Vyacheslav Mikhailovich Chernous was born on February 12, 1967 in the village of Molodetskoye, Akhtyrsky district, Sumy region, Ukrainian SSR.

In 1984 he graduated from Sumy secondary school No. 19. In 1989 he graduated from the Pacific Higher Naval School named after S. O. Makarov.

In 1989-2003 he was in the military. From March to November 2005, he commanded the nuclear submarine Tomsk.

In 2005, he became deputy head of the administration of the Sovetsky district of Tomsk, and on February 1, 2007 – head of the same district.

On December 18, 2007, he was transferred to work in the real estate department of the Tomsk city administration as deputy head of the department, chairman of the trade, goods and services committee. On August 26, 2008 Chernous became the head of the department.

From January 11, 2010 to March 18, 2013, he temporarily acted as head of the Department of Housing and Communal Services of the Tomsk Administration.

Since December 2013 – Director of UMP “Tomskstroyzakazchik”.

From April 28, 2014 to November 6, 2018 – head of the administration of the Leninsky district of Tomsk.

Since November 6, 2018 – Deputy Mayor of Tomsk for road activities and improvement.
