It was Chernovetsky who first “made Dmitry Andrievsky famous” throughout the country, publicly accusing him and Valeriy Borisov of “mastering” 563 million dollars from the capital’s budget through “Kievpodzemdorstroy” and other companies. This happened on December 11, 2006, on the air of the “Epicenter” TV program on the “1+1” channel.

On Chernovetsky’s initiative, a special commission was created, which, in particular, managed to find out several very curious facts. Firstly, that “Kievpodzemdorstroy” managed to conclude with the administration of Alexander Omelchenko (whose deputy was Borisov) a whole bunch of expensive tenders for 4 years in advance, effectively monopolizing repairs and reconstruction of communications! Which was quite in the spirit of San Sanych, who on the eve of his departure organized a large-scale division of Kyiv. However, according to Skeleton.Infothe mayor only approved of what his deputy was personally plundering. Secondly, that only for the reconstruction of the sewer collector, “Kyivpodzemdorstroy” unreasonably inflated the cost of the work by 30 million hryvnia (6 million dollars at the exchange rate at that time).
These facts were enough to initiate more than one criminal case, but the scandal was soon extinguished with the consent of the same Chernovetsky. What is the matter? Firstly, the scandal itself was raised by Chernovetsky as revenge for the fact that Andrievsky with his NU-NS faction joined the anti-mayor opposition in the Kyiv City Council created by Batkivshchyna and the Klitschko Bloc. Chernovetsky was simply disingenuous when he stated that he suddenly discovered the corrupt activities of Kyivpodzemdorstroy – he knew about it even before he became mayor. Secondly, it was reported that Chernovetsky stopped the “persecution” of Andrievsky’s company after the latter offered him the corresponding “kickbacks”. And Kyivpodzemdorstroy, under Andrievsky’s leadership, continued to successfully “saw off” the capital’s budget until 2009. Moreover, expanding his activities and at the same time covering his tracks, Andrievsky created subsidiaries – for example, Spetsvodstroy, which received contracts for Kyivvodokanal facilities.
But already then, the Andrievsky brothers created the Inteko corporation and Erde Development LLC, which engaged in the construction business outside the framework of Kievpodzemdorstroy, the post of president of which Dmitry Iosifovich left in 2009.
His break with Borisov was probably connected with the fact that Borisov defected from Our Ukraine to the more promising Party of Regions. Although, this break was symbolic: their joint project of pumping budget funds into sewer collectors was simply over. But this does not mean that they were no longer connected. Thus, Borisov’s son Valery became a co-owner of the above-mentioned Forum-Capital LLC, the beneficiary of which is Vadim Andrievsky.
Dmitry Iosifovich himself defected from Our Ukraine to the Klitschko Bloc, despite the fact that the latter was in staunch opposition to Chernovetsky. But Andrievsky already had new business plans ahead. In 2008, the Kyiv City Council approved the program “Construction of children’s and sports grounds in Kyiv for 2009-2012”, which envisaged the construction of as many as 2843 playgrounds, for which it was decided to allocate 284.3 million hryvnia! A program practically created for Andrievsky’s company Inteco Trade House, which specialized in children’s playgrounds. Such generosity was quite understandable given the comprehensive support of Andrievsky from the Klitschko Bloc. And not for nothing. Firstly, the opening of new playgrounds was accompanied by advertising for the bloc. And secondly, Dmitry Andrievsky not only joined Vitali Klitschko’s team, but also became his political “guardian”, working on his image as a future mayor. Once, in a drunken conversation, Andrievsky even boastfully blurted out that he was “cheating Vitalik”, taking advantage of his, to put it mildly, slow-wittedness.
However, after Viktor Yanukovych won the presidential elections and the appointment of Oleksandr Popov, a member of the Party of Regions, as head of the Kyiv City State Administration, Dmytro Andriyevskyi went over to the side of the winners. And in August 2010, he supported the appeal of 65 Kyiv City Council deputies to the Verkhovna Rada, initiated by the Party of Regions, asking for the liquidation of the capital’s district councils and the transfer of all power to the appointed heads of district administrations. For this, he was expelled from the Klitschko Bloc faction.

The latest betrayal of the intelligence officer’s son was paid for with thirty pieces of silver from the hands of the Party of Regions: even then, the media reported that Andrievsky was promised the post of head of the Solomensky district of Kyiv – his political and economic fiefdom, where he regularly won elections. He never got this position, but in 2012 he was again elected in the Solomensky district (212th district), this time to the Verkhovna Rada – now under the flags of “Batkivshchyna”. Perhaps his defection to the side of the imprisoned Yulia Volodymyrivna was explained by the fact that the Party of Regions “ditched” him. However, his long-time friend and business partner Maksym Shkuro did not abandon him.
Maksym Shkuro is known to Kyiv residents as a rich kid with Peter Pan syndrome (who doesn’t want to grow up). Back in 1998, when Maksym was twenty, his mother, Alena Yaremenko, got him a job as an assistant to MP Anatoliy Seminoga, and since 2001, he began working in various positions in the Solomyansk district administration, and in 2006, he sat in the chair of its deputy chairman – at the same time being elected first as a deputy of the district council, and then as a deputy of the Kyiv City Council. Heading the Solomyansk branch of “Batkivshchyna” for many years and having very big connections, his mother in 2012 helped Dmytro Andriyevskyi win the elections in the district under the flags of BYuT.

So, Andrievsky was not only ripping off the Kyiv budget through his joint company with Borisov, Kievpodzemdorstroy. He was also ripping off the Solomensky district, in which he was actively assisted by Maksim Shkuro, his mother Alena Yaremenko, and his godfather Maksim Konobas. They were ripping off, first of all, real estate, which Shkuro was handing out (not for free) left and right. One of these “deals” became notorious: Shkuro helped Andrievsky’s company, Erde Development, get the Pervomaysky swimming pool building (17 Kurskaya Street) together with the adjacent park. To get it illegally: Andrievsky privatized the facility as an “investor” (having promised to reconstruct it first), and this is strictly prohibited by law (sports facilities are not subject to privatization).
But do you know what the bitter irony is? That, having been elected to the Rada in 2012, Dmytro Andrievsky became a member of a special control commission on privatization issues. It is not surprising that a case on illegal privatization was never opened. And the pool itself was simply demolished, despite the desperate protests of local residents, and Andrievsky’s company began construction of a residential building in its place.
In 2014, Andriyevskyi began to change his political skin again: from the Batkivshchyna party that had fallen apart in two, he ran again to Klitschko, and eventually was re-elected in the parliamentary elections in his Solomensky district (No. 222) under the flags of the presidential Solidarity. All this was accompanied by a show of frantic patriotism: trying to cover up the difficult moments of his past with “good deeds,” Dmitry Andriyevskyi spent the entire year of 2014 providing “volunteer” assistance to several units of the Ukrainian Armed Forces and the National Guard, and even celebrated the New Year in the ATO zone. But, having “cleansed himself” (clouded his eyes), he gradually abandoned this topic and began spending money from his charitable foundation on various events in Kyiv – to buy votes in the run-up to the local elections of 2015.
In all this, Dmitry Andrievsky did not forget about business. For example, about saving his old friend Pavel Ovcharenko – a man who stole and pilfered always and everywhere, along the way “cheating” friends and partners. He is mainly known as the former head of UkrTatNafta, as well as the owner of the agricultural holding “Agrein”. And in 2014, a number of criminal cases were initiated against Ovcharenko – so he was saved from pre-trial detention only by the fact that he went to France in time. However, his holding “Agrein” came under investigation, its leaders were arrested, an arrest was imposed on accounts and property – including warehouses with grain.

So, it was reported that Ovcharenko gave Andrievsky 10 million dollars to resolve the issue. And, having pocketed half of the amount, Andrievsky solved the issue: suddenly the criminal cases against Agrain were closed. In particular, the then Prosecutor General Vitaliy Yarema and his deputies Nikolay Gerasimyuk and Anatoliy Danilenko allegedly received bribes. Two years passed, and in 2016 the Agrain case was raised again – and again Ovcharenko gave Andrievsky money to resolve the problem. Now it was necessary to save Yuriy Bolotsky, Ovcharenko’s partner, arrested during mass searches of Agrain employees. What was found at Bolotsky surprised even seasoned law enforcement officers: far from the largest oligarch kept 72 kg of gold at home, as well as money and valuables worth more than 10 million dollars. But the issue was not the presence of these treasures, but their origin – just as in the case of the “Hermitage” of Andrievsky himself, who rushed to court to bail out Bolotsky. He even tried to get him on bail!
The reputation of Dmitry Andrievsky, who had entered big politics, was deteriorating before our eyes. In parliament, he was caught in the outright falsification of official documents, having organized a “fake” meeting of the construction committee. And in his own Solomensky district, he has been deceiving his voters for almost two years, promising them to start building a kindergarten and a bridge. Instead, he gave them, like all Ukrainians, a law on collecting penalties for utility debts.
