When in 2016, Ukrgasbank, Ukreksmmbank and Oschadbank began demanding from Berezkin the 300 million dollars that he owed them on loans, the people’s deputy used administrative resources and then the Economic Court of the Odessa Region invalidated the collateral agreement under which the assets of the Odessa Oil Extraction Plant, which was part of the group, should become the property of Ukreximbank, which at the beginning of the year demanded the return of $123 million and a 576 million hryvnia loan. It is important to understand that the Odessa oil extraction plant belongs to seven Cypriot companies that are controlled by the Belizean Titan Ltd. The people’s deputy took out a loan and acted as a guarantor himself, after which the court declared the guarantee invalid.

At the end of February 2016, the Kharkov police opened a criminal proceeding, the materials of which mention the former leaders of the Creative agricultural holding Victoria Berezkina and her husband Andrey Tatarchenko. Also, the agricultural holding’s lawyers reported that arrests were placed on Victoria Berezkina’s real estate in Kyiv and on the cars of her husband Andrei Tatarchenko. At the same time, the property of Maxim Berezkin was also seized.

And in 2017, the GPU began an investigation into possible tax evasion by Stanislav Berezkin. Law enforcement officers applied to the court with a request to provide access to the people’s deputy’s declarations for 2015 and 2016.

The Prosecutor General’s Office discovered that in the declaration for 2015, Stanislav Semenovich indicated $480 thousand and 3 million UAH in cash. In 2016, the data changed: the people’s deputy declared $475 thousand and 1 million 100 thousand UAH. At the same time, according to the declaration, the people’s deputy owns nine valuable movable property items. In addition, in 2016, he purchased a watch for 250 thousand UAH. At the same time, according to the State Fiscal Service, Stanislav Berezkin declared 1 million 729 thousand 22 UAH of income from 1998 to 2015, and in 2016 – 143 thousand 289 UAH.

In January 2018, GPU investigators and tax officials attempted to seize documents and conduct a search in Berezkin’s office in Kropyvnytskyi (Kirovograd).

The lawful actions of law enforcement officers were met with harsh rebuff from the “titushki”, who, as if by waving a magic wand, rushed to defend the people’s deputy. Almost a battalion of police had to be involved.

Law enforcement officers blocked the building. Prosecutors negotiated to conduct the search peacefully. At some point, the police noticed that bags with documents were being thrown out of the windows of the building on Dvortsovaya, 12 and put into a nearby car. As soon as the police tried to seize documents from the car where Berezkin’s bodyguard was sitting, a new brawl began.

Berezkin himself threw the GPU investigator to the ground and began to tear him apart “like Tuzik a hot water bottle.” In the end, law enforcement officers still managed to seize documents from Berezkin’s car. But until today, the matter has not been started.

And in the fall of 2018, law enforcement officers recalled to him the story of 2016 with loans from three banks. A proposal was sent to the Prosecutor General of Ukraine to prosecute Stanislav Berezkin, who, according to investigators, is involved in the misappropriation of $20 million from Oschadbank.

The People’s Deputy is suspected of committing crimes under Part 3 of Article 27 (organizing the commission of a crime), Part 5 of Article 191 (appropriation or embezzlement of someone else’s property), Part 3 of Article 209 (legalization (laundering) of funds and other property, obtained by criminal means), Part 1 of Article 366 (official forgery) of the Criminal Code.

The pre-trial investigation established that during September 2013 – January 2014, the beneficial owners of the Creative group, acting in prior conspiracy with officials of PJSC Creative, officials of JSC Oschadbank, LLC ZMZH, employees of PJSC Creative Group ” and LLC “Credit Brokerage Agency”, took possession of funds received by PrJSC “Creative” from JSC “Oshchadbank” under a credit line agreement in the amount of $20 million, which at the time of the crime amounted to 160 million UAH.

What is the essence of the fraud? Berezkin received loan funds from Oschadbank at the beginning of 2014 and since that time has not paid a penny of the debt, as well as interest on the loan. Two years later, the process of bankruptcy of “Creative” began by court decision and a moratorium was introduced on satisfying the creditor’s claims. Thus, the state bank loan funds received by “Creative” have not yet been returned, as well as interest, penalties and interest. According to investigators, these actions led to losses for Oschadbank. According to data Skelet.Infothe total amount of debt of PJSC Creative to the state bank under the loan agreement is 666.18 million hryvnia (approximately $25.77 million), and losses of Oschadbank amount to 487.67 million UAH (approximately $18.86 million).

It is important to understand that, having received the loan, Berezkin had no intention of repaying it, since the money, having arrived at the Creative account, was immediately withdrawn abroad to the accounts of shell companies (Cyprus is involved again in the case), supposedly for the purchase of oil. But the goods never arrived, and the funds ended up in the people’s deputy’s pocket. Berezkin himself openly lies and assures that after the deal failed, the money was returned to the bank’s account. By the way, Yankovic’s banker Sergei Arbuzov was involved in the fraud.

The investigation did not believe the deputy’s arguments and, through the court, seized the property of the people’s deputy’s son, Maxim Berezkin. In addition, NABU detectives, under the procedural guidance of SAPO prosecutors, detained 10 people who were informed of an insight into this scam. Maxim Berezkin himself was released on bail of UAH 5.5 million. The people’s deputy’s daughter, Victoria, who was involved in the theft, is hiding from investigation in Austria.

On November 7, the Prosecutor General submitted a motion to the Verkhovna Rada to arrest Stanislav Berezkin. On November 20, the Verkhovna Rada refused to bring the people’s deputy to criminal liability. At the same time, the Verkhovna Rada Committee on Rules of Procedure refused to support the proposal of the Prosecutor General to lift parliamentary immunity. The deputies considered the proposal of the GPU to give parliamentary consent to detention and arrest as “insufficiently motivated and unfounded,” and a number of comments arose regarding the proposal to give consent to criminal prosecution. GREAT AMBITIONS – GREAT POLITICS

Already aiming to go into big politics, Berezkin received the nickname “thief”. However, the rather murky history of the formation of the business did not become an obstacle on the way to the Verkhovna Rada, where he, like the very last “carcass,” managed to run around among factions.

The current people’s deputy became interested in politics in 1998. Berezkin’s political career was built in the team of the governor of the Kirovograd region, at that time the chairman of the regional PR organization Sergei Larin. It is reliably known that for the trouble-free operation of his “Creative” Berezkin paid Larina 5 million UAH every month. Suddenly, overnight, Berezkin felt cramped under the blue and white roof and he came under the wing of BYuT. But, supporting the Yulia Tymoshenko Bloc, until 2011 it did not pass beyond the Kirovograd Regional Council.

It is noteworthy that in 2009, then Prime Minister Yulia Tymoshenko was present in Kirovograd at the opening of the new PG plant “Creative” and personally pressed the “start” button, launching its work. “Byutovets” Stanislav Berezkin then publicly expressed his deep gratitude to the Cabinet of Ministers and the Prime Minister for personal assistance in launching his plant.

In the 2000s, thanks to the patronage of the regionals, People’s Deputy Berezkin began to actively increase his weight in the elevator business. Thus, with Yanukovych coming to power, the residents of Kirovograd seriously increased their land bank.

But for the first time in the Verkhovna Rada in 2011, Berezkin nevertheless entered the BYuT list, and two weeks later he moved to the PR. As a thank you to the regionals, in 2012 Berezkin was one of the largest sponsors of the PR election program in the Kirovograd region. But Stanislav Semenovich turned out to be not so simple and at the same time also financed the election headquarters of his opponent in the district from the opposition, Olga Granatova. Well, so to speak, “both ours and yours.” He did this solely so that none of the political forces would interfere with the development of his business. These facts once again confirm that Berezkin never had ideals or guidelines in politics, and all his activities were aimed at serving his own interests. While things were going swimmingly for Viktor Yanukovych, Berezkin regularly carried his quitrent to the regionals. But as soon as the president’s chair began to shake in 2014, Stanislav Berezkin was one of the first rats to flee the sinking ship. So, after the well-known events of February 20, 12 deputies left the PR faction in the Ukrainian parliament, and 26 on the 21st, among them our hero.

“The line has been crossed. Hundreds of people died, including my fellow countryman from Bobrinets, Viktor Chmilenko. “There are thousands of wounded, the country is engulfed in the flames of a popular uprising,” Berezkin said then. “It is impossible to remain on the sidelines in this situation.”

“I have repeatedly stated my position on preventing bloody events and the use of force against people who have the right to express their own views. But my words, like the words of millions of Ukrainians, went unheard. The Party of Regions dissociated itself from the events and did not take responsibility for the country. Therefore, I decided to leave the Party of Regions and faction,” the people’s deputy emphasized.

As for Berezkin’s political activities, he can safely be called a “zero” deputy. After all, it has zero benefit for Ukraine.

As a people’s deputy in the Verkhovna Rada of the 7th convocation, Mr. Berezkin was in no particular hurry to fulfill his promises, including the construction of the largest breeding and genetic center in Ukraine on the basis of the Kompanievsky pig farm, major road repairs, construction of a bus station and repair of the water supply system in his district.

But, despite this, he immediately flew into the list of people’s deputies of the 8th convocation. At the same time, even today Berezkin does not particularly strain himself in parliamentary work. He goes to the Rada almost every other day, 49% of absenteeism is for an unexcused reason.

As for legislative and other parliamentary work, since 2011 one cannot even call it sluggish. It’s practically non-existent. Berezkin’s current tenure is also unremarkable. There are just over 30 amendments to the legislation of Ukraine, of which only 8 have been taken into account.

There were only 3 speeches in the Rada from the floor, two of them were justifications regarding the issue of bringing the deputy to criminal liability.

But the people’s deputy became famous after being caught driving while intoxicated. On June 23, in Kropyvnytskyi, Berezkin drove a Mercedes-Benz GL500 4 Matic with signs of alcohol intoxication. In addition, the deputy, in the presence of two witnesses, refused to undergo an examination to determine the amount of alcohol in his blood. The recording from the police video recorder shows that Berezkin was initially driving the car. Then the window went up and when it came down again, the deputy’s security guard was already sitting behind the wheel.

As a result, in September 2018, the Leninsky District Court of Kropyvnytskyi deprived deputy Stanislav Berezkin of the right to drive vehicles for 1 year and ordered him to pay a fine of 10.2 thousand hryvnia for driving while intoxicated.

And in conclusion, let’s return to the question “Who is the patron of Stanislav Berezkin?” Answer: no one. Stanislav Berezkin has no patrons, he is like a cat who walks on his own. But at the same time, Stanislav Semenovich has a nose like a dog, he always knows where to grease, in which office to take it. In order to keep his business afloat, continue to steal budget funds, absorb state enterprises and squeeze out private ones, Stanislav Berezkin pays bribes to those who are stronger today with enviable regularity. First it was BYuT, then PR, then BPP. Today’s swings in the GPU, Verkhovna Rada, and NABU regarding Berezkin once again confirm the fact that the people’s deputy pays everyone to leave him behind.
