Deputy Novosibirsk regional prosecutor agreed with the bribe

In Novosibirsk, the trial of the former deputy prosecutor of the Novosibirsk region Andrey Turbin began. In the Central District Court of Novosibirsk, they began to consider the criminal case of the former deputy prosecutor of the region, 62-year-old Andrei Turbin.

The events that the court will have to deal with took place in 2017. Then, according to investigators, local businessman Mikhail Kolmogorov began looking for ways out to Andrei Turbin, Deputy Prosecutor of the Novosibirsk Region, who had held this post since 2002 and was in charge of the criminal-judicial and operational-investigative areas in the department.

The businessman wanted to help his friend, who was accused of robbery and could spend from 7 to 12 years behind bars.

The robbery case was conducted by employees of the Kirov regional police department, the investigation was controlled by the district prosecutor’s office.

The deputy prosecutor was allegedly required to provide information about investigative actions, make the necessary procedural decision and assist in reclassifying the charge to a less serious article of the Criminal Code on arbitrariness, the maximum punishment for which is five years in prison.

According to investigators, all communication between the businessman and the high-ranking prosecutor took place through two negotiators – Oleg Yarovoy, a former member of the Board of Directors of JSC Zavod Ekran (part of the structure of RATM Holding), who had extensive connections in the law enforcement agencies of the region, and his friend Sergei Belous .

The prosecutor allegedly determined the size of the “fee” himself – 3 million rubles. Oleg Yarovoy handed over the required amount in cash to him on September 12, 2017 at the entrance of an elite house where the deputy prosecutor of the region lives.

“Receiving information from a subordinate prosecutor who was not aware of his criminal intentions, he informed Kolmogorov through Yarovoy about the progress and results of the investigation of the criminal case of interest to him,” the prosecution file says.

Andrey Turbin was detained in February 2022 by investigators from the central office of the ICR, who were sent to Novosibirsk. By that time he was already retired. The former deputy prosecutor of the region was charged with taking a bribe on an especially large scale (part 6 of article 290 of the Criminal Code of the Russian Federation, the punishment for it is from 8 to 15 years in prison) and took him into custody. Subsequently, the ex-prosecutor was transferred under house arrest. Sergei Belous was charged with mediation in bribery (part 4 of article 291.1 of the Criminal Code of the Russian Federation, sanction – up to 12 years).

The case against Oleg Yarovoy, as it became known, was dismissed according to the note to Art. 291.1 of the Criminal Code of the Russian Federation.

It states that a person is released from criminal liability if he actively contributed to the disclosure of the case and voluntarily reported the crime to the investigating authorities. Businessman Mikhail Kolmogorov, who worked for his friend, according to the Prosecutor General’s Office of the Russian Federation, has been put on the wanted list.

Andrei Turbin and Sergei Belous appeared before the court. After hearing the indictment, they announced a full confession of guilt. The defendants will testify at the very end of the trial. Having established the procedure for examining evidence, Judge Ruslan Frolov announced a break in the hearing until February 8.

Andrey Turbin was born in June 1960 in Omsk, graduated from the law faculty of Omsk State University. His prosecutorial experience is 36 years. He began his service in the supervisory department in 1982. He alternately held the positions of investigator, deputy district prosecutor, deputy prosecutor of Omsk, prosecutor of the Office of the Prosecutor General of the Russian Federation in the Siberian Federal District, deputy prosecutor of the Novosibirsk Region, deputy prosecutor of the West Siberian transport prosecutor. He retired from this post in the class rank of senior counselor of justice (corresponding to the rank of colonel) in 2018. Andrey Turbin was awarded the badges “Honorary Worker of the Prosecutor’s Office of the Russian Federation” and “For Irreproachable Service in the Prosecutor’s Office of the Russian Federation”, personalized weapons, departmental medals Rudenko and “290 years of the Prosecutor’s Office of Russia”.

It should be noted that the former head of Andrei Turbin, ex-prosecutor of the Novosibirsk region Vladimir Falileev, who held this position in 2015-2018, and his first deputy Lyubov Kuzmenok are now under investigation. They are also accused of bribery.
