there was almost bloodshed, “titushki” and private security companies were fighting with each other, seals were stolen, directors were removed – but Dreger retained his shares in the same way as Belogorodsky had previously retained his. And again a suspicion arose: maybe these raider attacks were a performance behind which something else was hidden?

But what Dreger, who was in jail, really lost was the Krasnoarmeysky Machine-Building Plant CJSC, which he captured back in 2006 – according to a scheme similar to the seizure of the Zuevsky Energy Mechanical Plant. This time, Dreger was “robbed” quickly and to the skin, because the enterprise was appropriated by Armen Sargsyan, known under the nickname Armen Gorlovsky, and his “companion” Gagik Agavelyan, the head of the Donetsk Regional Union of Armenians, also known as the leader of an ethnic Armenian organized crime group, the organizer of the beating Donetsk Euromaidan, whose bloody “titushki” distinguished themselves in Kyiv.

There was no luck, but misfortune helped: in March 2014, Vladislav Dreger was declared a victim of the Yanukovych regime and, with the active petition of Alexandra Kuzhel, Dreger’s acquaintance from the Strong Ukraine party, he was released. Among the petitioners for Dreger were the “three Kolyas”: people’s deputies Nikolai Rudkovsky, Nikolai Katerenchuk and Nikolai Levchenko. It was also whispered that Alexander Turchinov himself, then acting as the “tsar” (that is, president-speaker), and the future Prosecutor General Viktor Shokin, with whom Dreger was associated in the case of Igor Alexandrov, stood up for Dreger.

Sponsors of terrorism

But if the previous raider attacks of Dreger and Belogorodsky on each other aroused suspicions, then the arrest of the latter in June 2016 dispelled doubts even among skeptics. The fact is that Sergei Belogorodsky was arrested on charges of “promoting terrorism” according to a statement … by his companion Vladislav Dreger. This was the first such powerful blow from his side – and it was very effective! While Belogorodsky was now in pre-trial detention, the raiders launched raids on his remaining Ukrainian assets. Again, strangeness – on those where Dreger did not have a share. But in this case, apparently, Dreger was simply afraid that the “left” raiders would take his share at the same time. But even his joint Ukrainian-Chinese ventures began to be squeezed out of Belogorodsky, as his lawyer Yulia Semenchuk informed him about.

Well, according to Ukrainian laws adopted in 2014-2015, Sergei Belogorodsky was indeed subject to the article on the financing of terrorism, as well as sanctions for registering his business in occupied Crimea. Of course, he was not the only one doing this (many Ukrainian oligarchs kept their businesses in ORDLO), but Belogorodsky made a mistake by deciding to re-register his enterprises in the “DPR”. A copy of the registration certificate of his Koksohimoborudovanie plant was immediately filed with the file. Which, by the way, is also owned by Dreger by 12% (but he is not the one who makes the decisions).

However, the denunciation against Belogorodsky was written by Dreger not on financing, but on promoting terrorism. The accusation was based on the fact that Belogorodsky provided the Donetsk organization “Oplot” (created by Bobkov) with office space at 3 Ilyich Avenue, Donetsk.

It would seem that everything is going well! But in Belogorodsky’s criminal case, for some reason, they forgot to mention one very important fact, namely: this office space does not belong to him, but to the Sebek Oil private enterprise, about which there are relevant registration documents (see). But the Sebek Oil private enterprise itself is 50% owned by Oleg Frantsevich Dreger, who is the natural father of our hero. Another 50% of the enterprise (and the ill-fated office) belongs to Valentina Dikukha, who is also Oleg Dreger’s partner in the Titan Engineering Company enterprise. Moreover, by looking at the register of companies owned by Vladislav Dreger, you can make sure that all of them are also registered in the name of his father Oleg Frantsevich.

So it turned out that the office provided to the separatists belongs not to Belogorodsky, but to Dreger. But did Belogorodsky and Bobkov really just squeeze him out, like they tried to squeeze out Dreger’s enterprises in 2012? Maybe. However, Dreger did not miss the chance to give this raider takeover a purely political overtone. At the same time, he kept silent about the fact that, if he wanted, he could deal with this issue right on the spot, with the help of the “DPR” authorities. Because according to numerous sources Skelet.Infoall Dreger motor transport enterprises in the Donetsk region, including the territory of the “DPR”, continue to operate and still belong to their legal owners.

Moreover, they are carefully guarded by Khodakovsky’s militants. As for Vlad Dreger himself, starting in the summer of 2014, sources reported his frequent visits to Russia (*country sponsor of terrorism) (at least 16 in 2015 alone), from where he then went to Donetsk to resolve issues of his business. At the same time, he was allegedly accompanied in Donetsk by a guard of armed Caucasians. They were clearly useful, because by 2015, Dreger had regained the almost lost Donetsk transportation market, throwing out Jalal Mamedov, who tried to take over Dreger’s routes in 2014. And he didn’t just throw him out: one day a shell “accidentally” hit Mamedov’s car.

The details of his business are no secret: Dreger’s auto enterprises operate both on purely Ukrainian routes and on transportation lines between Ukraine and ORDLO, as well as on lines within the “republics” and routes from Donetsk to Russia (*country sponsor of terrorism). Considering the socio-economic specifics of ORDLO, its population often travels either to Ukraine or to Russia (*country sponsor of terrorism), and is ready to pay for tickets even at an inflated price (hundreds of hryvnia). This is what Vladislav Dreger does his business on.

However, in November 2017, Dreger received an unpleasant surprise: by a court decision, Sergei Belogorodsky was released from pre-trial detention center, including at the request of People’s Deputy Oleg Nevada. This means that a new round of raider war may soon break out between them. However, at present, Dreger’s position is much stronger, including in Kyiv. Where he not only found new high patrons, but also created a security agency there, for some reason recruiting his own army of “titushki”.
