Deputy Mayor of the capital Konstantin Usov – from leaking ordered information to kickbacks from Kyiv carriers
The deputy head of the Kyiv city administration for the implementation of self-government powers, Konstantin Usov, began his career as an investigative journalist and, admittedly, very successfully. True, at some point I realized that, apart from troubles, these investigations did not bring any special dividends and went into politics. Where, as you yourself can see from the example of at least the current Parliament, the opportunities are much wider, writes Anticorrosive
True, the first pancake came out lumpy – in 2012, when Usov ran in his native Krivoy Rog from Batkivshchyna, he failed to become a deputy. He became a deputy two years later, changing his flag:
As a people’s representative, Konstantin Glebovich Usov was remembered for absenting himself from 43% of Verkhovna Rada meetings, thus becoming one of the leaders in this honorable list. Another scandal was associated with the Batkivshchyna party – in 2019, Usov was accused of organizing the beating of the chairman of the Ingulets district organization of this party, Vadim Mirzoyan.
The case took place in Usov’s homeland, in Krivoy Rog, so one can assume that he remembered something from someone. However, the scandal was hushed up, and Mirzoyan himself said that he got carried away by declaring that Usov was the mastermind of the beating. It is unknown how it really was there, but it seems that no one tried to find out. And given the background of what has happened and is happening in the country, this is a mere trifle.
Before moving on to a description of Konstantin Glebovich’s activities as Klitschko’s deputy, it is worth returning to his early years, when he became famous as an investigative journalist. Moreover, Usov was not investigating the activities of some ordinary officials at the village council level, but was not afraid to unearth the true state of affairs where much more famous and venerable journalists were afraid to poke their noses.
In order not to overload the material with text, we will mention only the loudest of them. Thus, Usov is responsible for an investigation into corruption in the Krivoy Rog maternity hospital, where doctors refused to care for premature babies for free (however, having taken the money, they also did nothing).
Usov also got to the bottom of the real owner of the bulk carrier Faina, the Ukrainian crew of which spent almost four months in captivity of pirates in 2008 – it turned out to be the then Deputy Minister of Transport and Communications Igor Urbansky. Usov is responsible for investigating the scheme of repression against former Minister of Internal Affairs Lutsenko, organized by Yanukovych. Usov also exposed a system of bribery and repression against prisoners in the Lukyanovsky pre-trial detention center, which became the reason for another high-profile scandal and a criminal case against the management of the institution.
Usov’s latest investigation, by the way, tarnished his reputation as an “honest fighter”, because suddenly the fact that Usov had been commissioned for his film “Lukyanovka. Prison No. 1″ employees of the Ministry of Internal Affairs who simply fought for positions.
After this, the public became interested in Usov’s other investigations, asking, in particular, the question of who gave the money for all this, since dozens of people and very expensive equipment were involved in the process of collecting materials. There were no answers to these questions, as well as to the question of who leaked information to Usov and led him to the necessary sources, which were often very high-ranking.
Be that as it may, Konstantin Glebovich decided to change his profession and went into politics. What is characteristic is that he got into the Supreme Council from a majority constituency. Which even then raised questions: where did the journalist get the money for a very expensive campaign? In addition, the representative of the Petro Poroshenko Bloc, Usov, won the majority seat in the domain of the regionals, and this factor clearly increased the cost of the campaign. The official biography does not answer the question of the origin of the money:
But the secret to electoral success is simple. During the 2014 parliamentary campaign, Usov was repeatedly associated with the ex-“regional” and former deputy prime minister in the government of Mykola Azarov, Alexander Vilkul. In particular, it was noted that Usov’s election headquarters was located in the building of the Artstyle advertising and printing center, to which Vilkul Jr. was related.
It was also noted in the media that a number of candidates, including Usov and his main competitor Malachevsky, had the same source of funding. They say that in fact, in high offices, Krivoy Rog was divided between the BPP and the Opposition Bloc – the 33rd district was given to the BPP, and 31 and 32 to the Opposition Bloc.
Parliamentary activity clearly benefited Usov. If you look at Konstantin Glebovich’s declaration for 2020, when he changed the seat of a deputy of the Verkhovna Rada to a more modest seat – a deputy of the Kyiv City Council, it turns out that he is far from a poor person.
For example, he got an apartment with an area of 95.9 meters in Kyiv, a parking space of 12 meters there and a plot of land of 3,252 meters in the Kiev-Svyatoshinsky district. True, the first two properties belong to his wife, who, as befits the wife of a deputy, is a successful businesswoman.

And compare it with reality. Regarding the price of the apartment and parking space, Konstantin Glebovich modestly remained silent.
As for transport, the Usov family does not travel by public transport, which the deputy head of the KMDA is currently in charge of on duty (more on this a little later):

As for income, in 2020 it amounted to Konstantin Glebovich 16,828,640 hryvnia. We will not list where, how much and where he received it from – it will take too long. But I would like to note a couple of points. There were some kind souls who gave the civil servant Usov something valuable:

Some were donated in money. The total cost of gifts is 6,486,710 hryvnia.
The second point worth paying attention to is the following:
Can you imagine the amount of the deposit, which earned almost half a million in interest alone in a year?
Well, concluding the topic of the declaration – what statesman in Ukraine does not have a little cash for a rainy day? Konstantin Glebovich Usov is no exception. True, he is very modest and keeps only 112,000 dollars and 175,000 hryvnia under his bed. The rest is left to the banking system:

So, five years in the Rada were clearly beneficial: yesterday’s graduate of Shevchenko University and a penniless journalist managed to acquire quite a good business, judging by the declaration, during this time, and one of the companies was even registered in the USA.
Now let’s go back to the present day. Because no sooner had Konstantin Glebovich become Klitschko’s deputy than he immediately got into a scandal. The fact is that he was in charge of the capital’s parking lots and public transport.

Kyiv drivers themselves know about the bacchanalia that is happening with parking lots. For those who have not been to the capital, let us explain: under the plausible pretext of fighting violators of parking rules, several companies operate in the capital that evacuate cars that are parked incorrectly.
On the one hand, it seems correct – but what to do with the cars parked on the crosswalks and sidewalks? But on the other hand, this is a real mafia, because there is practically no parking, and cars are towed without regard to whether the driver violates traffic rules or not. And then finding a car is very difficult, but such pleasure costs the car owner about two thousand hryvnia. But the city only receives the amount of the fine from this money – 510 hryvnia. The rest – tow truck services (1,270 UAH) and a day of parking at a penalty area (144 UAH) – is received by the owners of the companies who are engaged in this business. Moreover, all these companies are private. And their number is strictly limited.
However, Konstantin Usov is just exploring this market due to the fact that he recently became deputy head of the KMDA, and the parking mafia has been developing for years. Therefore, the division process is still ongoing.
In addition, due to the well-known hatred of pedestrians for drivers, many Kiev residents support the evacuation of cars from the streets of the capital, advocating in every possible way for public transport. However, they were clearly not happy with the news that it would cost 20 hryvnia. And the credit for such a price increase belongs, among other things, to Konstantin Glebovich.
The fact is that he zealously took up what he called the “route mafia.” Without denying the existence of such a group, we would venture to assume that Usov decided to lead it. And therefore, at first he demanded 200 hryvnia per day from the owners of minibuses for each bus on the route, and when they refused, he began to break contracts with them and introduce companies into the capital’s transportation market that agreed to work on his terms.
As recently as October, the Aven Ezer private enterprise and Yaroslav Auto LLC, which carry out transportation in Kyiv, convened a press conference where they reported that “Usov sent them “walkers” in the person of his adviser Viktor Sasin and the head of the Service transportation of Viktor Savchenko. With the requirement to pay 200 hryvnia per day from each car. In this way, the deputy mayor could accumulate more than 9 million hryvnia per month.” Those who do not agree are deprived of their licenses.

But the fact is that such actions of Usov also led to the fact that there was a shortage of vehicles in the transportation sector of the capital. And the additional amount of 200 hryvnia from each minibus, accordingly, must come from somewhere. It is clear that in the end the residents of Kiev will pay – the amount of extortion will simply be included in the fare. Against this background, it was announced that the cost of travel on municipal transport would increase. True, there the scheme for distributing budget money (and “Kievpasstrans” is a public utility enterprise) is much more complex and requires a separate investigation, so we will leave it for the next material about the young talent at the post of deputy head of the KMDA, Konstantin Usov.
