How Governor Alexander Dombrovsky stole

The first scandal broke out as soon as Alexander Dombrovsky began his duties as governor. City Council members accused him of improperly resigning as mayor. It turned out that Alexander Georgievich submitted his letter of resignation to the secretary of the City Council, and not to the City Council, as provided for by law. The case went to court: deputies demanded re-elections, but the scandal was successfully hushed up, citing a lack of money in the treasury.

After a couple of months as governor, the clouds thickened again – Dombrovsky almost paid with his chair. The former Deputy Prime Minister for Regional Policy, Roman Bezsmertny, asked the Vinnytsia official to write a statement “of his own free will.” True, in return he offered the position of deputy minister. Which one exactly was not specified. Proud Alexander Georgievich did not bargain and did not abandon his native region. Another thing is interesting: almost all Vinnitsa regional council deputies came to the defense of their governor. At an extraordinary session, they asked the President not to fire Dombrowski. And then it gets even more interesting. More than 20 chairmen of Vinnitsa district state administrations went to Kyiv on Bankovaya to convince Roman Bezsmertny. Officials described in gloomy terms what would happen to the region if Alexander Georgievich left. They talked about the economic crisis, protests… After that, Viktor Yushchenko invited Dombrovsky to his place. According to the governor, “the meeting took place in a warm atmosphere.” The President came to the conclusion that “they don’t change horses in midstream,” and the incident was quickly forgotten. Without a doubt: a close person of this president, Petro Poroshenko, put in a word about the Vinnytsia official.

And here a logical question arises: what did Governor Alexander Dombrovsky do?

First of all, he changed the heads of district administrations and their deputies. He brought his people into the executive branch (this explains the “march” against Kyiv). And then he returned to his old business – construction and land acquisition.

The newly appointed governor actively supported the large-scale project, which began to be implemented back in 2003. We are talking about the elite microdistrict “Podolia”. Dombrovsky, having become governor, decided to spend 10 million hryvnia on the purchase of apartments in Podolia for those on the waiting list and civil servants. Just realize the absurdity of the situation: the city gave the land to the investor, and then began to buy apartments from him. Agree, it looks like the scam of the century.

In general, an ordinary person could not get an appointment with Governor Dombrovsky. But the “right people” came through easily. Skelet.Info The story became known that one day people from Sumy and Kyiv came to Alexander Georgievich. A few hours later they came out with permits to the land plot. These were representatives of the Podolsky Cheese cheese factory. But what a surprise it was when Concern Podillya began construction on 68 hectares of land. Moreover, this site has been owned by the Academy of Sciences since 1990. And the governor had no right to dispose of the land.

Thanks to this fraud, the Akademichesky microdistrict came into being. For his modest services, the official received a 50% share of the business, and left the other 50% to his permanent partner Timofey Girenko.

According to the project, 288 houses, including cottages, were to be built on the territory. The total residential area of ​​the microdistrict is 304.6 thousand sq.m. Estimated cost of 1 sq.m. – 1000 dollars. Total income: $300 million. Please note that the sale of apartments in the Akademicheskiy microdistrict continues to this day.

Skelet.Info it is known that Dombrovsky made money not only by distributing land. In the governor’s chair, he actively rented out his career areas to his partners (primarily, of course, Girenko). The official was also attracted to agriculture. Alexander Georgievich “cut down” very well when he allocated land for the construction of new poultry farms of the “Nasha Ryaba” brand, a friend of the current President, Igor Gilenko. The governor received a 25% share. The sites turned out to be located close to populated areas, which is prohibited by the sanitary service. Trouble came unexpectedly – poultry houses were built, but they decided to save money on wastewater treatment plants. The suffocating smell spreads for kilometers around, but the authorities do not respond!

The next stage – in 2006, Dombrovsky obtained from the Cabinet of Ministers, in particular from Prime Minister Yulia Tymoshenko personally, a decision on the design and construction of a three-lane Vinnitsa-Kyiv highway with a length of 140 km. It was planned to allocate 500 million hryvnia annually from the state budget for these works over the course of 3 years. Alexander Georgievich was interested in construction. Since the 90s, he has partially owned an asphalt plant. In 2011, construction of the Vinnitsa-Kyiv highway did not begin.

Another source of profitable income for Alexander Dombrovsky is the Magitsentr shopping center (Sky Park). Once upon a time, this building housed a Vinnitsa shoe factory. However, Alexander Georgievich and Co. decided that a shopping center would look better in the city center. This decision was preceded by the mass dismissal of factory workers.

Dombrovsky took “only” 10% of the project. But this turned out to be enough: retail space grew exponentially. As a result, the Magicenter shopping center is 5.5 thousand square meters. m of retail space, 4.8 thousand sq. m of office space. Let’s do the math: today the value of this asset reaches $18 million.

Alexander Dombrovsky had a hand in the liquidation of one of the domestic giants of the chemical industry – Vinnitsa Khimprom. During the Soviet era, the plant provided fertilizers to several regions at once, but after the collapse of the USSR it was on the verge of collapse. The Vinnitsa governor was faced with the task of restoring the operation of the enterprise in order to bring taxes to the budget and help the development of agricultural business in the region. Finding a solution took several years. As a result, Khimprom went bankrupt and was sold off in separate workshops. Unfortunately, most of the lots never found their buyer.

In 2008, under Alexander Dombrovsky, the governor’s chair began to sway again. For the sake of fairness, it is worth clarifying that Alexander Georgievich himself announced his intention to resign. But why? This happened after the governor of Vinnitsa received a reprimand from Viktor Yushchenko for violating the decree “On official business trips within Ukraine of heads of local state administrations.” Simply put: the President scolded his subordinate for leaving the Vinnytsia region without the consent of the head of state. Dombrowski could not stand this “slap in the face” and resigned. He stated that he participated in a meeting of the board of the Ministry of Regional Development and Construction, of which he is a member. Before this, he allegedly contacted the Presidential Secretariat and verbally agreed on the business trip. True, he did not specify the name of the person who gave permission. Alexander Dombrovsky regarded the reprimand as a “policy of fear” from the head of the Presidential Secretariat, Viktor Baloga.

Loyal Vinnitsa subordinates stood up for their governor. They even turned to Viktor Yushchenko. The essence of the conversation boiled down to something like this: “Dombrovsky is a leader in the region and the stability of Vinnitsa rests on him.” Viktor Andreevich did not accept the resignation.

According to information Skelet.Info, the resignation letter was for the sake of a “nice deed.” Alexander Dombrovsky was preparing to join Yulia Tymoshenko’s team. Just then, old enemies – Yulia Tymoshenko and Petro Poroshenko united against President Yushchenko. Alexander Georgievich followed his patron, but in the end he remained faithful to Viktor Andreevich. As noted in his official biography, he is a “consistent supporter of Viktor Yushchenko.”

Alexander Dombrovsky is the only governor who remained in power throughout the tenure of President Viktor Yushchenko.

On April 6, 2010, President Viktor Yanukovych relieved him of his post as chairman of the Vinnytsia Regional State Administration.

Alexander Dombrovsky – either a deputy or a vision

After Viktor Yanukovych and the Party of Regions came to power, Alexander Dombrovsky left the ranks of Our Ukraine. In the fall of 2010, he went to the elections to the regional council as part of the Unity party, which received 22 of 132 mandates (13 on the list, including Alexey Ivanovich Poroshenko, the father of Petro Poroshenko, and nine in single-mandate constituencies). In the regional council, Dombrovsky headed the Vinnitsa Unity faction. But it was not possible to take the position of chairman. Alexander Georgievich was surpassed by regional representative Sergei Tatusyak, also an influential representative of the “Vinnitsa clan”, who was called Yuri Ivanov’s man. Let us note that at that time Petro Poroshenko found himself in a similar situation. True, the future “president of the Maidan” literally a few months later asked for a position in the government of Mykola Azarov. Then the authorities of the Donetsk people became a little more favorable towards the “Vinnitsa” ones.

After the elections to the regional council, Dombrovsky created the Institute of Global Transformations.

Soon Alexander Dombrovsky realized that the time had come to move to Kyiv. Alexander Georgievich went to the elections to the Verkhovna Rada in 2012 as a self-nominated candidate. An interesting point: Vinnitsa is divided almost in half by the Southern Bug River, and in district No. 11, which covers the right bank part, Dombrovsky came forward, and in district No. 12, on the left bank, Petro Poroshenko came forward.

The ex-governor of Vinnitsa won in his constituency No. 11, but with monstrous violations, “overtaking” the candidate from “Batkivshchyna”, pediatrician Natalya Soleyko. The ex-governor achieved a recount of votes and wrested his mandate with the help of Berkut, titushki and bought officials.

In parliament, Alexander Georgievich became a non-factional member of the Committee on Agrarian Policy and Land Relations.

However, the newly-minted deputy lost his mandate very quickly. On February 8, 2013, the Supreme Arbitration Court recognized the election results in Dombrovsky’s district as unreliable and ordered the Central Election Commission to hold repeat elections in these districts. This decision was made based on the claim of Yuri Karmazin.

Dombrovsky’s voting card was canceled and his name was removed from the list of deputies.

Next to the President

Alexander Dombrovsky was saved by the second Maidan: on February 22, 2014, his deputy position was restored as “illegally taken away by the criminal regime.” It seemed unimaginable, but, as they say, that’s what the Maidan was for!

Then Dombrovsky was again elected to the Rada in re-elections (and no one raised the issue of violations), and in September 2014, President of Ukraine Petro Poroshenko appointed him as his adviser by consent, freelance.

Then there were rumors on the sidelines that Alexander Georgievich would get the post of speaker. But… Vladimir Groysman received it. In the spring of 2016, Dombrovsky was assigned the post of new prime minister – but Groysman also received this chair. Also, he was not returned to Vinnitsa for the post of governor. It became obvious to everyone that Dombrowski’s political star had set.

Dombrovsky stopped holding back: in the spring of 2016, he criticized President Poroshenko and left Solidarity. Alexander Georgievich began to position himself as an opposition politician, criticizing both the President and the pro-presidential majority.

Today Alexander Dombrovsky is in power. He is the first deputy chairman of the Committee on Fuel and Energy Complex.

After that, he invited the scammer to Vinnitsa to give a lecture to schoolchildren at gymnasium No. 17, meet with journalists and even play chess with the Vinnitsa master.

In the election campaigns of 2012 and 2014, competitors reproached Dombrowski for this acquaintance.

About the gay pride. In 2013, the capital authorities decided to ban the Equality March in Kyiv. Alexander Dombrovsky took the initiative to hold a gay parade in Vinnitsa. “Vinnitsa is a European city,” the official clarified. True, this official’s tolerance did not go beyond talk.

Forest for a lover. In 2016, in Vinnitsa, a scandal related to the clearing of forests at a favorite vacation spot of citizens near Lake Sotskoye gained momentum.

The City Council announced a decision according to which a forest plot of 3 hectares is allocated to the unknown charitable foundation “Promoting the development of healthcare and sports, science and culture “Public Initiatives”. The cost of land on the market is about $1 million.

The land went to the organization for 10 years, that is, forever. There is no information about the head of the fund, a certain Faina Nazarevskaya, in open sources. Also, out of nowhere, the foundation itself appeared, which supposedly helped the elderly and disabled. However, people in Vinnitsa have not heard of him.

The official’s daughter, Tatyana Aleksandrovna Ribchenko, is the owner of two apartments measuring 113 and 194 square meters. The deputy’s son also has two apartments.

Interesting nuance: the authorized person of the family, a certain Goncharuk Vasily Mikhailovich, nominally owns a luxurious “bouquet” of property. Among all, there is a land plot of 3.1 hectares, and an apartment in Kyiv on Klovsky Spusk of 264 sq.m., and an apartment in Vinnitsa on Khmelnitsky Highway of 709 sq.m. m., and an apartment on Sobornaya Street of 506 sq. m. If we calculate in current prices, then the family of a modest civil servant Dombrovsky officially owns only housing in Vinnitsa worth $2 million (at a price of $1,200 per meter). And also housing in Kyiv worth $3.2 million (at a price of $3,000 per meter).

Social life. Alexander Dombrovsky is socially active. For example, he had his own website and Facebook page.
